1. 동물보호 및 복지에 대한 소중한 관심과 의견에 진심으로 감사드립니다.
2. 귀하께서 제시하신 민원 내용에 대해 검토한 결과, 우리군 내에는 개고기를 공급을 위해 운영중인 불법 개농장은 없는 것으로 파악되며 동물보호법 제8조(동물학대 등의 금지)에 해당하는 방법으로 도살하는 도살장 또한 없습니다.
3. 축산물위생관리법상 개는 가축으로 분류되지 않기 때문에 이 법령으로 개 도살에 대한 처벌은 할 수 없습니다.
4. 개 사육시설은 「가축분뇨의 관리 및 이용에 관한 법률」 제11조제3항에 따라 면적 60m² 이상의 개 사육시설은 신고대상으로 신고를 하여야 하고, 같은 법 제17조에 따라 해당 시설의 가축분뇨 및 퇴비가 외부로 유출되지 않도록 관리하고 있습니다.
5. ‘음식물 쓰레기를 가공하여 개에게 먹이로 주는 위반 행위’에 경우, 관내 수거된 모든 음식폐기물은 퇴비로 생산하기 때문에 동물의 먹이로 이용 되지 않고 있다는 점을 알려 드립니다.
6. 또한 우리군에는 식품위생법을 위반하여 전통야외시장 등에서 개의 사체를 전시 및 판매하는 곳은 없으며, 식용개를 이용하여 전문적으로 음식류를 조리 판매하는 음식점도 없습니다.

Results 1. Thank you for your interest in and efforts for animal protection.
2. After reviewing your petition, we have concluded that there is no illegal dog breeding farm operated to supply dog meat in this county. Therefore, there is no slaughterhouse that slaughters dogs using methods prohibited under Article 8 (Prohibition of Animal Abuse) of the Animal Protection Act.
3. Dog slaughter is not punishable under the Livestock Products Sanitary Control Act since dogs are not classified as livestock under the Act.
4. Dog breeding facilities are in accordance with Article 11 (3) of the Act on the Management and Use of Livestock Manure, Dog breeding facilities with an area of 60 m² or more must be reported, Pursuant to Article 17 of the same Act, Every effort is made to ensure that livestock manure and compost are not leaked to the outside.
5. Feeding dogs with food wastes or leftover food is deemed to constitute a violation of the law. Since all food wastes collected within the country are used to produce composite, however, no food wastes are used to feed animals.
6. No vendors exhibit or sell dog carcasses at traditional outdoor markets in this county in violation of the Food Sanitation Act. Neither are there restaurants specializing in cooking and selling dog meat-based dishes.
