Geoje City Council responds

We received the below response from Geoje City Council regarding our campaign/petition: Geoje, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets. Click HERE to see our campaign.

1. We wish progress to your organization.
2. Regarding your organization’s petition, below is our response based on the Korea National Police Agency’s response on April 25, 2018 to the e-people petition.

Currently in our country, there are no laws regarding the sale of dog meat. The Livestock Products Sanitary Control Act, Article 2 states that, “The term ‘livestock’ means cattle, horses, sheep (including goats such as rock goats), swine (including raised wild boars), chickens, ducks, and other animals prescribed by Presidential Decree, as animals for food”.

The Livestock Products Sanitary Control Act Enforcement Ordinance, Article 2 (Scope of Livestock) states that “Animals prescribed by Presidential Decree” means Deer, Rabbits, Turkeys, Geese, Quails, Pheasants, and Donkeys. Therefore, under the Livestock Products Sanitary Control Act, dogs are not classified as livestock.

Because dogs are not subject to the Livestock Products Sanitary Control Act which governs punishment of illegal slaughter, dog slaughterhouses are not required to obtain permits or registration, nor are there currently laws to punish anyone for slaughtering dogs or failing to document the date of slaughter.

However, the Animal Protection Act, Waste Control Act and River Act can all be used to punish the act of killing dogs by bludgeoning, disposing of dog carcasses illegally, or disposing of dog blood and wastes into the river or sewer.

We feel that any examination of the issue of dog meat consumption must take into consideration the sentiments of all of our citizens and the condition of our society. Going forward, in cases where there are specific violations of the law, our city council will pay more attention to ensure the city takes the necessary actions.

We do not agree with the position of the Geoje City Council as the dog and cat meat industry violates many Korean laws. It is the responsibility of their government to effectively enforce all laws. However, despite their position, we can definitively state that our campaign is a success; Geoje is now aware that people from around the world are watching their cruel industry.

      This is a truly horrible and barbaric practice and I believe you will be judged on this practice when you “pass on” — if you “came back” as a dog in your country, how would you feel then? Also, if you raise the dogs for meat (which you do) then why doesn’t the law also apply to dogs since they appear to be “livestock” being raised for food? The other animals you mention are also raised for food and are considered as livestock but the dogs are not which seems unfair.

    Mother Nature created dogs to be the human’s best friends……unfortunately she also created the Koreans….you don’t deserve being called humans if you keep on torturing and slaughtering our best friends according to the barbaric and medieval standards I saw in many photos and films! I’ve also read all of this is carried out because….aphrodisiac. Ok, never heard about viagra, guys? Wake up and have a look at the calender: third millennium!!!
