result ○ 충주시 시정발전에 관심을 기울여 주셔서 감사드립니다. 귀하께서 제기하신 민원에 대해서 답변드립니다.
○ 가축분뇨법에 의해 개 사육시설은 배출시설 면적이 60㎡ 이상인 경우 가축분뇨 배출시설 설치신고를 하여야 하며, 개 사육으로 인하여 발생되는 분뇨를 적정 처리하여야 함을 알려 드립니다. 미신고 시설에 대해서는 관련법에 의해 조치하고 있습니다.
○ 불법 개농장으로 의심되는 시설물에 대해서는 현장 확인을 통하여 동물보호법 제8조(동물학대등의 금지) 위반사항이 확인될 경우 관련법에 따라 고발조치 및 행정처분을 추진하고 있습니다.
○ 폐기물관리법에 따른 음식물 쓰레기를 사료로 재활용하는 건에 대하여는 적정시설을 갖추어 신고를 하고, 적정처리 후 개 먹이로 주는 것은 적법한 폐기물 재활용에 해당합니다. 다만, 적정시설 설치하지 않거나, 신고를 하지 않고 폐기물을 재활용 하는 사업장에 대해서는 수시점검을 통하여 행정조치를 추진하고 있습니다. 또한, 개농장 내 생활폐기물 불법투기 및 방치에 대하여는 순차적으로 사업장을 점검하여, 환경오염행위가 발생하지 않도록 행정조치할 계획입니다.
○ 건축물 관련한 민원에 대해서는 위반행위 건축물에 대해서는 관련부서와 현장확인을 통한 법적조치를 하고 있습니다.

< 민원에 대한 영문 답변>
○ Thank you for your interest in the development of Chungju City. I am replying to your complaint.
○ According to the Livestock Excreta Act, dog breeding facilities should report the installation of livestock excreta facilities if the area of discharge facilities is more than 60㎡, and the excrement generated by dog breeding should be properly handled. Unreported facilities are handled by relevant laws.
○ For facilities suspected of illegal dog farms, if violations of Article 8 of the Animal Protection Act (prohibition of animal abuse, etc.) are confirmed through on-site verification, we are pushing for accusation and administrative action according to the relevant law.
○The recycling of food waste as feed under the Waste Management Act shall be reported with proper facilities and paid as dog food after proper treatment is legal waste recycling. However, for businesses that do not install proper facilities or recycle waste without reporting, administrative measures are being carried out through frequent inspections.
In addition, the government plans to inspect the workplace in order to prevent environmental pollution by illegally dumping and neglecting domestic waste in dog breeding farms.
