Cheolsu (Charles), suffering full-body burns, including inside his mouth, is now receiving intensive care.
Cheolsu suffered full-body burns. A moment longer in the fire, and his life would have tragically ended, burned to ashes. The friend beside him perished in the blaze. While Cheolsu managed to escape after being freed from his tether, his entire body was already engulfed in flames, leaving him with severe injuries.
His injuries extend to the inside of his mouth, and his respiratory system is also compromised. Cheolsu repeatedly vomited blood and had high anemia levels, requiring two blood transfusions so far.
Despite the severity, Cheolsu’s will to live is strong, and his recovery is progressing well, giving us hope. The burned and necrotic skin tissue had to be surgically removed. Though his entire body—including his mouth, paws, and genitals—is severely burned, Cheolsu remains incredibly positive.
The medical team is embracing Cheolsu, treating him with immense dedication to ensure he does not feel lonely. His room is strategically located where staff can check on him frequently. Perhaps because of this, Cheolsu’s vitality is improving, his eyesight is partially returning, and he’s eating well. We believe our Cheolsu, now affectionately called Charles, will soon be back on his feet.

The barbaric practice of lifelong tethering, often with chains shorter than three feet, condemns countless sentient beings to chronic neglect and leaves them utterly defenseless when disaster strikes. Tragically, repeated wildfires in South Korea have led to the unimaginable agony of tethered dogs perishing, consumed by flames, and burned alive as they were utterly unable to escape. Charles himself was found critically burned, with a friend beside him already burnt to death, a testament to the inescapable horror.
This is not merely a case of neglect; it is a cruel betrayal of responsibility, empathy, and basic decency. The suffering endured by Charles and other animals in these fires was entirely preventable. Their survival does not erase the immense trauma they have suffered from.
Tragically, these are not isolated incidents. Cases of animals being abandoned or left to die during disasters—and of weak enforcement of animal protection laws—continue to surface throughout the country. South Korea must take a firm stand against such acts of cruelty and ensure that animals are never again treated as disposable.
Therefore, I call for urgent action:
1. Investigate and Prosecute Individuals for Animal Cruelty and Negligence:
Leaving defenseless animals chained and unable to escape during natural disasters constitutes gross negligence and extreme cruelty. I urge the Prosecution Service to thoroughly investigate these cases and pursue all appropriate legal actions under South Korea’s Animal Protection Act, holding those responsible fully accountable.
2. Strengthen South Korea’s Animal Welfare Laws and Their Enforcement:
These cases underscore the urgent need to review and strengthen current animal protection legislation. Laws must include stricter penalties for abandonment and cruelty, and they must be actively enforced to ensure justice for victims like Charles. This includes legislation specifically addressing lifelong tethering and ensuring animals are included in disaster preparedness plans.
3. Create National Emergency Protocols for Animal Rescue During Disasters:
Animals must not be forgotten in times of crisis. I urge your office to collaborate with relevant government bodies to establish formal protocols and allocate resources for the immediate evacuation and protection of animals during wildfires, floods, and other emergencies.
4. Promote Public Awareness and Responsible Pet Guardianship:
Systemic change requires cultural transformation. I urge your office to advocate for and support nationwide education and awareness campaigns that promote compassion, responsibility, and the ethical treatment of animals, with a particular emphasis on the profound dangers and cruelty associated with tethering, especially during emergencies.

CARE’s post in Korean:입 안까지 타 들어간 철수.극진한 치료를 받다.
철수는 전신화상입니다. 조금만 더 불 속에 있었다면 철수의 생이 까맣게 타들며 끝났을 것입니다.
철수 옆의 친구는 까맣게 타 죽었고 철수는 줄에서 풀려나 탈출했지만 이미 전신에 불이 붙어 심한 화상을 입었습니다. 철수는 입안까지 타들어갔습니다. 호흡기도 안 좋습니다. 피 토하기를 반복하며 빈혈수치도 높았던 철수는 현재 수혈도 2차까지 한 상태입니다.
하지만 철수의 의지가 크고 스스로 회복기능이 좋아 회복을 기대하고 있습니다. 이미 불에 타 괴사되어 버린 피부조직은 잘라내야 했습니다. 온몸, 입안, 발바닥, 생식기,,,, 어느 하나 성한 곳이 없지만 철수는 매우 긍정적입니다.
의료진들은 철수를 꼭 안아주며 철수가 외롭고 고통스럽지 않게 철수와 하나가 되어 치료해 주시고 있습니다. 철수의 입원방은 의료진들이 수시로 볼 수 있는 곳에 있습니다.
그래서인지 철수는 활력도 좋아지고, 시력도 조금 돌아오고, 먹는 것도 잘 먹습니다. 우리 철수, 아니 찰스… 얼른 털고 일어날 일이 오겠지요.

Es ist unvorstellbar grausam, was diese armen Hunde erlebt haben und das alles, weil es in Süd Korea so viele Menschen gibt, die weder Verantgwortung gegenüber hilflosen Mitgeschöpfen, noch Respekt vor ihnen geschweigedenn Aachtung vor deren Leben der Kreaturen haben. Alleinm der Gedanke, ein hilfloses, fühlendes Geschöpf ein Leben lang anzubinden und noch schlimmer, es im Gefahrenfall noch nicht einmal los zu binden, damit es aus der Gefahrenzone fliehen kann. Die Regierung Süd Koreas zeigt sich auf der Welt forschrittlich, jedoch im Tierschutz weit zurück geblieben und inm hohem Maße verantwortungslos. Diese Gleichgültigkeit und Verantwortungslosigkeit gegenüber leidensfähighen Mitgeschöpfen verleiht dem Land ein äußerst negatives Image auf der übrigen Welt und ist verwerflich.wiederkehrenden Gräueltaten offenbaren eine tiefe Missachtung des Tierschutzes – eine, die Südkoreas moralisches und internationales Ansehen schwer beschädigt.
Sofortiges und entschlossenes Handeln ist dringend erforderlich. Ich fordere ein vollständiges und striktes, sofortiges Verbot der lebenslangen Anbindehaltung!

What these poor dogs experienced is unimaginably cruel, and all because there are so many people in South Korea who have neither responsibility for helpless fellow creatures nor respect for them, let alone consideration for their lives. The mere thought of tying up a helpless, sentient creature for life, and even worse, not even untying it in the event of danger so that it can escape, is unacceptable. The South Korean government presents itself as progressive to the world, but lags far behind in animal welfare and is highly irresponsible. This indifference and irresponsibility towards fellow sentient creatures gives the country an extremely negative image in the rest of the world and is reprehensible. Recurring atrocities reveal a deep disregard for animal welfare – one that severely damages South Korea’s moral and international reputation.
