Update: Namwon’s claim that there are no dog farms and slaughterhouses is false. On 1/9/2023 (1/10/2023 Korea time), we called Namwon and talked to Yoon J.E. in the livestock department, who took over the responsibility of the person who responded to our petition. She has confirmed that there are dog farms. We asked for the addresses of these dog farms. She said that she needed to consult with someone. We filed an e-People petition and sent her a petition email.

2. 귀하의 민원내용은 ‘불법 개 농장, 도축장, 시장 폐쇄’에 관한 것으로 이해됩니다.
3. 귀하의 질의사항에 대해 검토한 의견은 다음과 같습니다.
가. 현재 남원시 관내에 불법 개 농장, 도축장 및 시장은 없는 것으로 파악됩니다.
나. 축산물위생관리법 제7조 1항은 제2조에서 정의하는 가축에 해당하는 조항이며 동법 제2조의 정의에서 규정하는 가축에 개는 포함되지 않으므로 해당 조항을 적용하기에는 어려운 점이 있습니다.
다. 불법적인 개 도살은 동물보호법 제8조, 제10조를 위반한 사항임으로 관내에서 이런 일이 일어나지 않도록 감독하도록 하겠습니다.

1. How are you? We will inform you of the review result of the complaint that you applied through the National Newspaper.
2. It is understood that your complaint relates to ‘illegal Dog Farm, Slaughterhouse, Market Closure’.
3. The opinions we reviewed on your inquiry are as follows.
ⅰ) Currently, there are no illegal dog farms, slaughterhouses and markets in Namwon City.
ⅱ) Article 7 (1) of the Livestock Sanitation Control Act is a livestock provision defined in Article 2 and does not include dogs in the livestock prescribed in Article 2 of the Act, making it difficult to apply that provision.
ⅲ) Illegal dog slaughter is a violation of Articles 8 and 10 of the Animal Protection Act, so we will supervise it to prevent this from happening in the building.
