Beyond the Chain: CARE’s Urgent Mission to Rescue Korea’s ‘Field Dogs’ and Ban Solitary Confinement

Across Korea, there are countless dogs known as “field dogs.”
They are not companions living with their guardians, but dogs kept alone to “guard” fields or fish farms.
In reality, they guard nothing. Tied to short chains, unable even to protect themselves, they remain bound simply out of habit — a cruel custom passed down through generations.

Tens of thousands of these dogs suffer across the country.
They suffer through scorching summers and freezing winters.
They are left exposed to natural disasters, sharp tools, mosquitoes, ticks, filth, diseases, injuries, chronic stress, and crushing isolation — enduring pain and danger every day of their lives.

A New Fight for Forgotten Dogs

For many years, CARE has fought tirelessly to end the dog meat trade in Korea.
Now, as that battle reaches its conclusion, we are turning to confront another grave injustice: the lifelong chaining and isolation of dogs.

Our goal is clear:
By May 2028, when the current session of Korea’s National Assembly ends, we aim to pass a national law banning the solitary confinement of dogs.

Half of this project will involve direct rescue.
We will visit sites where these dogs are chained, document their suffering, and give them new lives. Through these rescues, we will awaken public awareness and compassion.

The other half will be a national campaign — conducting legal research, organizing rallies and signature drives, raising awareness, and persuading policymakers to enact lasting change.

Our Plan and Budget

Between 2026 and 2027, CARE plans to rescue 240 isolated dogs.
Their medical treatment and rehoming will require ₩960 million (approximately USD 700,000).
The national campaign will require an additional ₩30 million (approximately USD 22,000).

CARE successfully pressured Daedeok-gu officials to rescue a severely neglected dog, Jinsooni, with an injured leg and commit to removing the remaining nine dogs, despite initial government refusal to act.

 

Despite Her Burns, Sori Was Cruelly Forced to Guard Again, Untreated
Despite suffering agonizing burns, Sori was not offered a moment of comfort or medical aid. Instead, her owner, in an act of profound heartlessness, moved her to another orchard and forced her back into the role of a guarding dog, replacing the very rope melted by the flames with a fresh chain around her festering wounds.

 

 

😱 Outrage in Jeju: Dog Found Tied on Floating Fish Farm in the Middle of the Ocean 🌊
In Jeju, a man cruelly left a dog named Nolbit chained alone on a floating fish farm in the sea, claiming she was guarding it. After public outrage and a rescue by CARE and local shelters, Nolbit is now safe, but the owner denies wrongdoing and keeps another neglected dog. This case exposes deliberate cruelty and legal loopholes, prompting calls for justice and stronger animal protection.

Sind die Hundehalter denn alle so unwissend – oder herzlos – dass sie nicht einen Funken von Gewissen besitzen und nicht im Entferntesten daran denken, dass Hunde (Tiere) genau so empfinden, wie wir Menschen – Freude, Leid, Schmerzen und Qualen zu ertragen? Eine Schande, dass es noch Länder gibt, in denen so viele Menschen derart grausam zu leidensfähigen Mitgeschöpfen sind!

    Only a cruel IDIOT would leave this little dog tied up, to “guard” this property!!! Or else, someone satanically evil!!! All such practices must be immediately BANNED, and sentenced to severe penalties if they violate that ban!!! Such behavior bring terrible SHAME on the nation of South Korea, internationally!!!
