👎🏼 Incheon Ganghwa County did not address our request to remove the 500 dogs, victims of unspeakable cruelty, from the abusive dog farmer. Their nonaction allowed the dog farmer the opportunity to sell the dogs to other slaughterhouses, ironically making profits from her criminal actions. Does personal profit take precedence over the protection of the helpless animals who have suffered so much already? In Incheon Ganghwa, there are countless dog farms which inflict indescribable horror for the animals, but their government is doing nothing to shut them down. The indifference, nonactions, and nonenforcement of their own laws must be questioned and investigated.
Despite our request for English translation, an English translation was not provided. We have filed another e-People petition requesting that they provide their response in English.

👎🏼 Incheon Ganghwa County has responded to us by stating that, “Ganghwa County is promoting various policies to protect animals and improve welfare. We pay management fees to rescue and manage 500-600 abandoned animals per year at the Animal Protection Center, and we are actively promoting the adoption culture by paying for disease treatment and diagnosis to those who adopt abandoned animals.” What a disgrace! They are making a mockery of the misery suffered by the animals they claim to be protecting! Under their very noses, the county continues to allow the torture and indescribable cruelty against hundreds of thousands of dogs in countless dog farms all over their county each year. It is a travesty for them to claim that they promote adoption of abandoned animals! I am left speechless by their deceit.

2. 가축의 도축 및 축산물의 가공·유통에 관한 법률은 『축산물 위생관리법』에서 정하고 있습니다. 따라서 불법 도축 등 해당 법에서 정하고 있는 사항을 위반할 경우 처벌을 받습니다. 하지만 『축산물 위생관리법』에서는 가축에 ‘개’를 포함하지 않고 있어 현행법상 ‘개’의 도축을 금지 및 처벌할 수 있는 근거 규정이 없는 상황입니다.
3. 현재 개고기 금지에 대한 국민적인 여론에 따라 대한민국 정부나 국회에서도 법 개정, 정책 입안 등 다방면으로 노력하고 있으며 향후 개고기 금지법이 마련되면 강화군에서도 법에 따라 개 식용을 근절할 수 있도록 적극 협조하겠습니다.
4. 아울러 강화군에서는 동물보호 및 복지 향상을 위해 다양한 정책을 추진하고 있습니다. 동물보호센터에서 연간 500~600마리의 유기동물을 구조하고 관리할 수 있도록 관리비용을 지급하고 있으며 유기동물을 입양하는 사람에게 질병치료·진단비를 지급하여 입양 문화를 활성화하고 있습니다.
