1. 안녕하십니까? 우리 도 동물보호 업무에 관심을 가져주셔서 감사드립니다. 귀하께서 제출하신 민원은 불법 개도축장, 도살장, 개고기 시장 폐쇄(개고기 식용 금지)로 이해됩니다.
2. 우리나라의 개 식용에 대한 논란은 오래 전부터 지속되어 왔습니다. 최근 들어 반려동물인구가 천만명을 넘어가면서, 개는 단순한 소유물이 아니라 사람과 함께하는 가족으로 자리 잡아가고 있으며, 반려동물에 대한 인식이 전반적으로 개선되고 개 식용에 대한 부정적인 인식 또한 확산되고 있습니다.
3. 하지만 동물을 적정하게 보호관리하기 위하여 필요한 사항을 규정한 동물보호법에서는 개고양이 식용 금지와 관련한 규정이 없는 상황입니다. 또한 개는 축산물위생관리법에서 정하는축산물에 포함되어 있지 않아 개를 식용의 목적으로 도축하는 경우에도 위 법에서 규정하고있는 축산물에 대한 도축, 가공, 판매 규정의 적용을 받지 못하고 있습니다.
4. 개 식용 산업은 이미 오랜 기간 형성되어 왔기에 단기간에 법으로 금지하는 것은 쉽지 않습니다. 이는 범정부 차원의 정책과 사회적 합의를 통해 단계적으로 풀어나가야 하는 우리나라의 숙제 입니다. 우리 도에서도 이 문제가 해결되기를 희망하며 최선을 다해 노력하겠습니다.
5. 우리 도는 동물복지 향상을 위해 다양한 정책을 추진 중에 있습니다. 예컨대, 우리 도에서는 14개 시군의 25개소 동물보호소에서 연간 8,000마리의 유기동물을 응급처치, 치료, 보호관리등을 하고 있으며 이외에도 길고양이 TNR사업, 동물보호센터 및 반려동물 놀이터 건립 등 다양한 보호정책과 사업을 추진하여 사람과 동물이 더불어 사는 환경을 만들고자 노력 중입니다.
6. 우리도에서는 앞으로도 동물보호 및 복지 실현을 위해 최선을 다하겠습니다. 동물보호 정책에 대한 귀하의 관심에 다시 한번 감사드립니다.

1. How are you? Thank you for your interest in animal protection. The complaints you have submitted are understood to be illegal dog farms, slaughterhouses, and dog meat markets closed (no dog meat).
2. The controversy over dog food in our country has been going on for a long time. As the number of pets has exceeded 10million recently, dogs have become a family with people, not just a possession, and the overall awareness of pets has improved and negative perceptions of dog food have also spread.
3. However, the Animal Protection Act, which stipulates matters necessary for proper protection and management of animals, does not have any regulations regarding the prohibition of eating dog cats. In addition, dogs are not included in livestock products prescribed by the Livestock Products Sanitation Control Act, and are not subject to slaughter, processing, or sales regulations provided for in the above Act.
4. The dog food industry has already been in existence for a long time, so it is not easy to ban it in a short period of time. This is our country’s homework that should be solved step by step through pan-government policies and social consensus. We hope this problem will be solved in our province and will do our best.
5. Our province is pursuing various policies to improve animal welfare. For example, our province provides first aid, treatment, and care for 8,000 abandoned animals annually at 25 animal shelters in 14 cities and counties, and we are also working to create an environment where people and animals live together by implementing various protection policies and projects such as the street cat TNR project, animal protection center, and pet playground construction.
