Sharing for Coexistence of Animal Rights on Earth (CARE)

She has permanently escaped her abuser and is now with CARE!

We are thrilled to announce that Jinsooni has been successfully and permanently removed from her abusive owner. Despite the abuser’s persistent refusal to relinquish her during the Protective Custody Period, the legal process, under the Animal Protection Act, ultimately prevailed. Administrative action was taken, resulting in the forfeiture of the owner’s legal rights.

Jinsooni’s horrific injury—a fractured leg—became the undeniable evidence needed to compel her emergency seizure and rescue. With her ownership legally transferred to CARE (Coexistence of Animal Rights on Earth), she has officially begun her new life free from neglect.

Overcoming Obstacles and Inaction

This rescue was an uphill battle. The initial indifference and negligence from the local official in Daedeok-gu severely delayed action and prolonged the suffering of all the animals. However, the tenacity of CARE’s activists secured a dramatic turnaround.
The sincere compassion and active cooperation from the Daedeok-gu Office Team Leader, Division Manager, and Mayor’s Secretary were vital. Their intervention led to the immediate and complete isolation of all ten dogs and allowed Jinsooni to receive urgent veterinary care.

Setting a Powerful Legal Precedent

The decisive legal move came from the Daedeok-gu Office Team Leader, who enforced the procedure to charge the abuser for all accrued veterinary and protection costs. As the abuser refused to cover the staggering fees—over 7 million KRW ($5,000 USD) for Jinsooni’s treatment and nearly 10 million KRW (approx. $7,000 USD) for the care of the nine other dogs—their legal ownership was automatically stripped.
This marks a rare and significant case in South Korea, demonstrating that responsible administrative judgment can successfully challenge and overturn the ownership rights of an animal abuser.

The Future for All Ten Dogs

• Jinsooni came to CARE’s direct care this past Tuesday to begin her rehabilitation.
• The ownership of the remaining nine dogs will be automatically finalized next Monday. They will then be moved to a secure sanctuary prepared by dedicated volunteers.
These animals will never experience neglect again. CARE is committed to helping each of them recover their health, reclaim their individual lives, and find loving forever families through the adoption program.
We will not back down in the fight against animal suffering. By leveraging legal advocacy, institutional reform, and responsible action, we will continue to rescue more animals and strive for better lives for all. Jinsooni’s freedom is a powerful symbol of hope!

승리!!! “진순이, 영원히 탈출! 케어의 진순이가 되다!”

진순이는 이제 더 이상 학대자의 손에 있지 않습니다.
학대자는 격리기간 동안 여전히 포기 안했지만 동물보호법 상. 행정적 처리로 결국 소유권이 상실되었습니다!
골절이라는 고통스러운 부상을 겪었지만, 그 아픔이 오히려 격리의 결정적 계기가 되었고, 법적 소유권이 정리되어 케어의 아이로 새롭게 태어났습니다. 이번 구조는 너무 어려웠습니다.
현장 담당 주무관의 불성실한 태도는 구조를 지연시키고, 아이들의 고통을 외면하는 모습으로 많은 어려움을 안겼습니다.
하지만 불굴의 케어 활동가들은 포기하지 않았습니다.
결국 팀장님과 과장님, 그리고 비서실장님의 진심 어린 공감과 적극적인 협력 덕분에 극적인 반전이 가능했고, 결국 완벽한 격리 조치와 진순이의 치료까지 이루어졌습니다.
특히 대덕구청 팀장님의 법적 판단과 책임 있는 결단은 구조의 핵심이었으며, 학대자에게 치료비와 보호비를 청구하는 절차를 정확히 이행해 결국 소유권 박탈까지 이끌어냈습니다. 대한민국에 몇 되지 않은 사례입니다!
진순이에게 들어간 치료비는 700만 원 이상, 나머지 9아이들의 보호비는 천만 원에 육박합니다.
학대자는 끝까지 소유권 포기를 거부했지만, 법적 절차에 따라 비용을 부담하지 않으면 자동으로 소유권이 박탈되기에 결국 포기 수순을 밟게 되었습니다.
다만 진순이는 화요일, 케어의 품으로 돌아왔고 나머지 9 아이들도 다음 주 월요일이면 소유권이 자동으로 정리되어 자원봉사자님들이 마련한 안전한 거처로 이동할 예정입니다.
이 아이들은 더 이상 방치되지 않을 것이며, 각자의 삶을 되찾고, 입양을 통해 따뜻한 가족을 만날 수 있도록 케어가 적극적으로 돕겠습니다.
케어는 동물의 고통 앞에서 결코 물러서지 않습니다.
법과 제도의 개선, 협력, 책임 있는 액션을 통해 더 많은 동물들이 구조되고, 더 나은 삶을 살아갈 수 있도록 끝까지 함께하겠습니다.
진순이의 탈출은 제도의 한계를 넘어선 희망의 시작입니다.
