Mar 29, 2025: At a dog breeding farm in Andong, North Gyeongsang(Gyeongsangbuk) Province, ravaged by a large fire, the owner locked the cage doors and evacuated alone, leaving 700 dogs trapped to burn to death. Seven dogs miraculously survived but were found huddled by a stream, injured by flying embers. Reporter Lee Eun-jin investigates.

The farm’s container is scorched beyond recognition, crumpled like paper. The air is thick with the smell of burning and a foul, decaying stench. Inside the wire cages, covered by curtains, layers of blackened, charred dogs lie piled on top of one another. On the 25th of last month, when the wildfire swept through Andong, the dog farm owner locked the dogs inside and fled alone. The 700 dogs trapped in the cages were burned alive. Next to the pile of carcasses, the face of one dog that barely survived shows clear marks from flying embers. A dog barely squeezed out of a melted cage huddled tightly by the stream. The owner, who returned only now, said he came back to sell the seven surviving dogs.
[Dog Farm Owner]: “It’s better for them to die for meat than starve to death in the mountains.”
With the risk of the fire reigniting, leaving both the people and the dogs in place was too dangerous. Eventually, with the owner’s consent, volunteers decided to move the dogs to safety. Even as they took their first steps out of the cages, the dogs’ breath was still hot.
[Yoon Il-yong / Veterinarian]: “Even though they appear fine on the outside, their lungs and airways are severely burned. It’s truly a miracle that these animals survived.”
While volunteers worked to rescue the dogs, the local government animal protection officials were busy fighting the wildfire, creating a de facto gap in rescue efforts for the animals.
[Andong City Official]: “Right now, all our staff are involved in wildfire suppression, so they’re tied up there… The priority is saving human lives, and the second priority is protecting cultural assets.”
In this Gyeongsangbuk wildfire, over 20,000 cattle and pigs perished. The damage to companion animals has yet to be tallied. This wildfire, one of the worst on record, was also merciless to animals, leaving them with no way to escape or call for help.
The deliberate and cruel abandonment of 700 dogs to a fiery death demands immediate prosecution of the dog farm owner for egregious animal cruelty. This tragedy, emblematic of decades of governmental neglect towards animal welfare in Korea, necessitates a fundamental overhaul of animal protection laws and their enforcement. Accountability for this atrocity must be swift and decisive to finally establish that animal lives have value and that such barbarity will be met with the full force of the law.

큰불이 휩쓸고 간 경북 안동의 한 개 사육장에선, 주인이 철창문을 잠근 채 홀로 대피하면서 갇혀 있던 개 700마리가 그대로 타 죽었습니다. 기적적으로 살아남은 7마리는 불똥에 상처를 입은 채 개울가에서 버티고 있었습니다.
이은진 기자가 찾아가 봤습니다.

그을리다 못해 종이처럼 구겨진 농장 컨테이너, 탄내와 썩는 듯한 악취가 진동합니다.
커튼으로 가려진 철창 안을 들여다보니 시커멓게 탄 개들이 겹겹이 누워 있습니다.
산불이 안동을 휩쓸고 간 지난 25일, 이곳 개 사육장 주인은 개들을 가둬둔 채 혼자서 몸을 피했습니다.
철창 안에 있던 700여 마리가 그대로 불에 탔습니다.
사체 더미 옆 가까스로 살아남은 개 얼굴엔 불똥 튄 자국이 선명합니다.
녹아 버린 뜬 장을 겨우 삐져나온 개는 개울 위에서 몸을 한껏 웅크렸습니다.
이제서야 나타난 사육장 주인은 살아남은 7마리라도 팔려고 다시 왔다 했습니다.

불이 다시 번질지 모르는 상황, 사람도 개도 이대로 두기엔 위험했습니다.
결국 자원봉사자들이 주인 동의를 받아 안전한 곳으로 개들을 옮기기로 했습니다.
철창 밖으로 겨우 첫 발을 내딛은 개들 숨은 아직도 뜨거웠습니다.
[윤일용/수의사 : 겉으로는 멀쩡해 보여도 안쪽에 있는 폐나 기관지 이런 것들이 화상을 입다 보니까, 사실 이 애들은 거의 기적이죠.]
자원봉사자가 나서 개들을 구하는 동안, 구조 책임이 있는 지자체 동물보호 담당 공무원들은 산불 진화 작업에 동원됐습니다.
그 과정에서 사실상의 구조 공백이 생겼습니다.
[안동시 관계자 : 지금 직원들이 다 산불 진화하고 거기에 빠져 있어 갖고…1번이 인명이거든요, 그리고 2번이 문화재거든요.]
이번 경북 산불로 죽은 소와 돼지만 2만 마리가 넘습니다.
반려동물 피해는 집계조차 되지 않고 있습니다.
역대 최악으로 꼽힌 이번 산불, 스스로 탈출하거나 도움 청할 길 없는 동물들에게도 가혹했습니다.
