To the relevant department in the South Korean Ministry of Food, Agriculture, Forestry and Fisheries,

We, undersigned, are all international individuals currently visiting/ residing in Seoul as of July 18- August 2, who are expressing our distress to see atrocious dog meat trade taking place both within the city and all over the country. Please take a moment to hear our collected voice for the voiceless.

The $2 billion dollar-a-year South Korean dog meat industry takes the lives of approximately 2.5 million dogs a year for meat or gaesoju, a dog wine or broth, served in upwards of 20,000 restaurants nationwide. That accounts for about 7,000 dogs slaughtered every day. Many market vendors display live dogs in cages. When a customer picks one, the dog is violently jerked out and dragged into the back to be brutally slaughtered and then comes out as chunks and pieces of meat. The sight is utterly disturbing to the majority of expatriates and tourists who unknowingly come across the scene.

The farmed dogs spend their whole life in cramped raised cages never feeling the ground beneath their feet. They are left to constantly smell the accumulation of feces and urine underneath. During transportation, 8-12 dogs are stuffed into cages of 1 square meter, making them unable to move so that the meat will be more tender. At the Moran Market, South Korea’s largest open air-market for dog meat, dog carcasses are on display next to the cages of live dogs. They are most often killed by hanging and with high-voltage electrocution within sight of their cage mates. They are then thrown into a tub of boiling water, often still alive, and then into a rotating fur-plucking drum (it has been widely circulating on social media that these agitator machines are manufactured by the world-famous Korean corporation Samsung, and many global citizens have pledged to boycott their entire products.) for the removal of their fur, and finally blow torched. There is a mythic belief that the more fears and pains the dogs go through the meat will be richer in flavors and health benefits. Also men believe the meat increases their potency. In addition to the unspeakable cruelty perpetrated by the dog meat trade, a serious threat to food safety exists. The meat dogs are fed with germ-infested rotten food waste collected from nearby restaurants, or organs from their slaughtered friends, causing a health risk to both the dogs and those who eat them. Many serious and often life threatening diseases can be attributable to the unsanitary and unregulated processing environment. They include Bubonic Plague, Camphylobacter, Cutaneous larval migrans, Giardiasis, Lyme Disease, Psittacosis, Rabies, Salmonellosis, Shigellosis, Visceral Larva Migrans, Anthrax, Bebesiosis, Brucellosis, Colibacilosis. In some cases, ten times the normal doses were being administered by the farmers themselves without the supervision of a veterinarian. Additionally, a study by nutritional physiologist, Irwin H. Putzkoff, along with Cho Byung-Ho, and Oh Jin-Hwan, examined how the stress, fear, and pain experienced by dogs when slaughtered, or waiting to be slaughtered, resulted in several diseases in the people who ate the meat. There are also many stolen domestic companions and unsold stocks from pet industry ending up in the slaughterhouses and restaurants. (A recent Korean TV program exposed this practice: http://youtu.be/vHB3uwB9kyA, http://youtu.be/foHCBNllT8w) On one hand, some people tend to compare the dog meat situation with that of cows, pigs and chickens. However, the urgency of stopping dog meat trade is supported not only by this particular animal’s kinship with humans but also by the fact that some dogs awaiting their slaughter in the markets are still wearing collars and yet no criminal investigations take place even if on-site animal rescuers report it to the police. Clearly there is no such criminality involved in other livestock industries. Dogs are, in South Korea, not defined as livestock, and thus there are no existing laws that take their sentience into consideration when it comes to farming, transporting and slaughtering them. Besides, dogs are not fit to be farmed in a humane manner to begin with. Unlike other livestock species, dogs require regular exercise which is completely denied when they are bred for human consumption. They are also known to have their eardrums burst to prevent them from barking. Every natural instinct they have is impeded by the inhumane and tortuous conditions they must live under. In addition, as a carnivore, dogs are not safe to be eaten, since they store large volume of heavy metals and toxins in their body that are harmful to humans. As a tourist/ expatriates who are visiting/ living in South Korea, we came to this country to celebrate its tremendous economic success and admire its fast-paced modernization. However, a few blocks from the heart of the capital, there are still markets and restaurants openly torturing dogs and selling the meat. Many Koreans say they don’t eat dog meat and don’t want the international society to associate the practice with their beautiful culture. If this is truly the case, why does the Government let the nation suffer the shame and criticism cast by other countries simply because of those small number of people who act like barbarians? Nonetheless, those minority of dog eaters are not small enough in number for the Government to acknowledge the practice as a harmless folk custom since annual 2.5 million dogs is not nearly a dismissible figure. China’s dog meat eating festival called Yulin Festival caused more than 4 million people across the world to sign petitions against the event this year thanks to social networking sites, and another dog meat festival with 600 year tradition in Jinhua, Eastern China was banned for good due to the massive international pressure. Now more and more global citizens have come to realize that the same horrendous trade is taking place in South Korea, the country they thought was far more advanced and civilized than China. They are starting to change their perception of the nation entirely, deciding to boycott all Korean products, tourism, and objecting the country’s eligibility as a host for global activities such as the Olympic Games and the World Cup.

During the 1988 Summer Olympics in Seoul, the Government discouraged dog meat consumption to avoid negative international images. It is the best time for the Government to illegalize this cruel black market industry once for all and publicly show the world how compassionate the country is toward animals, how readily the country can rescue itself from being labeled as Third World, and how serious the country is about ensuring public health. International outrage is mounting, and even foreign individuals like ourselves who are currently in the country for pleasure/ business are totally traumatized by the existence of this practice and determined not to visit the nation again until we hear the Government officially terminates the trade. Please act right away for the sake of your country’s further prosperity in this highly global society.

저희 서명인들은 모두2015년 7월 18일부터 8월 2일 사이에 서울을 방문했거나 서울에 거주하고 있던 외국 국적자들로서 서울과 전국 각 곳에서 자행되는 극악무도한 개고기 거래에 대한 비통한 마음을 호소하고자 합니다. 목소리가 없는 동물들을 위한 공동의 목소리에 잠시나마 귀 기울여 주시기를 바랍니다.

한국의 개고기 산업은 연간 20억불 규모로 전국적으로 2만개 이상의 식당에서 팔리는 개고기나 개소주를 위해 매년 대략 250만 마리 개들이 죽임을 당합니다. 이는 매일 7천 마리가 도살당하는 것과 마찬가지입니다. 다수의 시장 상인들은 살아있는 개들을 철장 안에 넣어 전시합니다. 손님이 와서 개를 선택하는 순간 그 개는 난폭하게 끄집어 내어지고 뒤쪽으로 질질 끌려가서 잔인하게 도축된 후 몇 덩이의 고기로 변하여 나오게 됩니다. 어쩌다가 이 장면을 목격하게 되는 대부분의 외국인 거주자들이나 관광객들에게는 너무나도 크나큰 충격입니다.

개 농장의 개들은 평생을 좁은 뜬장 안에서 사육되며 한번도 땅을 발아보지 못합니다. 뜬장 밑에 쌓여있는 분뇨의 악취를 끊임없이 맡아야만 합니다. 이동할 때는 육질을 더 연하게 하기 위해 1평방미터의 철망 안에 8-12마리를 쑤셔 넣어 움직일 수조차 없게 만듭니다. 한국에서 개고기를 파는 가장 큰 노천시장인 모란시장에서는 철장 안에 들어있는 살아 있는 개들 옆에 개의 사체가 진열되어 있습니다. 이곳의 개들은 같은 철장에 들어있던 개들이 지켜보는 가운데 주로 목 매달리거나 고압전기로 감전을 당하는 방법으로 죽임을 당합니다. 대부분 아직 숨이 붙어 있는 상태에서 끓는 물이 담긴 통에 던져지고, 털을 제거하기 위해 털 뽑는 회전통(이 회전통이 세계적으로도 유명한 한국 기업인 삼성에서 생산하고 있다는 이야기가 소셜 미디어에 많이 퍼져있습니다. 그래서 전세계 많은 사람들이 삼성의 전 제품 불매를 하겠다고 서약하고 있습니다)에 넣어지고, 이어서 마지막으로 불로 그슬려집니다. 개가 두려움과 고통을 더 많이 느낄수록 고기의 풍미나 건강상의 효능이 더 좋아진다는 근거 없는 통념도 존재합니다. 또한 남자들은 개고기가 정력에 좋다고 믿고 있습니다. 개식용으로 인해 자행되는 형언할 수 없는 잔인함이 존재하는 외에도 식품안전에도 심각한 위험이 되고 있습니다. 식용 개들은 인근 식당에서 수거한, 세균이 득실거리는 썩은 음식물 쓰레기 또는 도축당한 개들의 내장을 먹고 자라는데 이는 개들과 이렇게 사육된 개를 먹는 사람들 양쪽 모두에게 건강상 위험을 야기합니다. 이러한 비위생적이고 제대로 규제받지 않는 처리 환경은 림프절 페스트, 캄필로박터, 피부유충이행증, 편모충증, 라임병, 앵무병, 광견병, 살모넬라성 식중독, 세균성 이질, 장기유충이행증, 탄저병, 바베시아 감염증, 브루셀라병, 대장균으로 인한 패혈증 같은 수많은 심각한, 때로는 목숨까지 위협하는 질병의 원인이 될 수 있습니다. 수의사의 지시 없이 개농장 주인들은 적정량의 10배도 넘는 항생제나 약품을 직접 주사하는 경우도 발견됩니다. 영양생리학자인 Irwin H. Putzkoff는 조병호씨, 오진환씨와 함께 개가 도살될 때 혹은 도살되기를 기다리고 있을 때 느끼는 스트레스, 두려움, 통증이 그 고기를 먹은 사람들의 질병에 어떤 영향을 미치는가에 대한 연구를 했습니다. 연구 결과 “심혈관계 질병 발병 위험이 높아진다”는 것을 발견했습니다. (http://www.scn.org/~bk269/fear.html)

또한 도난당한 반려견이나 애견업계의 팔리지 않고 남은 개체들 중 많은 수가 결국은 도살장이나 보신탕집으로 가게 됩니다. (최근 한 TV 프로그램에서 이 내용을 다뤘습니다. http://youtu.be/vHB3uwB9kyA, http://youtu.be/foHCBNllT8w) 한편에서는 개고기를 소, 돼지, 닭에 비유하는 경향이 있습니다. 하지만 개고기 거래의 근절이 시급한 이유는 특히 개가 사람과 연대감을 느끼는 동물이라는 것뿐 아니라 어떤 개가 여전히 개목걸이를 한 채로 개시장에서 자기의 도살 차례를 기다리고 있고 그 장소에 있는 동물구조가가 경찰에 신고를 해도 범죄수사가 이루어지지 않는다는 사실에 있습니다. 확실히 다른 축산업계에는 이러한 범죄행위 자체가 없습니다. 한국에서는 개가 가축으로 정의되지 않습니다. 이로 인해 개를 사육, 이동, 도살할 때 개들의 지각능력을 고려하는 현행법이 없습니다. 게다가 무엇보다 개는 인도적인 방법으로 사육한다는 것 자체가 적합하지 않은 동물입니다. 다른 가축들과 달리 개는 규칙적인 운동이 필요한데 식용를 위해 사육되는 개들은 전적으로 운동을 박탈당합니다. 또한 개들이 짓지 못하게 하기 위해 고막을 고의로 파열시킨다는 것도 알려져 있습니다. 개들이 가진 모든 자연적인 본능은 그들을 가둬놓은 비인간적이고 고통스러운 환경에 의해 박탈당하고 있습니다. 게다가 개는 잡식성이므로 사람에게 해로운 다량의 중금속과 독성물질이 몸에 축적되어 있어서 식용으로 안전하지 않습니다. 한국을 방문하는 관광객 또는 이곳에서 거주하고 있는 저희는 한국의 훌륭한 경제적 성공을 축하하려고 왔고 또 빠른 속도로 이루어지는 현대화에 감탄합니다. 그러나 수도의 중심에서 조금만 떨어진 곳에는 여전히 드러내놓고 개를 고문하고 개고기를 파는 시장과 보신탕집이 존재합니다. 많은 한국사람들이 자신들은 개고기를 먹지 않으며, 국제사회가 개식용을 한국의 아름다운 문화와 결부시키는 것을 원하지 않는다고 말하고 있습니다. 정말로 그러하다면 한국정부는 왜 야만인처럼 행동하는 일부 소수의 사람들로 인해 다른 나라들이 쏟아 붓는 망신과 비난을 한국 민족 전체가 당하도록 그냥 놔두는 것인가요? 개식용이 일부 소수의 관습이라 할지라도 한국정부가 개식용을 해롭지 않은 민속 문화라고 용인할 만큼 개를 먹는 소수 집단이 수적인 면에서 작지 않습니다. 연간 250만 마리는 묵살할 수 있을만한 수치가 아니기 때문입니다. 올해는 SNS덕분에 전세계 4백만명 이상이 중국의 개고기 축제인 위린 페스티벌 행사를 반대하는 서명을 했고, 중국동부 진화시의 600년 전통 개고기 페스티벌은 엄청난 국제적 압력 덕분에 영구히 폐지되었습니다. 이제 점점 더 많은 지구촌 사람들이 이와 똑같은 끔찍한 일이 중국보다 훨씬 진보하고 개화되었다고 여겼던 한국에서 일어나고 있다는 것을 깨닫고 있습니다. 그들은 한국이라는 나라에 대한 인식을 완전히 바꾸기 시작했고, 모든 한국 제품, 한국으로의 여행을 불매하는 결의를 하고 한국이 올림픽 게임이나 월드컵 같은 국제적 행사의 주최국로서의 적격인지에 대해 이의를 제기하고 있습니다.

서울에서 개최된 1988년 올림픽 기간 동안 한국정부는 국제적으로 부정적인 이미지를 피하기 위해 개고기 소비를 막았습니다. 이제는 정부가 이 잔인한 암거래 산업을 영구히 불법화하고 한국이 동물에 대해 얼마나 인정이 있는지, 제삼세계의 개발 도상국가라는 이름표를 떼어낼 준비가 얼마나 되어있는지, 공중위생을 확고히 하는 데에 있어서 얼마나 진지한지를 세상에 공개적으로 보여줄 때입니다. 국제적인 격분은 점점 쌓여가고 있습니다. 여행목적으로 또는 사업목적으로 현재 이 나라에 있는 저희 같은 외국 국적자들마저 개식용 관습이 존재한다는 사실에 완전히 충격을 받았습니다. 한국정부가 이를 종결시킨다는 소식을 들을 때까지 다시는 한국을 방문하지 않겠다는 결심을 확고히 하고 있습니다. 부디 고도로 국제화된 이 사회에서 한국의 더 나은 번영을 위해서 지금 당장 조치를 취해주시기 바랍니다.
