CARE’s activists do not stop—today, or any day.
The front lines of animal rescue are often battlefields, entangled with lawsuits, intimidation, and threats. Yet from the moment we witness an animal’s suffering, CARE has never once retreated.

CARE does not weigh its own safety against the lives of animals. We chose to stand with them—and we honor that choice to the very end. CARE is, and always will be, on the animals’ side.

Throughout 2025, CARE directly rescued 301 animals and provided lifesaving aid to 401 animals.

In 2026, we will fight with greater strength and protect even more lives. Even if everyone turns away, even if hope seems lost, CARE will remain—standing firm, holding on to the animals right in front of us, until the very end.

Individual Animal Abuse Rescue Cases

Pudding – Left Alone After the Jeju Air Disaster

Pudding was left behind in an empty home after all nine members of her family died in the Jeju Air Disaster. CARE rescued her, and she has since found a lifelong family, now living safely and happily.

Doongi – Frozen Behind Closed Doors

Abandoned in the yard of a vacant house, Doongi was left crouched motionless in a snowstorm, shut out by locked doors. After rescue, she entered foster care, where she now lives in warmth, love, and safety—finally able to look out at the world beyond survival.

Jjajang – A Leg Wrapped Like a Mummy

Born at an auto repair shop, Jjajang grew up playing in the yard with her mother, Lara, and her sister, Leo. One day, she was struck by a customer’s vehicle and suffered a severe leg injury. The shop owner attempted to immobilize the fractured leg using a zip tie and bandages, but this only worsened the injury, ultimately causing the leg to become necrotic. CARE rescued all three dogs. Although Jjajang underwent hind-leg amputation, she now runs freely again with the support of a dog wheelchair—strong, joyful, and full of life.

Ggoma – Chained to a Dumbbell

For three years, Ggoma lived on a 30-cm (1 foot) leash, tied to a dumbbell. In summer, his paws burned in the heat; in winter, the leash was too short to even reach his doghouse. CARE rescued him immediately. Today, in foster care, he rests under air conditioning in summer and sleeps warmly in a soft bed through winter.

Bonggu – Abused with Menthol Liquid Pain Relief

CARE received reports of a man abusing a puppy by rubbing menthol liquid pain relief on his face and body at Cheongnyangni Station. After a long pursuit, CARE located the man, but Bonggu was gone. Another dog, Siru, was surrendered, after which the man disappeared and severed all contact. Despite exhaustive efforts, Bonggu remains missing.

Insik – Screams in an Officetel

Day and night, a dog’s screams echoed through an officetel building. CARE entered the site with public officials and police. After prolonged negotiations and verbal abuse from the perpetrator, Insik was finally removed and has since been adopted into a loving home.

Nabi – Escaping an Alcoholic Abuser

Nabi was abused on the street, restrained by a short leash and an aggressive owner. CARE confronted and persuaded the owner directly, securing Nabi’s release into CARE’s protection.

Paul – Seven Weeks in Filth

Paul was left for seven weeks on waste-covered ground, surviving on chicken feed, muddy water, and a rusted chain. Rescued by CARE, he is now safe and waiting for a family of his own.

Wangko – Assaulted During Walks

After reports that a retriever was being kicked during walks, CARE swiftly identified the owner and safely removed Wangko from harm.

The “Park Daesong” Case

A companion dog was effectively abandoned—tied outdoors in freezing temperatures after living indoors. Rescued by CARE, the dog is now living a happy new life under the name “Cha Eun-woo,” though the former owner has filed a lawsuit against CARE, which is still ongoing.

Kang Hari – Beaten and Fallen from a Cliff

Kang Hari was struck repeatedly with a blunt object and fell from a cliff. Her eyes were swollen shut, her body covered in blood. CARE rescued her along with her puppies. After extensive treatment, she has recovered significantly and remains under CARE’s protection.

Baekseol – Found All Four Legs Amputated

Baekseol was found crawling through a field with all four legs severed. After rescue, she entered foster care, where she now sleeps peacefully in a bed, swims freely, and lives with dignity and joy.

Gomdoli – The Sole Survivor

Left chained in extreme heat, Gomdoli’s sibling vomited and died. To survive, Gomdoli broke free and ran into a witness’s home. After persistent persuasion, CARE successfully rescued him.

Raon – Injured by a Snare

Limping on a nearly severed leg, Raon quietly followed another dog walker for help. Her leg had been caught in a snare, tearing her skin. CARE rescued and treated her; she is now safe at the CARE’s adoption center.

Eve – Abused for Social Media Content

Eve, a Shih Tzu, suffered abuse including cigarette smoke blown into her face by a TikToker. The perpetrator admitted wrongdoing and relinquished ownership after sustained persuasion. Eve is now protected in the home of a CARE activist.

Group Rescue & Emergency Relief

• Suwon Closed Pet Shop – 42 dogs and cats, reduced to skin and bones, were rescued and given emergency care.

• Extreme Heat Caravan Rescue – CARE rushed into nearly 40°C (104°F) heat and saved 40 dogs from imminent death.

• Shintanjin Neglected Dogs – Dogs suffering abuse after being abandoned as so-called “field-guard dogs” were rescued from the site and placed in a government shelter. Jinsooni was rescued by CARE.

• Andong Wildfire Zone – CARE saved 50 animals from areas where many had perished, restoring hope amid devastation.

Driving Legal and Institutional Change

• Ownership Relinquishment & Medical Support – CARE secured surrender and treatment for abused and neglected animals including Haribo (Wonju), Heendoongi (Suwon), and Lucky (Naju).

• The Pasha Case & Cat Set on Fire in Daejeon – CARE established emergency rescue and hospital transfer systems and introduced the proposed Pasha Act.

• Criminal Prosecution of Abuse – CARE pursued justice at great personal risk, including investigations into the Daegu cat feeding station case, the Busan cat water-torture case, anti-cat violence in a Gangnam apartment complex, and undercover intervention at a dogfighting site in Hwasun.

케어의 활동가들은 오늘도 멈추지 않습니다. 동물 구호의 현장은 때로는 소송과 압박, 위협이 뒤엉킨 전쟁터입니다. 그러나 동물의 고통을 목도한 순간, 케어는 단 한 번도 뒤로 물러서지 않았습니다. 케어는 케어의 안위를 계산하지 않습니다. 케어는 동물의 편에 서기로 선택했고, 그 선택을 끝까지 지킵니다. 케어는 언제나 동물의 편입니다.

2025년 한해 동안, 케어는 총 301명의 동물을 구조하고 401명의 동물을 구호했습니다.
2026년, 우리는 더 강력하게 싸우고 더 많은 동물을 지켜낼 것입니다. 모두가 외면할지라도, 모두가 포기할지라도 케어는 끝까지 버티며 눈앞의 동물들을 감싸 안고 서 있을 것입니다.

[개별 동물학대 구조 사건]

• 제주 항공 참사로 일가족을 잃은 푸딩이: 푸딩이는 제주 항공 참사로 가족 9명이 모두 사망한 후 빈집에 홀로 남겨졌습니다. 이후 푸딩이는 케어에게 구조되어 평생을 함께할 새로운 가족을 만나 행복한 나날을 보내고 있습니다.

• 얼어붙은 철창, 기척 없이 웅크려 있던 둥이: 주인이 버리고 간 빈집 마당, 굳게 닫힌 문 밖에서 둥이는 우두커니 웅크린 채 폭설을 그대로 맞아야 했습니다. 구조 이후 둥이는 임시 보호를 가게 되어 따뜻하고 포근한 집에서 사랑을 받고, 더 넓은 세상을 바라볼 수 있게 되었습니다.

• 미라처럼 다리가 붕대에 칭칭 감겨있던 짜장이: 카센터에서 태어난 강아지 짜장이는 엄마 라라, 여동생 레오와 함께 마당을 뛰놀며 자랐습니다. 그러던 어느 날, 손님 차량에 치여 다리를 크게 다쳤고 카센터 주인은 짜장이의 부러진 다리를 케이블 타이로 묶고 붕대로 감아 고정했지만, 오히려 상처를 악화시켜 다리가 썩어버리는 비극으로 이어졌습니다. 케어는 짜장이와 레오, 라라를 모두 구조했고, 짜장이는 후지 절단술을 받았지만 현재는 새로운 다리가 생겨 다시 세상을 달려 나가고 있습니다.

• 30cm의 목줄, 아령에 묶여있던 꼬마: 3년간 폭염에는 발이 데이고, 혹한에는 짧은 줄로 인해 개집에도 들어가지 못했던 꼬마. 케어는 꼬마를 즉시 구조했고, 지금은 임시 보호를 가게 되어 여름엔 시원한 에어컨 밑에서, 겨울엔 따뜻한 침대에서 평안한 하루하루를 보내고 있습니다.

• 청량리역, 한 남성에게 물파스 학대를 당하던 봉구: 어린 강아지에게 물파스를 발라대며 학대를 한다는 제보를 받고 케어는 봉구와 남성을 추적했습니다. 긴 추적 끝에 남성을 만날 수 있었지만, 봉구는 그 자리에 없었습니다. 남성은 또 다른 개 ‘시루’를 먼저 넘겨주었지만, 이후 연락 두절되었고 봉구는 행방불명되었습니다. 아무런 제보가 오지 않아 더 이상 봉구를 찾을 수 없었습니다.

• 오피스텔 학대견, 인식이: 낮에도 밤에도 오피스텔을 가득 채우던 개의 비명 소리. 케어는 공무원, 경찰과 함께 현장을 방문했고, 욕설을 퍼붓는 학대자와의 길고 긴 설득 끝에 현재 인식이는 새로운 가족의 품으로 입양을 가게 되었습니다.

• 알코올 중독 견주에게 학대당하던 나비: 길거리에서 짧은 목줄과 강압적인 견주에게 잡혀 학대당하던 나비. 케어가 견주를 직접 만나 설득했고, 나비는 견주에게서 벗어나 케어의 품으로 오게 되었습니다.

• 7주 동안 오물 범벅 땅에 방치된 채 살아온 폴씨: 닭 사료와 진흙 투성이 물, 녹슨 목줄과 함께 방치된 아이 폴씨. 케어의 손에 구조되어 현재 새로운 가족을 기다리고 있습니다.

• 산책 도중 발길질 당하던 리트리버, 왕코: 산책 도중 개를 폭행한다는 제보를 받고 즉시 소유자의 신원을 확보하여 왕코를 안전하게 구조했습니다.

• SNS를 뜨겁게 달궜던 ‘박대송’ 사건: 실내에서 기르던 반려견을 혹한의 날씨에 시골집 마당에 묶어 놓은 사실상의 유기 행위. 케어가 구조해 지금은 ‘차은우’라는 이름으로 행복한 새 삶을 살고 있지만, 견주와의 소송은 아직 진행 중입니다.

• 둔기에 머리를 수차례 가격당한 백구, 강하리: 놀러 나갔다가 둔기에 맞고 절벽에서 떨어진 백구. 눈은 퉁퉁 부어 앞이 보이지 않았고 온몸은 피투성이였습니다. 케어는 강하리와 아기들을 함께 구조했고, 현재는 치료를 통해 많이 회복되어 케어의 품에서 지내고 있습니다.

• 네 다리가 모두 절단된 백구, 백설이: 다리가 잘린 채 밭 한가운데를 기어 다니던 백설이. 구조 이후 임시 보호를 가게 되어 침대에서 편안하게 잠도 자고, 수영도 하며 행복한 나날을 보내고 있습니다.

• 폭염 속 죽은 형제, 홀로 살아남은 곰돌이: 폭염 속에 방치된 형제는 구토를 하며 죽어갔고, 살아남기 위해 스스로 목줄을 풀고 제보자의 집으로 뛰어든 곰돌이. 긴 설득 끝에 케어에게 구조되었습니다.

• 올무에 피부가 벗겨진 채 행인을 따라온 라온이: 끊어지려는 다리를 절뚝이며 산책 중인 다른 반려인을 조용히 따라온 아이. 라온이는 올무에 다리가 걸려 피부가 찢어진 상태였고, 케어가 구조해 치료한 후 현재 입양 센터에서 보호 중입니다.

• 틱톡커에게 학대당하던 시츄, 이브: 담배 연기를 얼굴에 뿜는 등 가학적인 학대를 당한 이브. 여성은 자신의 잘못을 인정했고 케어의 오랜 설득 끝에 소유권을 포기했습니다. 현재는 케어 활동가의 집에서 보호하고 있습니다.

[집단 구조 및 구호 사건]

• 수원 폐업 펫샵 사건: 뼈만 남은 42명의 개와 고양이들을 구조. 케어는 현장에 도착하여 아이들의 상태를 확인하고 긴급 조치를 취했습니다.

• 불볕더위 카라반 구조: 40명의 개가 산다는 제보를 받고 40도에 육박하는 더위 속에 달려가 40명의 생명을 죽음에서 구해냈습니다.

• 신탄진 방치견: 밭지킴이견이라는 이름 아래 방치된 아이들을 희망으로 인도했습니다. ‘진순이’는 무사히 구조되었습니다.

• 안동 산불 현장: 미처 떠나지 못한 동물들이 고스란히 피해를 입으며 죽어갔던 곳에서 케어는 희망의 이름 50명을 구해냈습니다.

[법과 제도를 움직이다]

• 소유권 포기 및 치료 지원: 원주 방치견 하리보, 수원 방치견 흰둥이, 나주 학대견 럭키 등 케어의 손길을 통해 소유권 포기를 끌어내고 치료를 지원했습니다.

• 파샤 사건 및 대전 고양이 방화 사건: 전국을 충격에 빠뜨린 사건들에 대응하며 긴급 구호 및 병원 이송 체계를 만들고 ‘파샤법’을 발의했습니다.

• 동물학대 고발: 대구 고양이 급식소 사건 범인 추적, 부산 고양이 물고문 사건 파헤치기, 강남 아파트 고양이 혐오 저지, 전남 화순 투견 사건 현장 잠입 등 위험을 무릅쓰고 활동했습니다.
