🚨 Dogs Chained in a Garlic Field: Starving, Mutilated, and Waiting Only for Death

Update 8/22/2025: CARE (Coexistence of Animal Rights on Earth) has stated that, due to current limitations in resources and capacity, it is unlikely they will be able to rescue all the dogs in the garlic field.
Nevertheless, the organization emphasized its deep appreciation for the compassion and support shown by individuals who care for these animals. CARE reaffirmed its commitment to helping as many of the dogs as possible—even if it means saving just one more life.

To that end, CARE plans to consult with its activists to determine whether, given the shelter’s current conditions, additional dogs can be taken in. If that is not feasible, the organization will explore alternative ways to provide support for the dogs remaining in the field.

CARE also acknowledged that while its efforts may at times appear limited, the team always strives to act with the animals’ welfare as their highest priority—not personal convenience. The organization concluded by expressing sincere gratitude to those who continue to place their trust in and support its mission.

These dogs are not pets but animal slaves, tied down, starving, and left to endure years of blazing heat, freezing snow, and pounding rain without shelter or care.

When rescuers arrived, they found overgrown weeds engulfing the dogs and their dilapidated doghouses. Their bodies were crawling with hundreds of ticks. Food bowls contained only hardened scraps of rotting rice, and there was no water anywhere. When offered food, the skeletal dogs devoured it desperately, revealing the depth of their prolonged starvation.

Among them was a dog with two legs missing, her toes and ankles brutally severed. The owner claimed the injuries were caused by wild animals, but this raises serious suspicion. Covered in ticks and severely weakened, she was rushed to the hospital for emergency treatment. She now requires medical treatment, prosthetics, or even a wheelchair to survive. CARE rescued this dog, while a member of the Heatwave Monitoring Volunteer Team saved another.

Five other dogs remain trapped in this nightmare. Many are small, some with signs of repeated pregnancies. Their expressions are vacant, drained of all hope, as if waiting only for death. Activists who visited described the scene as nothing less than hell on earth.

The elderly couple keeping them admitted they no longer want the dogs. If they are not removed now, their suffering will only continue until death.

Petition to the South Korean Government: Ban Tethering, End Isolated Guard Dogs, and Punish Animal Abuse

To: President Lee Jae-Myung and the Government of the Republic of Korea

We call on the South Korean government to take urgent action to protect dogs by banning tethering and the cruel practice of keeping them isolated as “guard dogs.” These practices cause immense suffering and deny dogs their basic right to safety, care, and humane treatment.

The recent case in Gwangju, Gyeonggi Province shows the urgency of reform. Seven dogs were found chained in a garlic field with no water, only rotting garbage scraps, and bodies crawling with ticks. Among them was a dog with two legs severed—injuries raising serious suspicion. She was rushed to a hospital, needing treatment, prosthetics, or a wheelchair to survive. The remaining dogs, many small and repeatedly bred, stared out with hollow expressions as if waiting only for death. Activists described the scene as hell on earth.

The elderly couple responsible admitted they no longer wanted the dogs, yet still left them chained and suffering for years. This is not neglect—it is animal abuse, and we demand prosecution in this case. To ignore such cruelty undermines Korea’s Animal Protection Act and sets a dangerous precedent.

This tragedy is not isolated. Across Korea, countless dogs are tied on short chains or abandoned in remote places—fields, warehouses, factories, fish farms—used only to guard property. Exposed to extreme heat, freezing cold, hunger, and fear, they cannot even save themselves from disasters. They guarded what they were told to guard—but could not protect their own lives.

We commend the historic ban on dog meat. Now is the time for the next step: ban tethering, end the use of dogs as isolated guards, and punish abusers.

We respectfully urge the government to:

1. Ban tethering and the isolated keeping of dogs for guarding purposes.

2. Prosecute the owners in the Gwangju garlic field case and impose strict penalties for abuse and neglect.

3. Close legal loopholes that deny protection to dogs not classified as companion animals.

4. Enforce the Animal Protection Act consistently and nationwide.

5. Educate the public—especially in rural areas—on responsible and humane care.

6. Promote awareness that dogs are sentient beings, not tools.

If people cannot be their guardians, then the law must be their protector. By ending these practices and punishing abusers, South Korea can show true leadership in animal welfare and affirm that dogs deserve compassion, dignity, and protection.

이곳을 다녀간 활동가들이 말하기를, 이 아이들의 처참함은 그 어떤 단어로도 표현이 안된다고 합니다.
죽기만을 기다리며 삶의 의지를 잃은 사형수. 아니 왜 묶여서 굶주리고 추위와 더위에 죽어야 하는지 알지 못하는 동물노예들입니다.

마늘밭을 지키라며 꽁꽁 묶어버린 목줄. 개들의 몸도, 개집마저도 다 덮어버린 우거진 잡풀 숲.
그 안에서 수백개의 진드기에 온몸을 뜯기고 있습니다.

폭염과 폭우, 폭설을 수년간 견디며 죽기 전에는 그곳을 나올 수 없던 곳. 언제 주는지 모를 밥그릇은 짠밥 부스러기만 부패된 채 말라붙어 있습니다. 물은 전혀 없습니다. 개들은 먹이를 주자, 정신없이 먹습니다. 죽음보다 못 한 극심한 고통. 대체 이 개들이 수년을 어떻게 견뎠을까요?

어디서 데려왔는지 생김새도 종도 다 다른 이 아이들은 노부부가 기른다는 개들입니다.
묶여 있는 아이들 총 6명. 풀려 다니는 아이 1명입니다. 방치견들을 많이 보아 왔지만 이 아이들은 최악입니다.

케어가 조직한 폭염감시단의 한 분이 임시로나마 풀을 제거하고 밥과 물을 주고 왔습니다.
케어 활동가들은 사진으로도 확연히 보이는 참혹함에 직접 구조가 어려워도 방법이라도 찾아 알리자는 생각에 그 실체를 보러 다시 다녀왔습니다.

❗️무조건 여기를 탈출해야 합니다. 케어 1명, 폭염감시단원 1명이 직접 구조를 결정했습니다. 남은 아이들 5명.
부디 한 곳에서 한 아이씩이라도 도와 주세요. 포기의사는 있다는 것을 확인하고 돌아왔습니다.

수년간 고통을 더 이어가게 할 수 없습니다. 케어도 밀린 구조요청들이 많아 한 아이 구조결정을 내릴 수밖에 없었습니다.

    All animals are born free, and shall be respected and loved, not chained. NO animal deserves to be a victim of dehumanized, desensitized and sadistic psychopaths, because only this kind of people are able to chain innocent and defenseless animals to a life of constant suffering and neglect.

    This has to end NOW. Innocent Animals are being slaughtered for human consumption. We have to shut down all these illegal farms NOW. This is horrific and barbaric.
    Those involved in the brutal MURDER of dogs and cats should be imprisoned for there evil act of animal cruelty.

    What is wrong with any human who can so negligently and cruelly treat another living creature like this? Do they have something missing in their psyche? This brings such shame on the people of Korea. It is a signal to the world – unfairly I am sure because there are good people fighting this abomination – that the majority of people are primitive barbarians and without normal human qualities of compassion and respect for all living creatures. Unless the government and authorities start taking this seriously and realise how shameful it is, that feeling will continue.

Das sind keine Menschen, die hilflosen Mitgeschöpfen so ein unfassbares Dasein zumuten – es sind Bestien in Menschengestalt und müssen dringend von der Regierung gestoppt werden. Das Land Südkorea hat in der übrigen Welt ein sehr negatives Image und die Regierung wird hiermit dringend aufgefordert, endlich Gesetze zu erlassen, die Vernachlässigung, Leiden und Qualen von hilflosen Tieren , von Menschen verursacht, eine harte Strafe nach sich ziehen. Ein fortgeschrittenes Land sollte sich auch in Sachen Tierschutz fortschrittlich und nicht mittelalterlich zeigen. Aufruf an die Regierung:” Handeln Sie bitte sofort und schützen Sie hilflose Mitlebewesen vor der Willkür unmoralisch denkender Menschen.

    Translation: “So much unspeakable suffering—and caused by “people”! These are not people who inflict such an inconceivable existence on defenseless creatures—they are beasts in human form and must be urgently stopped by the government. The country of South Korea has a very negative image in the rest of the world, and the government is hereby urgently called upon to finally enact laws that impose a harsh penalty for the neglect, suffering, and torment of helpless animals caused by people. An advanced country should show itself to be advanced, not medieval, in matters of animal welfare. An appeal to the government: “Please act immediately and protect helpless fellow creatures from the cruelty of immoral people.”

      Dear Jane, we have posted an update to this case: “CARE (Coexistence of Animal Rights on Earth) has stated that, due to current limitations in resources and capacity, it is unlikely they will be able to rescue all the dogs in the garlic field.
      Nevertheless, the organization emphasized its deep appreciation for the compassion and support shown by individuals who care for these animals. CARE reaffirmed its commitment to helping as many of the dogs as possible—even if it means saving just one more life.

      To that end, CARE plans to consult with its activists to determine whether, given the shelter’s current conditions, additional dogs can be taken in. If that is not feasible, the organization will explore alternative ways to provide support for the dogs remaining in the field.

      CARE also acknowledged that while its efforts may at times appear limited, the team always strives to act with the animals’ welfare as their highest priority—not personal convenience. The organization concluded by expressing sincere gratitude to those who continue to place their trust in and support its mission.”
