A dog’s leg is grotesquely swollen, constricted by tightly wound electrical tape. Other dogs in the area continue to be abandoned and neglected.

📍 The Situation on the Ground
In the livestock-rearing restricted zone of Sintanjin, Daejeon, a total of 10 dogs are suffering from ongoing neglect.
One dog in particular—a white dog in critical condition. Electrical tape has been tightly wrapped around its leg, causing extreme swelling and visible distress. The dog cries in pain, yet no meaningful action has been taken.
CARE (Coexistence of Animal Rights on Earth) has repeatedly called for improvements following its heatwave monitoring team’s discovery of these dogs, but the local government’s inaction means any changes are short-lived, vanishing within days. The situation is rapidly deteriorating.
🚫 Government Obstruction and Negligence
Today, CARE submitted legal evidence of White dog, Jinsooni’s injury to compel the government to act—demanding the seizure and protection of all 10 dogs.
However, the response from the assigned official (Song00 at Daedeok District Office) was alarmingly dismissive: “If an animal is privately owned, its treatment is the owner’s responsibility.”
He refused to visit the site, citing internal staffing issues: “There are only two of us on the team, and the team leader isn’t here, so I won’t go. Just file a civil complaint or call 112. The Animal Policy Team doesn’t handle privately owned dogs.”
This stance is not only ethically unacceptable but legally incorrect. The Animal Protection Act applies to all animals, including those that are privately owned.

This is not a “private matter.” It is a public failure—and a societal responsibility.
We call on the local government to:
Enforce the Animal Protection Act
Take immediate administrative action to rescue the neglected animals
Discipline any public officials failing in their duty to protect animal welfare

Update:
After many hours of negotiations and sustained pressure, CARE successfully secured the removal of Jinsooni, the dog with the severely injured leg. She was transported to a veterinary hospital for emergency treatment and will remain there for further examinations and continued care. Unfortunately, Daedeok District officials left without covering the medical expenses, leaving CARE and volunteers potentially responsible for the full cost of her treatment.
CARE was also able to obtaine a pledge from Daedeok District authorities to begin removing the remaining dogs from the property one by one, starting Monday, with each dog to receive a medical examination. CARE will closely monitor the process to ensure the district follows through on this commitment.
CARE also expressed gratitude to the volunteers who have already secured shelter space for the rescued dogs and will be coordinating ongoing medical care.

We are writing to urgently appeal for immediate intervention regarding a severe case of animal neglect and abuse taking place in the livestock-rearing restricted zone of Sintanjin, Daedeok District, Daejeon. As documented by CARE (Coexistence of Animal Rights on Earth) and supported by live footage, ten dogs are currently suffering in unsanitary, unsafe, and life-threatening conditions. One dog, Jinsooni, is in particularly critical condition—an electrical tape has been tightly wrapped around her leg, causing grotesque swelling, visible trauma, and continuous cries of pain.
The owner of these animals has failed to provide the most basic necessities, including food, shelter, or veterinary care, constituting a clear and serious violation of South Korea’s Animal Protection Act. Despite the submission of legal evidence and growing public concern, officials from the Daedeok District Office have refused to take immediate action. One official, identified as Officer Song, explicitly stated that the Animal Policy Team does not handle cases involving privately owned dogs and refused to visit the site, citing internal staffing limitations. This stance is not only ethically indefensible—it is also legally incorrect. The Animal Protection Act applies to all animals, regardless of ownership status.
Animal cruelty is not a private matter; it is a criminal offense under South Korean law. The failure of local authorities to act promptly represents a serious breach of their legal obligations and a betrayal of public trust. Delaying action until “next week” places these animals at further risk of suffering, injury, or death. The community cannot—and should not—bear the burden of protecting animals when government officials abdicate their responsibilities.
We therefore call on the City of Daejeon and the Daedeok District Government to take the following actions without delay: (1) immediately seize all ten dogs from the site and place them into protective custody; (2) initiate a criminal investigation and prosecution of the owner for abuse and neglect; (3) conduct a formal disciplinary review of all officials who failed in their legal duties, including Officer Song; and (4) implement clear and enforceable animal protection procedures to prevent such neglect from occurring again.

케어는 이미 폭염감시단 활동을 통해 이들의 환경 개선을 여러 차례 요구했지만, 지자체의 무관심과 소극적인 대응 탓에 변화는 단 이틀도 가지 못했고, 상황은 점점 더 악화되었습니다.
