We have translated the Korea Animal Rights Advocate (KARA)’s response to South Korea’s Ministry of Agriculture, Food and Rural Affairs statement on 11/25/2021 regarding the South Korean Government to launch a consultative discussion organization on the ending of dog meat consumption.

Today, the Korean government announced its official position on ending the dog meat industry. Although technically illegal, this industry has been tolerated since dogs were excluded from the Livestock Products Sanitation Control Act in 1978, which governs the slaughter of livestock and processing of livestock products.

​The social conflict and the unimaginable suffering of animals in Korea’s dog meat industry are a direct result of the inaction and incompetence of the Korean government. We are, therefore, pleased to see that they have finally made at least a symbolic effort to end dog meat consumption, albeit belatedly.

However, we are very disappointed that these efforts do not specifically address the nature of Korea’s dog meat industry, nor do they reflect the government’s understanding of the current situation or even the fundamental issue and trend of animal welfare at home and abroad.

It has taken 43 years for South Korea to transform into an industrialized country. Throughout this process, the government has ignored the plight of more than a million dogs that are horrifically killed in slaughterhouses by being beaten, hanged, or even electrocuted to death.

During this long period, various private organizations have been the only ones to report on the dog meat industry and attempt to stop this gruesome genocide and animal cruelty.

KARA has been conducting a field survey on dog farms since 2014 and held an ‘International Conference on the Ending of Dog Meat’ in 2016 to raise awareness of Korea’s dog meat issue as a global animal cruelty issue. In 2017, in addition to reporting on food waste being distributed to dog farms as their only source of food, we proposed measures to the Ministry of Agriculture and Forestry and Ministry of Environment to revise relevant laws and improve policies to end the industry, such as strengthening the Animal Protection Act, repealing the exception to animal cruelty, amending the Livestock Act, and amending the Livestock Product Sanitation Control Act. In 2018 we requested an investigation into all dog breeding farms nationwide, including meat dog farms, puppy mills, and Jindo dog breeding farms, but our request was ignored.

However, KARA continued our efforts and requested the Gyeonggi province investigate the dog farms in Gyeonggi province, where meat dog farms were extensively distributed. We confirmed that 50% of the dog farms on the list were already closed down. This provided all the rationale and justification for ending dog meat consumption.

​However, while ignored by the government, animal cruelty in the dog meat industry is a daily occurrence, and the illegal, unsanitary distribution conditions have reached a grotesque level. The shocking brutality of dog farms, dog auction houses, and dog slaughterhouses that KARA discovered in 2021 as a result of the raids of dog meat distribution routes and the slaughterhouses is beyond imagination.

The dog meat industry is a major national issue that undermines the nation’s standing in the international community, incurs enormous social costs, causes division among people, and obviously results in the torture and death of millions of animals. Nevertheless, the government’s announcement still did not demonstrate the willingness of the government to play a central role as the responsible entity or an awareness of how serious and urgent this issue is.

There are steps needed to develop a quick and reasonable way to end dog meat consumption.

First of all, government officials should witness firsthand the horrific reality of the dog meat industry, from how the animals live to how they are killed, and they should apologize. The government should take decisive steps to once and for all shutdown dog farms since they are already illegal under the existing law. A consultative group composed of experts in the field of animal welfare and animal protection, civic groups, citizens, etc., should be formed to determine detailed exit plans, including the quickest possible timeline to end the dog meat industry, protection of and care for the animals that are in the dog farms, and the creation of effective measures to prohibit the slaughter of dogs for consumption legally.

Relevant government ministries, such as the Ministry of Agriculture and Forestry, the Ministry of Food and Drug Safety, and the Ministry of Environment, should apologize to the public for the consequences of their neglect and inaction and promptly conduct in-depth practical discussions. We hope that each ministry promises to play a role and suggests a quick and specific way to end it.

By April 2022, the date suggested by the government today, rather than discussing ending dog meat consumption, the implementation of ending dog meat consumption must occur.

KARA will not spare any efforts to provide suggestions to end dog meat consumption, and we will continue to work passionately with reasonable citizens towards this goal.

[논평] 위법행위에 부여해온 ‘사회적 논의’ 라는 면책, 43년으로 충분하다

오늘 정부는, 가축의 도살과 축산물 가공을 규율하는 축산물 위생관리법에서 개가 제외된 1978년 이래 43년이 지나도록 묵인되어온 불법 ’개식용‘ 산업의 종식에 대한 공식 입장을 발표하였다.

대한민국의 ’개식용‘ 산업에서 파생되는 사회적 갈등, 동물복지의 훼손은 다름 아닌 ’정부‘의 무위와 무능이 자초한 어처구니없는 결과였기에 그 책임의 가장 큰 부분이 귀속되는 정부가 뒤늦게나마 처음으로 종식 의지를 드러냈다 점에서는 환영을 표하는 바이다.

하지만 정부가 오늘 제시한 ‘원론적인’ 내용은 그 동안 불법과 탈법의 영역에서 장기간 점철되온 우리나라 ‘개식용 산업’의 특수성과 본질, 그리고 현재 ‘개식용 산업’ 내·외부의 상황과 국내외 동물복지 추진 동향에 대한 이해가 반영되었다고 보기 어렵다는 점에서 심히 유감을 밝히지 않을 수 없다.

43년이라는 시간은 대한민국이 선진국으로서의 변모를 가능하도록 해준 시간이었고 동시에 연간 백만 마리 이상의 개들이 생지옥 같은 도살장에서 몽둥이에 맞아 죽거나, 목이 매달려 죽거나, 전기 쇠꼬챙이로 지져져 죽어 나가는 것을 방치한 시간이었다.

그 긴 시간 동안 ’개식용 산업’에 대한 실태 조사를 수행하고 밀도살 동물학대의 처참한 현장을 저지하기 위해 홀로 고군분투 한 것은 시민사회였다.

동물권행동 카라는 2014년부터 개농장 필드조사와 2016년의 ‘개식용 종식을 위한 국제 컨퍼런스’로 전 세계적 동물학대 이슈로서의 한국 ‘개식용’ 문제를 사회에 환기했으며, 2017년에는 음식쓰레기 급여 실태 공개와 더불어 농림부, 환경부에 동물보호법 강화, 동물학대 예외조항 폐지, 축산법 개정, 축산물위생관리법 개정,등 개식용 종식을 위한 관련법 개정 및 정책개선에 대한 대책을 제안했다. 2018년 이미, 전국의 식용 개농장, 강아지 공장, 진돗개 번식장 등 모든 개 사육장 실태조사착수를 요청한 바 있으나 받아들여지지 않았다.

그러나 카라는 여기서 물러서지 않고 식용 개농장이 집중분포 된 경기도부터 실태 조사를 실시 해 줄 것을 경기도 측에 요청하여 2020년, 경기도에 소재한 식용 개농장의 전수 조사가 실시 되었고 이미 50%의 개농장이 몰락해 폐쇄된 것을 확인할 수 있었다. ‘개식용’ 종식의 모든 근거와 당위성을 모두 제공했던 것이다.

그러나 정부의 결단 없이 방치되는 동안 급속히 몰락해가는 ‘개식용 산업’의 동물학대는 날로 심각해지고 있으며 불법 비위생적 유통 실태는 가히 엽기적인 상황에 이르렀다. 2021년, 동물권행동 카라가 유통 과정과 도살장 현장 급습의 결과 파악한 개농장 – 경매장 – 식용 도살의 잔혹한 이면은 상상을 초월한다.

‘개식용 산업’은 국가의 위상을 훼손시키고 막대한 사회적 비용을 발생시키며 국민의 분란을 야기하는 중대한 국가적 사안이다. 그럼에도 금번 정부 발표에서도 여전히 정부가 책임의 주체로서 중심적 역할을 하겠다는 의지나, 이 문제가 얼마나 국가 발전과 동물복지를 훼손하는 중대하고 시급한 문제인지에 대한 인식은 전혀 드러나지 않았다.

빠르고 합리적인 ‘개식용’ 종식 방안 도출을 위한 선결 과제들이 있다.

우선 시민들이 목도한 참혹한 ‘개식용’의 실태를 정부 관계자들이 현장에서 보고 느끼고 반성하고 사과해야 한다. 현행법 상 이미 불법인 개농장의 빠르고 과단성 있는 철폐가 선행되어야 한다. 동물복지•동물보호 분야의 전문가, 시민단체, 시민 등으로 구성된 협의체를 구성하여 기술적인 출구방안, ‘개식용’ 최단기 종식년도 확정, 사육을 포기한 동물에 대한 보호방안, 식용 목적 개 도살 및 ‘개식용’ 금지의 법적 명문화 등 신중하고 실효성 있는 방안을조속히 도출하고 즉각 실행해야 한다.

관련 정부 부처인 농림부, 식약처, 환경부는 그간의 무위와 방치가 낳은 결과에 대해 국민에게 사과하고, 심도 있는 실질적인 논의를 즉시 실시해야한다. 각 부처간 역할을 약속하고 빠르고 구체적인 종식 방안을 제시하기 바란다.

오늘 정부가 제시한 2022년 4월에는 더이상 논의가 아닌 ‘개식용 종식’ 실행이 이루어져야 할것이다.

카라는 ‘개식용’ 종식에 필요한 사실에 근거한 제언을 아끼지 않을 것이며 합리적인 시민들과 함께 더욱 가열 찬 활동을 이어나갈 것이다.
