2. 귀하께서 제출하신 민원의 내용은 “함평군 소재 불법 개농장(해보면 상곡리 1120-1, 학교면 고막리 524, 대동면 백호리 875-3, 엄다면 송로리 438)에 대한 행정처분 시행촉구”에 대한 것으로 이해됩니다.
The contents of the complaint you submitted are understood to be about the “Illegal Dog Farm in Hampyeong-gun (Sanggok-ri 1120-1, 524 in the school area, 875-3 in Baekho-ri, Daedong-myeon, and 438) in the case of Song-ri,

3. 귀하의 민원에 대한 각 부서의 검토 결과는 다음과 같습니다.
The results of each department’s review of your civil petitions are as follows:
가. 개는 축산법에 의거하여 가축의 한 종류로 구분하고 있으나, 같은 법 시행규칙 제27조의 4 규정에 의해서 가축업 등록대상에서 제외하도록 하고 있습니다.
또한 개를 식용목적으로 사육하거나 도축하는 사례는 우리군 관내에서는 없는 것으로 파악하고 있으나, 불시점검 시 불법도축 등이 파악되면 적절한 조치를 취하도록 하겠습니다. -축수산과
(Dogs are classified as a livestock under the Livestock Act, but are excluded from registration of livestock business according to the regulations of Article 27-4 of the Enforcement Rules of the same Act.
In addition, there are no cases of breeding or slaughtering dogs for edible purposes in Hampyeong-gun. We will have inspection without notice, and if illegal slaughter is identified, we will take appropriate measures.)

나. 2020.12.14.(월)~12.15.(화) 관내 견사 현장 확인결과 가축분뇨 배출시설설치신고 및 폐기물 처리신고 이행한 후 운영하는 시설로 현장점검 당시 환경오염 등 위반사항은 발견하지 못하였으나 가축분뇨 관리가 일부 미흡한 부분에 대하여 현장에서 청결 유지하도록 지도하였음을 알려드립니다. -환경상하수도과
(As a result of on-site inspection of the dog facilities from December 14 to December 15, 2020, we affirmed that the facilities were operated after a declaration on installation of livestock manure discharge facility and a declaration on waste treatment were fulfilled. However, we Instructed them to maintain cleanliness at the site for some insufficient livestock manure management.)
다. 귀하께서 국민신문고를 통해 요청한 사항에 대해 현지 조사한 결과 대동면 백호리 875-3번지 내 건축물이 부존재 함을 확인하였고, 그 외 3개소에 대해 건축법14조 위반사항이 확인되어 향후 행정 조치할 예정임을 알려드립니다. -민원봉사실
