🚨 Update on the Naju Dog Case:

On July 30, 2025 — during Jungbok, a day often tied to dog meat consumption — a senior dog later named Lucky was found bleeding from severe head wounds in Naju, Jeollanam-do. Initial veterinary reports and the timing led animal rights group CARE to suspect attempted slaughter and file a police complaint. However, CCTV footage later revealed that Lucky’s injuries were caused by another dog’s attack, not by human abuse. Still, CARE’s suspicion was entirely reasonable given Korea’s ongoing history of illegal dog meat killings and Naju’s entrenched dog meat industry.

What is most troubling is the response of Naju: rather than prioritizing Lucky’s welfare, its Animal Protection Team rushed to defend the city’s “reputation,” and pressuring CARE to retract its report. In reality, Lucky received only minimal care until informants intervened, driving him hundreds of kilometers for lifesaving treatment. His medical costs have already exceeded ₩4,000,000 KRW (≈$3,000 USD), and he now faces additional surgery — yet he is slowly recovering thanks to CARE and compassionate citizens, not the city charged with protecting him.

Witnesses Needed! Brutal Dog Beating and Slaughter Attempt in Naju

On July 31, 2025—the day after Jungbok (the second of South Korea’s three Boknal, or “dog days of summer,” when the ritual consumption of dog meat often peaks during extreme heat)—a horrifying act of cruelty took place in a village in Naju, Jeollanam-do.

A dog, now named “Lucky,” was violently struck multiple times in the head with a hammer but managed to escape. Covered in blood, he was found wandering the village before collapsing into a coma. The local government-run shelter arrived about three hours later and transferred Lucky to their partner hospital, but the care he received was far from adequate for the intensive treatment he desperately needed.

Fortunately, a compassionate citizen intervened just in time and brought him to emergency intensive care.

CARE (Coexistence of Animal Rights on Earth) is now taking action to:
• Identify and hold accountable the individual responsible for this brutal attack
• Raise funds to cover Lucky’s ongoing, critical medical treatment

Tragically, assaults like this are common during Korea’s Boknal season and often linked to illegal dog meat practices. The use of a hammer—rather than an electric stun gun—suggests this was a clandestine act by someone in a rural village, not a slaughter facility.

Lucky, likely hiding in pain, returned to the village before collapsing again, fighting for his life. CARE has launched an on-site investigation and will file a criminal complaint with local authorities, requesting CCTV footage and conducting interviews to find the perpetrator.

This dog fought to survive—even with a shattered skull. Found bleeding and alone, he remains in a village where his attacker may still live. We will not rest until justice is served—and no more animals endure this suffering.

Lucky is only just beginning to receive the urgent medical care he needs. Veterinarians warned his condition was critical—yet this morning, he miraculously began eating. We urgently ask for your compassion and support to help fund his life-saving treatment.

1. Investigate and Prosecute the Offender
Conduct a thorough investigation, secure all evidence and witness statements, and press charges under the Animal Protection Act against the individual responsible for this brutal attack.

2. Hold the Shelter Accountable
Launch an investigation into the government-run shelter’s delayed and inadequate response. Those who failed to provide urgent medical care must be held responsible for prolonging Lucky’s suffering.

3. Strengthen Animal Protection Enforcement
Enhance oversight of shelters, rigorously enforce animal welfare laws, and ensure that both perpetrators of cruelty and negligent officials face appropriate consequences.

4. Improve Emergency Response and Care
Increase funding and infrastructure support for shelters, establish clear protocols for abuse cases, and collaborate with NGOs to guarantee proper care for rescued animals.

5. Raise Public Awareness and Foster Cultural Change
Implement national education campaigns to reduce animal cruelty, eradicate illegal dog meat practices, and promote a culture of compassion and respect for animals.

Lucky’s survival is a miracle, but the cruelty he endured is a national disgrace. The perpetrator must be brought to justice, and the shelter that neglected him must be held accountable. We urge you to act decisively to prevent such cruelty and negligence from happening again.

이에 다음 사항을 강력히 촉구합니다.

1. 가해자 철저 수사 및 형사처벌
증거 확보와 목격자 진술을 바탕으로 잔인한 학대 가해자를 동물보호법에 따라 엄중히 처벌해 주십시오.

2. 보호소 책임 규명 및 제도 개선

2025년 7월 31일, 중복 다음 날. 전라남도 나주의 한 마을에서 믿기 어려운 잔혹한 사건이 발생했습니다.
망치로 머리를 수차례 가격 당한 개가 탈출해 피투성이 상태로 마을에 나타났습니다.
이 개는 코마 상태에 빠진 채 쓰러졌고 지자체 보호소에 들어갔지만, 적절한 치료조차 받지 못한 채 방치되었습니다.
골든타임을 놓치던 아이를 알게 된 제보자가 임시 보호 형식으로 개를 데려와 집중 치료 중입니다.

케어는 개를 죽이려던 자를 찾고 치료비를 돕고자 합니다.
더운 여름, 특히 복날을 전후해 심심치 않게 발생하는 둔기 폭행은 대부분 개고기 소비와 관련된 도살 시도입니다.
전기충격기가 아닌 망치로 머리를 가격했다는 것은, 이 행위가 전문 도살장에서 벌어진 것이 아니라, 시골 마을의 누군가가 은밀히 개를 잡으려 했다는 강력한 증거입니다.
중복 날 머리를 가격당한 채 피를 흘리며 탈출한 개는 어딘가에 숨어 있다가 다시 마을로 돌아와 쓰러졌습니다.

케어는 이 사건의 제보를 받고 마을을 직접 조사하며, 관련 경찰서에 고발장을 접수하여 CCTV 확보 및 탐문 수사를 요청할 것입니다.
