A Dog Eating Chicken Feed?
Coexistence of Animal Rights on Earth (CARE) found a dog tied to a 50cm (less than 20 inches) chain for three long years.
His story had been shared on social media for seven weeks, showing him trapped in filth, yet no one came to rescue him. When CARE finally arrived, chicken feed was still scattered on the ground, and his only water was a bowl of muddy sludge.
The dog wagged his tail eagerly, trying to approach people, but the rusty, short chain around his neck held him back. The ground was soaked with urine and feces, the bowls were rusted, and when it rained, the earth turned to mud.
How many days — how many years — had this dog endured such a miserable life?

Dog’s owner: “Name? It’s just a dog…”
“Just a Dog.”
A six-hour tug-of-war to rescue the “just a dog.”
Persistent persuasion, negotiation, and waiting — finally, CARE succeeded. Thanks to the continuous YouTube live stream and the outpouring message of support from all of you, we were able to bring him to safety.
On his first walk — his first outing in three years — he was full of joy, sniffing everything around him. Seeing his cute face covered in grass seeds, CARE named him Paul-ssi, derived from 풀씨 meaning “grass seed.”
CARE will protect Paul-ssi so that his name — and his life — will never disappear again. He will never again be “just a dog.”
Paul’s medical checkup revealed heartworm, cystitis, and prostate enlargement, and treatment has already begun.
Neglect leading to illness constitutes animal abuse, and therefore, seizure and protection measures are required. CARE will formally request that Gimpo City Hall seize custody (with CARE as his guardian) and proceed with ownership transfer.

Paul lived in unimaginable misery: confined to filthy, urine- and feces-soaked ground, with rusty, mud-stained bowls of water and scraps of chicken feed as his only sustenance. Despite wagging his tail and seeking human contact, he was trapped by a short, rusty chain and utterly neglected. For three years, Paul endured suffering that no dog should ever know—all while the owner ignored his most basic needs and treated his life as meaningless.
Medical examination revealed heartworm, cystitis, and prostate enlargement, direct consequences of prolonged neglect. Such cruelty is criminal under the Animal Protection Act, and the owner’s callous inaction is morally and legally indefensible.
We call on Gimpo City Hall to act immediately:
1. Seize Paul and place him into protective custody under CARE, and reimburse CARE for the medical expenses incurred for his treatment.
2. Investigate and prosecute the owner for abuse and neglect.
3. Review local enforcement procedures to prevent future cases of long-term chaining and neglect.
4. Ensure accountability for any officials who failed to act despite clear evidence of abuse.
Paul endured years of confinement, hunger, and suffering while being treated as “just a dog.” South Korea’s Animal Protection Act exists to prevent such cruelty. Failure to act is not merely neglect—it is complicity.

케어가 찾아간 아이입니다.
7주 간이나 오물 범벅 땅에 있는 모습이 SNS 에 올라왔지만 구조되지 못한 아이.
