Sharing for Coexistence of Animal Rights on Earth (CARE)

This is an update to the case reported HERE.
We urgently request you submit civil complaints to the Daedeok-gu Office in Daejeon, starting today, to facilitate the rescue of neglected animals.

Those who watched the CARE YouTube Live on Friday witnessed the officials’ frustrating, passive attitude firsthand—a reaction so infuriating it’s colloquially known as feeling like you’ve eaten a “million sweet potatoes” (a Korean phrase for utter frustration). If this continues, we won’t be able to save these dogs from abuse and neglect. We need a massive wave of complaint calls.

Additionally, this Tuesday, we will return to the site to try and rescue the animals. We desperately need many people to join us on-site.

Case Summary: Neglect of ‘Jinsooni’ and Nine Other Dogs

1. Horrific Living Conditions
The dogs are kept in the worst imaginable environment. When it rains, the ground becomes a swamp of excrement and mud where feet sink deeply. They were fed kitchen scraps (swill), and dogs were frequently sold off. During summer heatwaves, the dogs had no escape from the sun, suffering in agony as they desperately tried to dig into the ground. Ineffective mats provided no relief, leaving the dogs continually sinking and getting injured. The environment has not only failed to improve all summer, but it has worsened.

2. Jinsooni’s Critical Health Status
Jinsooni sustained a fractured paw and developed severe edema due to the owner’s amateur splinting. She is currently hospitalized with diagnoses of heartworm, tumors on the kidney and liver, and compromised lungs. She is in no condition to ever return to that environment.

3. Daedeok District Office’s Failure to Act
Field officials refused to implement seizure/protective custody, instead deferring only to the owner’s permission. This attitude shows a clear lack of understanding of the Animal Protection Act. They incorrectly insisted, “We will return the dog after treatment,” and are allowing the remaining 9 dogs to stay in the same dangerous conditions, only suggesting check-ups instead of immediate isolation.

4. Citizen and CARE Efforts
Citizens and CARE have been protesting and partially funding costs all summer, but the owner has shown zero change in attitude, and the environment remains unsafe. This inaction led directly to Jinsooni’s injury and violated the legal duty of care.

Our Urgent Demands

1. Immediate Seizure of Jinsooni
Formally notify the owner of the seizure period and location.

The dog must remain in protective custody, covering the veterinarian’s full treatment plan (including hospitalization) and a prevention plan until the risk of recurrence is eliminated.

The owner must be held responsible for all treatment costs and liabilities.

2. Seizure of the Remaining 9 Dogs
Despite months of recommendations, there has been no environmental improvement.

Jinsooni’s injury proves the high risk of harm to the other dogs.

The owners have confirmed their lack of commitment to treatment.

The remaining dogs must be immediately seized, examined, and treated.

The animals must be transferred to CARE’s protection for safety (as supported by the local Animal Protection Ordinance).

3. Demand a Shift in Daedeok District Office Policy
Officials must stop relying on “recommendations” to the owners and start issuing orders and taking decisive action under the Animal Protection Act.

The law mandates “seizure when injury or disease is caused by a failure to provide an appropriate environment.”

Implement the minimum administrative measures required by law. Seizure is not negotiable based on the owner’s consent. Take action immediately, and impose fines for any refusal or obstruction.

민원 이해를 돕기 위해 사건을 정리했습니다.
(대전 신탄진 ‘진순이’ 등 10명의 개들 방치사건)
1. 최악의 사육 환경
비가 오면 배설물과 진흙이 뒤섞여 발이 푹푹 빠지는 곳.
잔반을 주었음. 개들도 자주 팔아왔음.
사람 발도 푹푹 빠지는 곳이고 여름 폭염에는 개들이 햇빛을 피하지 못해 줄을 힘껏 당겨 땅을 파 들어가거나 그도 못 해 괴로워함. 깔판을 깔았으나 효과가 없어, 개들이 계속 발이 빠지고 상처를 입음.
여름 내내 개선되지 않았고 오히려 악화됨.
2. 진순이의 부상과 질병
발에 금이 가고 주인이 잘못 부목을 대어 심각한 부종 발생.
현재 병원에서 치료 중이며 심장사상충, 신장 및 간의 혹도 발견됨. 폐도 건강하지 않음.
이 상태로는 원래 환경으로 다시 돌아갈 수 없음.
3. 대덕구청의 소극적 대응
현장 팀장과 팀원들은 격리 조치(보호조치)를 거부.
견주의 허락과 눈치만 보고, 동물보호법을 숙지하지 못한 태도.
격리 대신 “치료 후 다시 돌려주겠다”는 잘못된 방식 고집.
나머지 9명에 대해서도 같은 환경 방치 → 순차적 검진만 말하며 격리 불이행.
4. 시민&케어의 노력
케어와 시민들이 여름 내내 항의, 비용 일부 지원까지 했음.
하지만 주인의 태도 변화 없음 → 환경도 개선되지 않음.
그로인해 진순이 다치고 치료 의무 위반.
오늘 우리의 항의 요구사항
1. 진순이에 대한 격리 조치 즉각 시행
주인에게 격리 기간과 장소를 공식 통보하라.
병원 치료와 재발 방지까지 포함해 수의사 치료계획+ 대발방지계획 기간까지 더해 일정 기간 보호할 것.
모든 치료비와 책임은 견주 부담임을 분명히 하라.
2. 나머지 9명 개들에 대한 격리 조치
이미 수개월간 권고했지만 환경 개선 전혀 없음.
그 결과 진순이 부상까지 발생 → 재발 위험 입증됨.
치료의지 없음도 현장에서 확인 됨.
따라서 나머지 개들도 즉각 격리·검진·치료 시행하라.
보호장소를 케어에 인계해 안전을 확보하라. (동물보호조례 근거)
3. 대덕구청의 태도 전환 요구
더 이상 ‘권고’에 머물지 말고, 동물보호법에 따른 명령과 조치를 내려라.
동물보호법은 “적절한 환경을 제공하지 않아 상해·질병 유발 시 격리”를 규정하고 있다.
법에 따른 최소한의 행정조치를 시행하라.
격리는 허락을 받을 사안이 아니다. 즉각 시행하고 거부나 방해 시 과태료를 부과하라.
