3.귀하의 제안에 대해 검토한 의견은 다음과 같습니다.
-문경시는 동물들의 복지를 위해 애쓰는 선생님께 경의를 표합니다. 선생님이 청원하신 불법 개고기 농장과 도축장, 시장의 폐쇄를 위하여 우리들은 노력하고 있지만, 아직까지 관련 법령이 미정비 되어 있습니다. 우리시는 관련 법령의 한계에도 불구하고 설득과 타협, 지도 등으로 관련 시설들을 최대한 폐쇄시키기 위해 노력하겠습니다. 지금 바로 문제가 해결될 것은 아니지만 이러한 노력으로 선생님이 청원한 건이 조속히 해결되길 우리시도 원하고 있습니다. 감사합니다.

However, related laws have not yet been established. even though we have the limitations We try to shut down the facilities as much as possible by persuasion, compromise, guidance, etc. This is not going to solve the problem right now, but I expect your petition to be resolved as soon as possible.

3.귀하의 제안에 대해 검토한 의견은 다음과 같습니다.
문경시는 동물들의 복지와 생명존중 문화를 확산시키기 위해 애쓰는 선생님께 경의를 표합니다. 선생님이 청원하신 개 시장의 폐쇄를 위하여 노력하고 있지만, 아직까지 관련 법령(축산위생관리법, 동물보호법, 축산법 등)이 미정비 되어 있어, 개시장이 열리는 현장에 법적용에 한계가 있습니다. 우리시는 관련 법령의 한계에도 불구하고 산양면 연소리 일대의 개시장을 여러 기관과 협력하여 폐쇄 조치하였습니다. 추후에도 재 발생이 되지 않도록 지속적으로 노력 하겠으며, 수사기관이나 동물보호 단체 등과 협력하여 법 위반 사례 발견 즉시 경찰에 고발, 행정처분을 실시하겠습니다.
