🖤 Update: The Dog Hidden by the Abuser Was Pasha’s Mother

We now have a critical—and heartbreaking—update. The dog initially believed to be Pasha’s puppy, hidden by the abuser, was not his child at all. She was his mother. Her name is Asha.

Yesterday, CARE traveled to Gwangju to meet the couple who adopted Asha about a month ago. What we learned was deeply disturbing. Shortly after Pasha’s tragic death, the abuser contacted Asha’s adopters and begged them to lie—asking them to say, “Asha was healthy.”

But the truth was painfully obvious. Asha is terrified of leashes, flinches at sudden movements, and shows every sign of a life lived in fear and neglect. Her hind legs are so weak, she can barely run. The trauma of being beaten, dragged, and mistreated is written all over her body.

And yet—despite everything—Asha still looks at people with gentle eyes. She shows affection to everyone she meets. She has every reason to fear, but still chooses love.

🏥 Asha Begins Her Healing

Today, CARE brought Asha from Gwangju to a major veterinary hospital in Gangnam for a full medical evaluation. Every visible and hidden injury will be documented as evidence of abuse—and she will receive the care she has always deserved.

The abuser is still watching CARE’s livestreams. CARE wants him to see this—not because CARE expect remorse, but so he will never forget how the dogs who once trusted him were betrayed, tortured, and left to die.

🐾 Pasha’s Death Will Not Be in Vain: Introducing Pasha’s Law

Pasha’s story is not just a tragedy—it’s a turning point. CARE is taking action to ensure this never happens again. CARE is launching a legislative campaign to pass Pasha’s Law, which will address the systemic failures that allowed this cruelty to happen.

Key Provisions of Pasha’s Law:

1. Ban on dragging animals with vehicles of any kind (bicycles, motorcycles, cars, scooters).

2. Mandatory “Golden Hour” response: Immediate police and local authority action during abuse cases, prioritizing 24/7 emergency veterinary care.

3. Required autopsies for all deceased abused animals to determine cause of death and preserve legal evidence.

4. Automatic protection for animals in abusive environments, including those not directly injured.

5. Minimum 5-year ban on animal ownership for convicted abusers. No rescued animal can be returned to their abuser.

6. Legal consequences for officials who neglect their duty or obstruct rescue efforts—including administrative and criminal penalties.

7. Mandatory animal rights training for public officials, police, and shelter staff.

8. Rescued animals to be entrusted to animal welfare organizations—not shelters that may lack urgency or authority.

The suspect, as the owner of Pasha, a Border Collie, committed a heinous act by tying his dog to an electric bicycle and dragging him for several miles. This brutal act left Pasha bloody and collapsed. Despite being witnessed by numerous citizens and with clear video evidence (CCTV, etc.), the suspect evaded responsibility, causing a disturbance and claiming he was merely “exercising” the dog for weight loss. He showed no sign of shock and made no attempt to take his bleeding, dying dog to a hospital. As a result, Pasha tragically died in extreme pain.

1. This Is Not a Typical Case of Animal Cruelty
This crime, committed in a public space and in front of many witnesses, has caused profound social distress and shock. The abuser’s actions fall directly under Article 10, Section 1, Clause 1 of the Animal Protection Act, which prohibits causing death through cruel and inhumane methods. Furthermore, his failure to provide timely medical care, which led to the dog’s death, is a violation of the owner’s duty of protection and a clear crime under Article 10, Section 4, Clause 2 of the Animal Protection Act. It also appears the abuser violated Article 69, Section 1 of the Animal Protection Act by engaging in illegal animal breeding and sales.

2. Why an Arrest Is Necessary
For years, multiple witnesses and police reports have documented the suspect’s history of abuse and neglect, yet he continues to minimize, conceal, and deny his crime. Securing CCTV footage and preserving all evidence is absolutely critical. Similar cases in the past have not been properly punished, leading to repeated offenses. This case, however, has triggered an unprecedented level of public outrage in our nation. If strong legal action is not taken now, our country risks being seen internationally as one that tolerates animal cruelty.

3. Our Demands
We demand the immediate arrest and investigation of the suspect. We insist on the thorough collection of all CCTV footage and evidence from the crime scene and surrounding areas. We urge you to gather all witness statements regarding the various violations of the Animal Protection Act and apply every applicable charge to ensure severe punishment. We call for a review of the administrative gaps in animal protection within police precincts and demand systematic reforms to prevent such incidents from ever happening again.

4. A Plea from Citizens
Animals cannot speak or protest for themselves. For this reason, justice must be served in this case, and Pasha’s suffering must not be in vain. This is the animal cruelty case that has caused the greatest public outrage. We, the global community, demand that the law uphold a standard of justice and ensure the abuser receives the highest level of punishment to prevent this from ever happening again. 어제 케어는 전라도 광주로 달려가, 파샤의 엄마 아샤를 약 한 달 전 입양한 가정을 만났습니다.
입양자는 충격적인 사실을 전해 주었습니다.
학대자가 사건 직후 전화를 걸어, “아샤의 건강이 원래 좋았다”고 말해 달라고 요청했다는 것입니다. 하지만 실제 아샤의 상태는 정반대였습니다.
줄을 무서워하고, 주눅이 들어 눈치를 보며, 결코 사랑받은 아이의 모습이 아니었습니다. 뒷다리 건강도 좋지 않아 마음껏 뛰지도 못합니다. 학대자의 손에 맞고, 끌려 다니며 살아온 흔적이 너무나도 분명했습니다.
그럼에도 불구하고 아샤는 낯선 사람에게도 따뜻한 눈빛을 보내고, 누구에게나 평등하게 사랑을 표현하는 아이였습니다.

자전거, 오토바이, 차량, 전동퀵보드 등에 동물을 매달고 이동하는 행위를 전면 금지합니다.
2. 동물학대 골든타임 대응 의무화
학대 의심 시 지자체와 경찰은 즉시 현장에 출동하고, 동물은 격리 조치해야 합니다.
응급 상황에서는 24시간 운영되는 동물병원으로의 이송을 우선 원칙으로 명문화합니다.
3. 피학대동물 사망 시 사체 검시 및 사인 규명 의무
동물 사망 시 수의학적 검시 절차를 의무화하고, 사인을 명확히 규명하여 책임 소재 판단의 근거를 확보합니다.
4. 잠재적 피해동물 보호 조항 신설
학대 환경에 있었던 동물은 자동으로 격리 및 건강 검진 대상이 되며, 직접 피해 동물 외에도 간접 피해 동물에 대한 보호 조치를 의무화합니다.
