현재 동물보호법 등 위반 행위와 관련하여 위험지역을 중심으로 집중 계도 및 단속을 실시하고 있으며 이와 관련하여 동물보호법 등 위반행위 발생 시 적발과 제재를 엄정히 실시하겠습니다. 아울러, 성숙한 반려동물 문화 정착을 위한 교육·홍보를 강화하여 시민의 생활에 불편함이 없도록 최선을 다하겠습니다.
나. 식품위생과
개고기는 ?축산물 위생관리법? 상 가축의 범위에 들지 않아 실제적인 지도·단속 권한이 없으며, ?식품위생법?의 식품으로 분류가 되지 않아 법으로 금지하는 것은 현실적으로 어려운 점을 양해하여 주시기 바랍니다. 또한 ‘개고기 유통과 식당에서의 보신탕을 판매’하는 것은 사회적으로 상반된 견해가 첨예하게 대립되어 있어 국민적 합의가 부족한 현 상황을 감안할 때 해당 사안은 범국민적으로 다양한 측면에서 심도 있는 논의를 통해 사회적 합의가 도출되는 등의 과정을 거친 후에 검토될 수 있을 것으로 사료됩니다.

1. Hello, the results of the review on the petition filed through the e-People Service are as follows.
2. We understand your petition as an inquiry about “animal protection.”
3. The opinion of the relevant departments is as follows.
A. Department of Urban Agriculture
We are conducting intensive guidance and enforcement in hazardous areas in relation to the violation of the Animal Protection Act. We will strictly inspect and take sanctions in case of a violation of the Animal Protection Act. In addition, we will do our best for the sake of our citizens by strengthening education and public relations to establish a mature companion animal culture.
B. Department of Food Sanitation
According to Article 2 (Definitions) of the Livestock Products Sanitary Control Act, dogs are not included in the “livestock” and, therefore, cannot be sanctioned under the Livestock Products Sanitary Control Act. It is also not classified as a food under the Food Sanitation Act. Therefore, it is difficult to prohibit dog meat by the law. With respect to the ‘distribution and selling of dog meat in restaurants,’ socially conflicting views are vigorously opposed, and there is a lack of national consensus. Given the current situation, it is believed that the issue can be reviewed after going through a process such as reaching a social consensus through in-depth discussions from various aspects nationwide.
