Bbibbi, a young puppy barely a year old, was found clinging to lifeโ€”scorched by flames, her mouth burned shut, and her eyes lostโ€”after being left chained to a piece of metal farm equipment as a wildfire tore through her village in South Korea.

Her owner had days to intervene but abandoned her to burn alive. Bbibbiโ€™s suffering is more than a personal tragedyโ€”it reveals a profound crisis of empathy, where far too many still view dogs not as sentient beings but as property, tools, or disposable burdens. This callous mindset is sustained by weak animal protection laws that allow lifelong tethering and fail to recognize animals as lives worth defending.

We must demand justice for Bbibbi and push for urgent reformโ€”ban permanent chaining and ensure animals are never again left behind in moments of crisis. Her agony must ignite compassion. Her story must drive change.

Bbibbiโ€™s Rescue Story

We found Bbibbi, severely burned across her entire body in a devastating wildfire.
She had been tied to a piece of scorching hot farm machinery, enduring heat even more intense than the flames around her.

Her name is Bbibbiโ€”a name given by her owner.

But instead of being kept safe at home, Bbibbi was chained to the equipment and had no way to escape. As the metal machinery heated up, it seared her body along with the fire.

And yet, her owner had ample time to help her. For five days after the wildfire began, the area around her remained untouched. But when the fire reignited, it spread to the ownerโ€™s home.

Even then, Bbibbi was still tied upโ€”left behind as everything else burned.
Two days before CARE discovered her, Bbibbi had already suffered through the wildfireโ€™s heat and the searing metal. She was found collapsed in the backyard, her small body covered in severe burns. She is only one year old.

Due to a shortage of rescue personnel, CARE placed her in a taxi and rushed her to a major hospital in Seoul. Activists were already waiting in Seoul and carried her straight into emergency care, which continued throughout the night. Bbibbi is undergoing intensive and specialized treatment.

Her ownership has now been officially transferred to CARE. Tragically, it was only through the fire that nearly took her life that Bbibbi was finally freed from a life lived on a chain. Now, CARE will protect and care for her for the rest of her life.

Tragically, this is not an isolated incident. Cases of animals being abandoned or left to die during disastersโ€”and of weak enforcement of animal protection lawsโ€”continue to surface throughout the country. South Korea must take a firm stand against such acts of cruelty and ensure that animals are never again treated as disposable.

Therefore, I call for urgent action:

1. Investigate and Prosecute Bbibbiโ€™s Owner for Animal Cruelty:
Leaving a defenseless animal chained and unable to escape during a natural disaster constitutes gross negligence and cruelty. I urge the Prosecution Service to thoroughly investigate this case and pursue all appropriate legal actions under South Koreaโ€™s Animal Protection Act.

2. Strengthen South Koreaโ€™s Animal Welfare Laws and Their Enforcement:
This case underscores the urgent need to review and strengthen current animal protection legislation. Laws must include stricter penalties for abandonment and cruelty, and they must be actively enforced to ensure justice for victims like Bbibbi.

3. Create National Emergency Protocols for Animal Rescue During Disasters:
Animals must not be forgotten in times of crisis. The government must establish formal protocols and allocate resources for the evacuation and protection of animals during wildfires, floods, and other emergencies.

4. Promote Public Awareness and Responsible Pet Ownership:
