Subject: Rebuttal to the Dismissal of Urgent Animal Welfare Concerns Regarding Tethered Dogs and Disaster Response

Dear Officials,

I am writing in response to the disappointing and bureaucratic dismissal of urgent animal welfare concerns I and many others have raised about the inhumane practice of lifelong dog tethering and the horrific, preventable deaths of animals during wildfires and other disasters across South Korea.

Your decision to categorize this issue as “not qualifying for formal processing” under the Civil Complaints Handling Act (민원처리법) is deeply troubling. While it may reflect a procedural position, it also reveals a concerning failure of moral responsibility and a lack of basic empathy for defenseless animals suffering in plain view.

1. Bureaucratic Limitations Cannot Excuse Moral Inaction
The suffering and repeated deaths of dogs—chained, abandoned, and burned alive during natural disasters—are not abstract legal questions. They are matters of conscience and represent an ongoing moral crisis. Declaring these concerns outside the bounds of “formal processing” is not a valid justification for inaction, but rather a troubling reflection of institutional apathy.

2. This Is a National and Global Concern
This is not an isolated issue. Similar tragedies have occurred across multiple regions of South Korea, and the global community is taking notice. Animal welfare is no longer a secondary issue—it is a reflection of a society’s compassion, ethics, and values. The continued failure to protect companion animals during emergencies threatens South Korea’s international reputation.

3. Ethical Leadership Is Still Possible—Despite Legal Gaps
Even if current Korean law does not require a formal response, nothing prevents your office from taking initiative. You can advocate for policy change. You can protect vulnerable beings. You can lead by example. To choose inaction is to signal indifference to suffering that is both well-documented and entirely preventable.

4. The Global Movement Will Continue
Make no mistake: dismissing these concerns procedurally will not silence those calling for justice. We will continue to work with concerned citizens worldwide to pressure local and national officials to end the cruel practice of lifelong tethering and ensure the inclusion of animals in disaster preparedness and evacuation plans.

South Korea has the opportunity to become a global leader in animal welfare—but not without deliberate, compassionate action. I urge you to reconsider your position and take meaningful steps toward ending this widespread cruelty and neglect.

한국 전역에서 오랜 기간 지속되어 온 개의 평생 목줄 고정이라는 비인도적인 관행과, 산불을 비롯한 재난 발생 시 반복적으로 벌어지고 있는 동물들의 참혹하고 충분히 막을 수 있었던 죽음에 대해, 저를 포함한 다수의 시민들이 깊은 우려를 표하며 문제 제기를 해왔습니다. 그러나 이에 대한 귀 기관의 형식적인 기각은 매우 실망스러운 결과이며, 본 서신은 이에 대한 단호한 반박의 뜻을 전하고자 합니다.

귀 기관이 본 사안을 「민원 처리법」에 따라 “처리해야 할 민원으로 인정되지 않아 종결처리함”이라고 판단한 것은, 단순한 절차적 해석을 넘어 동물들의 고통에 대한 도덕적 책임 회피로 비춰질 수 있습니다. 눈앞에서 벌어지고 있는 이 심각한 학대와 방치에 대해 공감하고 책임 있는 자세를 보이는 것이 정부의 책무라고 믿습니다.

1. 행정적 핑계로 도덕적 책임을 회피할 수 없습니다.
재난 상황에서 속수무책으로 묶여 타 죽어가는 개들의 비극은 단순한 법률 해석의 문제가 아닙니다. 이는 인간으로서의 양심에 대한 준엄한 질문이며, 현재진행형의 윤리적 파탄입니다. 이러한 중대한 문제를 “처리해야 할 민원으로 인정되지 않아 종결처리함”이라고 치부하는 것은 용납될 수 없는 직무 유기입니다.

2. 국제 사회가 이 잔혹한 현실을 주시하고 있습니다.
대한민국 전역에서 발생하는 동물 학대와 방치 문제는 이미 국제 사회에서 큰 우려와 비판을 받고 있습니다. 동물복지는 문명 사회의 기본적인 윤리적 가치이며, 재난 상황에서 동물을 보호하지 못하는 것은 대한민국의 국제적 이미지를 심각하게 훼손하는 행위입니다.

3. 법적 의무가 없더라도 윤리적 리더십은 가능합니다.
현행법이 해당 사안에 대한 공식 대응을 의무화하고 있지 않다 하더라도, 정부 기관으로서 정책적 개선을 제안하고 선제적으로 나설 도덕적 책임은 존재합니다. 지금 이 문제에 대해 아무런 조치를 취하지 않는 것은, 이미 잘 알려진 고통을 묵인하는 것과 다름없습니다.

4. 전 세계는 부당함에 침묵하지 않을 것입니다.
이 부당한 기각 결정이 정의를 향한 우리의 외침을 잠재울 수 있다고 생각한다면 오산입니다. 우리는 전 세계의 뜻을 같이하는 시민들과 계속 협력하여, 평생 목줄 고정이라는 잔혹한 관행을 종식시키고, 재난 시 모든 동물을 포괄하는 안전 대책 마련을 위한 모든 노력을 멈추지 않을 것입니다.

대한민국은 동물복지 분야에서 세계적인 모범이 될 수 있는 잠재력을 가지고 있습니다. 그러나 이는 공감과 결단이 동반된 실질적 행동 없이는 실현될 수 없습니다. 귀 기관이 이번 사안에 대해 다시 한 번 깊이 숙고하시고, 만연한 동물 학대와 방치를 끝내기 위한 책임 있는 조치를 취해 주실 것을 진심으로 요청드립니다.
