2. Your complaint is understood to be about “measures to be taken against dog-eating related illegal matters.
3. The answer to it is as follows.
(Agriculture and Livestock Support Department)
A. Social consensus with the improvement in legal system is needed in relation to the ban on dog-eating, and the city are continuing crackdown on it to prevent animal abuse related to dog slaughter.
(Resource Circulation Department)
A. According to the Article 46 (1) of the Waste Control Act and Article 66 (attached Table 16) of the Enforcement Rules of the Act, the act of feeding dogs in barn food wastes is seen as an act that reuses food waste, etc. as food for his or her livestock, and if he or she intends to do this act, he or she is required to submit a report on waste disposal, and the city has been frequently making inspection on waste disposal reporters.
B. In addition, under Article 15-2 of the Waste Management Act, a large volume of food waste disposal business places shall have waste recycled by the entrusted company or by its own prescribed by the Act, and the waste generation control and disposal plan shall be reported.
C. However, For those that illegally recycle food waste without reporting it to the administrative agency in violation of the procedures or regulations prescribed by the above statutes, We will crack down on them and manage them to comply with the relevant regulations within the legal system.

A. Under the current Food Sanitation Act, non-reported businesses that cook and sell dog meat are being sued. Sanitary education is provided and sanitation is inspected at the place where the sales report is made.
B. In response, we expect the enactment and revision of the Food Sanitation Act related to eating dog meat through social consensus, and we are continuously cracking down on non-reported business activities.
C.Finally, we will notify the businesses reported to the businesses and do our best to conduct on-site education and sanitation in spection under the Food Sanitation Act.
(Sewage disposal Department)
A. We inform you that the work of reporting and disposing of livestock excrement facilities in Namyangju City has been entrusted to eight administrative welfare centers in the jurisdiction of the city, and that specific complaints should be dealt with in the relevant administrative welfare center.

(농축산지원과)
가. 개 식용 금지 관련하여는 사회적인 합의 및 제도 정비가 필요한 상황이며, 우리시에서는 개 도살 관련 동물학대를 방지하기 위하여 현장지도, 단속을 지속 실시하고 있습니다.
(자원순환과)
가. 개 농장에 음식물폐기물을 먹이로 공급하는 행위는 폐기물관리법 제46조제1항 및 같은법 시행규칙 제66조 (별표16)에 따라 음식물류 폐기물등을 자신의 가축의 먹이로 재활용하는자에 해당되며, 위 행위를 하고자 하는 할 경우 폐기물처리신고를 득하도록 규정하고 있고 우리시에서는 폐기물처리신고자를 정기 및 수시로 지도.점검하며 관리하고 있습니다.
나. 또한 폐기물관리법 제15조의 2의 규정에 의한 음식물류 페기물 다량배출사업장은 법에서 정하는 위탁 가능한 업체에 위탁 또는 자가 재활용하여야 하며 폐기물 발생 억제 및 처리 계획을 신고하도록 규정되어 있습니다.
다. 다만, 위 법령이 정한 절차나 규정을 위반한 채 행정기관에 신고를 하지 아니하고 불법적으로 음식물폐기물을 재활용하는 자에 대하여는 지속적 확인.단속하여 법제도 내에서 관련규정을 준수토록 관리를 철저히 하도록 하겠습니다.
(위생과)
가. 현재의 식품위생법상 개고기 등을 조리하여 판매하는 무신고 업소의 경우 고발 조치중이며, 영업신고된 장소에서 적법한 원재료의 사용 조리토록 위생교육을 하고 위생점검을 실시하고 있습니다.
나. 이에, 사회적 합의를 통해 개고기 식용행위 관련 식품위생법상의 제정 및 개정을 마련될 것으로 기대하고 있으며, 무신고 영업행위에 대해서는 지속적으로 단속중임을 알려드립니다.
다. 끝으로, 영업신고된 업소에 관련 사항을 고지하고 식품위생법상 현장 교육 및 위생점검에 최선을 다하도록 하겠습니다.
(하수처리과)
가. 남양주시 가축분뇨배출시설 신고, 처분 등 업무는 관내 8개 행정복지센터업무로 사무위임 되어 있는바, 특정된 구체적 민원사항에 대하여는 해당지역 행정복지센터로 건의 조치되어야 함을 알려드립니다.
