📢 Justice for Kang Hari: A Mother Dog Brutally Beaten in Yeoju 🐾

Kang Hari: The Dog Who Trusted Until the End
On the morning of June 14, 2025, in a quiet countryside neighborhood near Pyeongjang-gil in Hyunam-dong, Yeoju City, a horrific act of cruelty took place. A mother dog named Baekgu (means “White Dog”)—known for her gentle nature and loyalty—was attacked and left for dead.
Today, she is known as Kang Hari. This is her story.
A Mother’s Disappearance
Baekgu had recently given birth to four puppies. Every morning, without fail, she would greet her guardian with a wagging tail. But on that day, she didn’t come.
Her puppies, still dependent on nursing, whimpered in hunger and confusion. Hours passed. Her guardian grew worried.
At around 1 p.m., a blood-soaked figure slowly emerged from under a parked car. It was Baekgu—barely standing, her face covered in blood, her body weak and trembling. The pavement was stained red.
Brutally Beaten, Yet Still Wagging Her Tail
Baekgu had been bludgeoned multiple times with a blunt object. The attack left her with a fractured left orbital bone, deep head wounds, cranial inflammation, and blindness. At one point, she collapsed and fell from a ledge, worsening her already critical injuries.
She was rushed to the hospital, unconscious and severely bleeding. Yet, when she came to, she did something no one expected—she wagged her tail.
Even in her broken state, she showed trust and affection to the people helping her.
A veteran veterinarian remarked, “In all my years, I’ve never seen a dog so gentle and trusting. Even in pain, she just wanted to be loved.”
From Baekgu to Kang Hari
Baekgu’s guardian could not afford her emergency care. A journalist who had reported on the incident reached out to CARE, an animal rights organization, pleading for help.
Though overwhelmed with cases, CARE stepped in.
Moved by her resilience and unbreakable spirit, supporters gave her a new name: Kang Hari, meaning “Live Strong.”
A Crime That Cannot Go Unpunished
What happened to Kang Hari is is violent animal cruelty and a criminal offense.
She was discovered near a rural housing complex with clear signs of being beaten intentionally. CARE activists, along with local police, are canvassing the area for witnesses. A ₩3 million KRW (approx. $2,100 USD) reward is being offered for critical information.

Justice for Kang Hari: Demand Prosecution and Stronger Animal Protection in South Korea
To the Prosecutor General of the Republic of Korea and relevant government officials,
I write with deep sorrow and outrage over the brutal beating of a defenseless mother dog named Kang Hari, a case that has shaken the conscience of animal lovers across South Korea and around the world.
On June 14, 2025, Kang Hari (formerly known as Baekgu) was found near Pyeongjang-gil in Hyunam-dong, Yeoju City—bleeding, disoriented, and severely injured. She had been struck multiple times in the head with a blunt object, leaving her with a fractured skull, orbital damage, deep wounds, and suspected blindness. Despite her agony, she continued to wag her tail and lick the hands of her rescuers—an extraordinary act of trust in the very species that had harmed her.
What makes this case even more heart-wrenching is that Kang Hari is a nursing mother. Her four puppies, still too young to eat solid food, were left behind, unable to nurse from their injured mother. If not for the intervention of animal rights group CARE and a compassionate journalist, Kang Hari and her puppies might not have survived.
This is a premeditated act of violence and cruelty, and it must be treated with the full weight of the law. Animal cruelty is a crime in South Korea, and Kang Hari’s suffering demands not only justice for her but systemic change to prevent future abuse.
Therefore, I urgently call on your office and relevant government agencies to take meaningful and immediate action:
1. Investigate and Prosecute the Perpetrator to the Fullest Extent of the Law
Kang Hari’s injuries are consistent with a deliberate act of violence. I urge the Prosecution Service to conduct a thorough investigation, gather witness testimonies, and prosecute the perpetrator under South Korea’s Animal Protection Act. A ₩3,000,000 reward is being offered for information that leads to an arrest.
2. Strengthen Animal Cruelty Laws and Their Enforcement
Kang Hari’s case underscores the urgent need to strengthen animal welfare legislation in South Korea. Laws must include:
• Harsher penalties for physical abuse and neglect
• Specific protections for nursing or pregnant animals
• Mandatory reporting of abuse by veterinary professionals and citizens
• Clear enforcement protocols to ensure no abuser escapes accountability
3. Fund and Support Emergency Animal Rescue Infrastructure
While this case is not related to a natural disaster, it highlights the need for robust national protocols to rescue and rehabilitate animals in crisis—whether due to abuse, abandonment, or emergencies. I urge your office to support increased funding and resources for local shelters, medical care, and animal protection organizations such as Coexistence of Animal Rights on Earth (CARE).
4. Promote Public Awareness and a Cultural Shift in Animal Protection
South Korea must move toward a society that values the lives of all companion animals. I urge your office to partner with NGOs, educators, and media outlets to launch national campaigns about responsible pet guardianship, anti-abuse laws, and the moral imperative to protect companion animals from harm.
Kang Hari’s suffering must not be in vain. Her story has sparked national attention and global sympathy. Her gentle spirit, her refusal to give up on people—even after they failed her—demands that we not give up on her in return.
We are watching. The world is watching.
Please take bold, compassionate action now—to bring justice for Kang Hari and create a safer future for all companion animals in South Korea. An online petition is now active, calling for your intervention: https://chng.it/2xwtdtk4RT.
Sincerely,
[Your name, city, country]

CARE’s update post in Korean, 6/20/2025:
