Here’s an update to the case first reported under the title “Justice for Naju Dog: Struck with a Hammer, Left to Die — He Fought to Live.”

🚩 The Full Story of the Naju Dog Injury Case: Reasonable Suspicion vs. the City’s Rash Attempt to Protect Its Reputation❗️

On July 30, 2025 — Jungbok (the middle of Korea’s three hottest summer days, often linked to dog meat consumption) — news broke from a village in Naju, Jeollanam-do: a dog had been found bleeding from severe head wounds. The case shocked the public. The animal rights group CARE initially concluded this was “blunt force abuse — in other words, an attempted slaughter for meat consumption,” and brought the story to light. However, after CARE filed a formal complaint and police began investigating, the truth turned out to be different.

This account summarizes how the incident unfolded, the troubling response from the city of Naju, and why CARE could not help but suspect a slaughter attempt.

💢 The Shocking First Report and CARE’s Response

The first veterinary hospital determined the dog’s injuries were consistent with blunt force trauma. The timing — on Jungbok — and the concentration of wounds on the head pointed strongly toward abuse for meat. A second hospital confirmed the same conclusion. To make this clearer to the public, CARE described the blunt object simply as a “hammer.”

This suggested the possibility of illegal, clandestine slaughter in a rural village rather than a formal slaughterhouse. CARE acted quickly: rescuing the dog, arranging intensive treatment, and filing a police complaint. The dog — later named Lucky — was in critical condition, nearly comatose. Immediate treatment was essential, alongside urgent steps to prevent further cruelty.

💢 Naju City’s Premature Rebuttal

Soon after CARE’s post, Naju City Hall sent an official letter — before the facts had been confirmed. The letter was startling: it claimed that terms like “attempted slaughter” and “hammer blows” “distorted the facts, damaged the city’s reputation, caused public anxiety, and created social conflict,” and demanded that CARE delete the post. Even more troubling, the letter came from the city’s Animal Protection Team.

Reliable sources also indicated that Naju privately dismissed the case as a “traffic accident.” Yet this claim had no veterinary evidence and was purely speculative. The city also claimed it had “sincerely provided treatment,” but in reality, Lucky only received IV fluids and wound sutures. The veterinarian had already warned that Lucky’s life was in danger. If the informant had not driven hundreds of kilometers to transfer him to a specialized hospital, Lucky likely would not have survived.

To date, Lucky’s treatment costs have exceeded 4 million won (₩4,000,000 KRW South Korean won is roughly $2,900–$3,000 USD), and he now faces a second surgery due to skin necrosis.

💢 The Truth Revealed by CCTV

Contrary to expectations, the police investigation revealed the incident was actually a dog attack:
• July 30, 1:30 a.m. – Lucky (the injured dog) is seen roaming the village unharmed.
• 2:16 a.m. – A white Jindo mix appears and attacks Lucky’s head for about 10 minutes. Lucky, a 15-year-old senior dog with weak legs, is unable to defend himself.
• Afterwards – Lucky returns home, then reappears bleeding in the village, where a resident finds him.
• 7:30 a.m. – The resident gives Lucky food and water.
• 11:50 a.m. – Lucky is transferred to the city shelter.
In the end, police confirmed this was not the brutal slaughter attempt CARE feared, but a dog bite incident.

🔥 Reasonable Suspicion, Unreasonable Response

It is fortunate this was not human-inflicted abuse for meat consumption. But the case highlights two key points:

1. CARE’s suspicion was reasonable.
A dog with blunt head trauma on Boknal matches the pattern of countless illegal slaughter cases. For an animal rights group, suspecting dog meat slaughter under such circumstances was not rash but necessary. If it had been an actual slaughter attempt, early intervention would have been crucial.

2. Naju City’s Animal Protection Team failed in its duty.

Their role is to view incidents from the perspective of the animal, prioritizing its safety and life. Instead, Naju worried more about “damage to the city’s reputation” than about Lucky’s welfare or uncovering the truth. Spreading an unverified “traffic accident” theory and pressuring CARE to remove its post blurred the issue and betrayed the purpose of an animal protection authority. Insisting prematurely that “such things would never happen in our town” is not animal-centered governance.

Adding to the irony, just three days after Naju City sent its letter, residents in Naju City reported a dog truck driving around with loudspeakers blaring, “We buy dogs, we buy goats,” which they then reported to police.

The truth may now be known, but Lucky’s treatment is far from over. What remains deeply regrettable is that Naju City’s Animal Protection Team prioritized shielding the city’s image over protecting the dog’s life.

Recently, the city even refused to let informants take out and treat puppies infected with parvovirus, blocking their access to better hospitals — yet another sign that animal welfare is being sidelined.

By contrast, Lucky — taken into intensive care by informants with treatment costs covered by CARE — has begun eating on his own and is preparing for a second surgery. ▶️ Help with Lucky’s second surgery costs.

2025년 7월 30일, 중복. 전라남도 나주의 한 마을에서 머리에 심각한 상처를 입고 피를 흘리는 개가 발견되었다는 소식은 많은 이들에게 큰 충격을 안겼습니다. 동물권 단체 케어는 이 사건을 ‘둔기에 의한 학대, 즉 식용 목적의 도살 시도’로 판단하고 대중에게 알렸습니다. 그러나 케어가 고발장을 접수한 이후 경찰 수사 결과, 사건의 진실은 예상과 다른 것으로 밝혀졌습니다.

사건의 전말과 그 과정에서 드러난 나주시의 아쉬운 대응, 그리고 동물 단체로서 케어가 왜 그런 의심을 할 수밖에 없었는지를 정리했습니다.

💢충격적인 첫 보고와 케어의 대응

사건 초기, 첫 번째 병원에서의 소견은, 둔기에 의한 상해라는 판단이었습니다. 이날은 중복. 케어는 중복 날 발생한 둔기 폭행이라는 점을 감안하여 식용목적의 동물 학대의 전형적인 패턴으로 판단했습니다. 머리에 집중된 상처는 둔기로 내려친 흔적으로 보였습니다. (이 소견은 1차병원 이후 2차 병원에서까지 동일합니다.) 케어는 이 ‘둔기’를 대중이 쉽게 이해하도록 ‘망치’라는 단어로 표현했습니다.

이는 전문 도살장이 아닌, 시골 마을에서 은밀히 벌어지는 불법 도살의 가능성을 강력히 시사하는 것이었습니다. 케어는 즉시 해당 개를 구조해 집중 치료를 지원하고, 가해자를 찾기 위해 경찰에 고발장을 접수하는 등 발 빠른 조치에 나섰습니다. 코마 상태에 빠질 정도로 심각한 부상을 입은 개의 치료가 최우선이었고, 동시에 또 다른 비극을 막기 위한 당연한 행보였습니다.

💢나주시의 성급한 ‘명예 지키기’와 섣부른 반박

하지만 케어의 게시물이 올라온 후, 나주시청은 사건의 진실이 명확히 규명되기도 전에 케어에 공문을 보내왔습니다. 공문의 내용은 충격적이었습니다. 나주시는 ‘도살 시도’, ‘망치 가격’ 등의 표현이 “사실관계를 왜곡하고 나주시의 명예를 실추시키며, 시민의 불안감을 조성하고 지역 사회 갈등을 초래한다”며 게시물 삭제를 요구했습니다. 그것도 동물보호팀이 보낸 공문이었습니다.

또한 신뢰할만한 정보에 의하면 나주시는 이 사건을 ‘교통사고’로 판단하고 있다는 정보도 들었습니다. 그러나 교통사고라는 주장은 어떠한 수의학적 소견에도 근거하지 않은, 그야말로 나주시의 일방적인 추측에 불과했습니다. 또한, 시에서 ‘성실히 치료 조치했다’고 주장한 부분 역시, 실상은 수액과 상처 봉합 정도에 그쳤고 당시 수의사는 개의 생명이 위독할 수 있다고 진단한 상태였습니다. 제보자가 더 나은 치료를 위해 수백키로를 달려 먼 거리의 병원으로 옮기지 않았다면 개의 생명은 위태로웠을 것입니다. 럭키라고 명명된 개는 치료비만 4백만원 이상이 나왔고, 피부 괴사로 2차 수술을 앞두고 있는 위중한 상태입니다.

💢CCTV에 담긴 사건의 진실

모두의 예상을 뒤엎고, 경찰 수사를 통해 밝혀진 진실은 ‘개 물림’ 사고였습니다.
7월 30일 새벽 1시 30분: 피해견(이후 ‘럭키’로 명명)이 상처 없이 동네를 돌아다니는 모습 확인
7월 30일 새벽 2시 16분: 흰색 진돗개 믹스견이 나타나 약 10분간 럭키의 머리를 집중적으로 공격. 럭키는 15살의 노견으로, 평소에도 걸음이 불편해 제대로 저항하지 못함.
이후: 럭키는 집으로 돌아갔다가, 다시 피를 흘리며 마을로 나와 주민에게 발견됨.
7월 30일 오전 7시 30분: 최초 발견자에 의해 밥과 물을 챙겨 받았고, 11시 50분 시 보호소로 인계됨.
결론적으로 케어가 우려했던 식용 목적의 잔혹한 학대는 아니었음이 경찰 수사로 명확해졌습니다.

🔥합리적 의심과 지자체 동물보호팀의 본분❗️

식용목적이라는, 즉 사람에 의한 학대가 아니라는 점은 다행입니다. 그러나 이번 사건을 통해 우리는 두 가지 중요한 점을 짚어야 합니다.

첫째, 케어의 초기 판단은 ‘합리적 의심’의 범주에 있었습니다. 복날을 전후하여 머리에 둔기 상해를 입은 개. 이는 수많은 식용목적의 불법 도살 사건에서 나타나는 공통된 형태입니다. 동물권 단체로서 이러한 정황을 보고 식용 도살을 의심하는 것은 지극히 당연한 반응이며, 섣부른 판단이라 비난하기 어렵습니다. 만약 실제 도살 시도였다면, 초동 대응의 중요성은 아무리 강조해도 지나치지 않습니다.

둘째, 나주시 동물보호팀의 대응은 매우 부적절했습니다. 지자체의 동물보호팀은 그 이름처럼 ‘동물’의 입장에서 사건을 바라보고, 그들의 안전과 생명을 최우선으로 고려해야 합니다. 하지만 나주시는 동물의 안위나 사건의 진실 규명보다 ‘나주시의 명예 실추’를 먼저 걱정했습니다. 확인되지 않은 ‘교통사고’ 주장을 펼치며 동물 단체의 활동을 압박하고 문제의 본질을 흐리려 한 것은, 지자체 동물보호팀의 역할을 망각한 처사입니다. 진실이 밝혀지기도 전에 ‘우리 마을은 그런 짓을 할 리 없다’는 식의 태도는 결코 동물을 위한 행정이 될 수 없습니다.
심지어 공문을 보낸 삼일 후, 나주 혁신도시 관내에서는 여전히 “개 삽니다. 염소 삽니다” 라고 방송하며 다니는 개트럭을 본 시민들이 있었고 이를 경찰에 신고한 사례도 있었습니다.

사건의 진실은 밝혀졌지만, 럭키의 치료는 아직 끝나지 않았습니다. 그리고 동물의 고통 앞에서 진실 규명보다 지역의 명예를 앞세웠던 나주시 동물보호팀의 행정은 유감입니다. 아울러 나주시청은 현재 제보자들이 임보형식으로나마 위급한 럭키를 데리고 나온 것을 잘못된 결정이라 생각하는지 얼마 전, 파보 걸린 아이들을 제보자들이 데리고 나와 치료하고자 하였음에도 승인해 주지 않았고 더 나은 병원에서의 질 좋은 치료의 기회는 차단당했습니다.

반면, 제보자들이 데리고 나와 집중치료하며 케어가 치료비용을 지원하기로 한 럭키는 자신의 의지로 먹기 시작했고 2차 수술을 앞두고 있습니다. (두번째 영상)
