In Yeoju, Gyeonggi Province, two women secretly entered a neighbor’s home and abused their pet dog. They wrapped tape around the dog’s mouth and even freed the dog from its leash. The entire scene was caught on CCTV.
Reporter Yang Bin-hyun has the details.

[Reporter]
A woman enters the yard of a neighboring house. She approaches the dog, “Bori,” who is in a corner of the yard, and seems to offer a treat—then suddenly begins wrapping box tape around Bori’s mouth. Next, she wraps the tape around both the dog’s mouth and neck. The woman’s own dog, which is not leashed, watches the abuse from nearby. The woman then calmly walks away from the yard.

Left alone, Bori spins around anxiously and desperately tries to remove the tape with its paw.

Twenty minutes later, another woman wearing a black dress enters the yard. Without hesitation, she walks up to Bori and swings a broom at the dog. Soon after, both women appear together, remove Bori’s leash, and take off the tape. Freed from the leash, Bori runs away from the house. This happened in early May while Bori’s owner was away at work. The two women involved were neighbors living in separate houses.

When the owner returned home and could not find Bori, they began searching nearby.

“When I got home from work, the dog was gone, so I started looking around—and eventually the dog came to me.”
Noticing that Bori was behaving very differently from usual, Mr. Lee checked the CCTV and was shocked by what he saw.

“I was so shocked and overwhelmed by the fact that my dog was abused like that—right in my neighborhood, at my own home.”

The police stated they are still investigating the motive behind the crime, but what the women told police has not yet been disclosed. Animal abuse is a criminal offense in South Korea, punishable by up to two years in prison or a fine of up to 20 million won (approx. $15,000 USD). Police are also investigating the women on charges of unlawful trespassing.

We are writing to express our profound shock and outrage over a recent and egregious act of animal cruelty captured on CCTV in Yeoju, Gyeonggi Province. This case, involving the deliberate abuse of a pet dog named “Bori” by two neighbors, highlights a disturbing disregard for animal welfare and demands immediate and decisive action from your esteemed offices.

In early May, while Bori’s owner was away, two women trespassed into the yard and subjected the dog to horrific abuse. CCTV footage shows one woman tightly taping Bori’s mouth and neck as her own unleashed dog looked on. Twenty minutes later, a second woman entered the yard and struck Bori with a broom. Subsequently, both women removed Bori’s leash and the tape, after which a distressed Bori ran away. The owner discovered the abuse upon reviewing CCTV footage. This incident is not only a clear case of animal abuse but also unlawful trespassing.

We understand that animal abuse is a criminal offense in South Korea, punishable by up to two years in prison or a fine of up to 20 million won (approximately $15,000 USD). This incident in Yeoju, with its chilling details of calculated and repeated acts of cruelty, demands the full application of the law. Vulnerable animals like Bori cannot speak for themselves, making it even more crucial for authorities to act as their voice and ensure justice.

Furthermore, we must address another critical aspect of this case: the apparent lifelong tethering of Bori on a short leash. While the immediate abuse by the two women is undeniably criminal, the practice of continuous, short-leash tethering is a severe form of cruelty that compromises an animal’s physical and psychological well-being. Many compassionate individuals find such lifelong tethering almost as reprehensible as the direct criminal acts committed by the two women. The owner, though a victim in this immediate incident, may not realize the long-term suffering inflicted by this practice.

We respectfully request immediate and decisive action from the South Korean Prosecution Service and the South Korean Government to address these abhorrent violations of animal welfare. Specifically, we urge you to:

• Launch a thorough and transparent investigation into the motives and actions of the two women involved in the abuse of “Bori,” ensuring all relevant charges, including animal abuse and unlawful trespassing, are pursued.

• Ensure the full prosecution of the individuals responsible for this shocking act of cruelty, sending a clear message that such behavior will not be tolerated in South Korea. The penalties applied should reflect the severity of the suffering inflicted.

• Address the conditions of Bori’s living environment. We ask that the owner be required to free Bori from lifelong tethering and provide a more humane and comfortable environment. This includes adequate space, shelter, social interaction, and freedom of movement, consistent with a companion animal’s basic needs.

• Reinforce the enforcement of the existing Animal Protection Act to encompass and proactively address all forms of cruelty, including long-term neglect and inappropriate tethering. Cases like Bori’s demonstrate that despite existing laws, deliberate acts of cruelty and systemic neglect continue to occur, requiring more robust action from law enforcement and the judiciary.

• Promote public awareness regarding the criminal nature of animal abuse and the importance of humane treatment for all companion animals, including the harms of permanent tethering.

The suffering Bori endured—from the recent physical assault to what appears to be long-term neglect—is both heartbreaking and unacceptable. It is essential that your office and the South Korean government take swift and decisive action to hold those responsible fully accountable, prevent future cruelty, and reaffirm a firm commitment to the humane treatment and protection of all companion animals.
