– Dog barns, slaughterhouses and markets have violated the Waste Control Act, the Animal Protection Act, the Food Sanitation Act, and the Livestock Sanitation Control Act.
– Civil servants, police, etc. request to crack down on the companies involved.
– Dog and cat meat sales should be eliminated.
Results ○ Thank you for your keen interest in the affairs of Chungbuk Province.
○ The recent improved awareness of pets caused negative recognitions on dog-eating, and it also has changed the habit of dog-eating.
○ Legally, as dogs are not included in livestock products prescribed by the Livestock Sanitation Control Act, Even when
dogs are slaughtered for food, dogs are exempted from the slaughter, processing, and sales regulations stipulated by the above law.
○ However, the act of causing suffering to animals, such as using electricity(shock), is considered to be an act of animal abuse under the Animal Protection Act and is under guidance and control.
○ For the expansion of the right animal protection culture, Chungbuk Province has been conducting an inspection on
animal-related businesses, and the feed-related department is making efforts to prevent illegal activities and conducting frequent inspections on remaining food waste companies.
○ It is difficult to solve the problem in a short period of time because that culture has come down for a long time, and we think it needs to change little by little through the consensus of members of society.
○ In the future, we will consult with the central and related departments to find ways to root out illegal dog slaughters.

민원취지 – 개 축사, 도축장, 시장에서는 폐기물관리법, 동물보호법, 식품 위생법, 축산물위생관리법 등을 위반하고 있음.

처리결과 ○ 평소 충북 도정발전에 깊은 관심을 가져 주신 것에 대하여 감사드립니다.
○ 최근, 반려동물에 대한 인식이 개선되면서 개식용에 대한 부정적인 인식이 확산되고 있으며 개식용에 관한 식습관이 변
화하고 있습니다.
○ 법적으로 개는 축산물위생관리법에서 정하는 축산물에 포함 되어 있지 않아서, 식용을 목적으로 개를 도축하는 경우에도
위 법이 규정하고 있는 축산물에 대한 도축, 가공, 판매 규정의 적용을 받지 못하고 있습니다.
○ 하지만, 전기(충격)를 사용하는 등 동물을 고통에 이르게 하는 행위에 대해서는 동물보호법에 의해 동물학대 행위로 간주하여 지
도‧단속 중에 있으며, ○ 충청북도는 올바른 동물보호 문화 확산을 위해 동물관련 영업소 에 대한 점검을 실시하고 있고 사료 관련부서에서는 남은 음식물 폐기물업체를 수시 점검하는 등 불법적인 활동을 막기 위해 노력하고 있습니다.
○ 개식용에 대한 부분은 아주 오래전부터 형성된 문화라 단기간에 해결 되기는 어려운 상황이며, 사회 구성원들의 합의를 통해 조금씩 변화해 가야하는 부분이라 생각됩니다.
○ 향후에도 중앙 및 관련부서와 협의하여 불법적인 개 도축을 근절할 수 있는 방안을 심도 있게 고민하고 모색 하겠습니다.
