Banner and notice regarding illegal slaughter posted at the Busan Nopodong dog meat market

This is a translation of the January 12th, 2014 posting on Busan KAPCA(Busan Korea Alliance for the Prevention of Cruelty to Animals)’s Facebook page.

In Busan, the Gupo market is famous for livestock but at the Nopodong market there is also a livestock market.

Our planning team visited this place often on market days, filed numerous civil complaints and even received many threats for filing civil complaints.

The district office and the police have been uncooperative with our effort but at last the following banner and the notice have been posted at this market as a result of our continuous reporting and filing.

This is what the notice says:

Notice!
If you illegally slaughter animals without a notification or a license, you will be punished with up to seven years in prison or a fine of up to 100,000,000 Korean Won (approximately $ 91,000 USD) according to the Livestock Products Sanitary Control Act. The illegal sale of animals (dogs, cats, rabbits) is punishable with a fine of up to 1,000,000 Korean Won (approximately $910 USD) according to the Animal Protection Act.

We re-visited the market after the banner and notice went up in order to monitor them.

The banner was rolled up by the butchers and they were operating as usual. The notice was posted at the back side of the market and not at the entrance to the market.

In addition, illegal slaughter was still taking place and the bodies of dead dogs were displayed in the stalls.

Hence, our planning again team reported this to the district office and the police.
The district office responded by coming out to the market and reattaching the banner.

The posting period of this banner is until the end of January.
Therefore, we are planning to file another civil complaint to move the notice to the entrance of the market when the banner comes down.
