Rudy’s Letters Reached Korea’s National Assembly — Yours Can Too

Dedicated animal advocate and our friend, Rudy Gallardo, frequently sends protest letters by post and often receives responses from the Korean government. Below is a reply from the National Assembly of South Korea acknowledging the receipt of one of Rudy’s petition letters.

Not all petitions receive a response, but your letter will still likely be officially recorded and considered. Rudy believes he often gets replies because he begins his letters with warm greetings from Texas, mentions that he has personally visited Korea and witnessed the cruelty firsthand, and even includes his airline boarding passes as proof. Thank you, Rudy, for your remarkable dedication!

Someone recently asked us whether they should send a postal letter to the Korean government in addition to emails and e-People petitions. Our answer is yes—if you can, do it. Postal letters are much harder for officials to ignore, whereas some emails are filtered or blocked as spam by Korean government officials.

At the National Assembly, there is also a formal process: petition letters are registered, assigned a “Management No” for tracking, and then forwarded to the relevant committees, as you can see in the response below.

We hereby inform you that your petition titled “Request for New Regulations on Banning Dog Tethering and New Provisions for Companion Animal Evacuation During Disasters” (Management No. 2202719, received on May 30, 2025) has been forwarded as an opinion for the improvement of relevant laws, systems, and policies to the Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee (phone: 02-6788-5420) on June 19, 2025.
