South Korea’s Guidelines for the Rescue and Protection of Companion Animals During Natural Disasters

KoreanDogs.org and numerous Korean animal welfare organizations have long campaigned against the barbaric practice of leaving tethered dogs to burn alive during wildfires. In the aftermath of the devastating wildfires that swept through South Korea in March 2025, we intensified our efforts to address this urgent and deeply inhumane issue.

In May 2025, South Korea’s Ministry of Agriculture, Food, and Rural Affairs (MAFRA) released the Guidelines (Manual) for the Rescue and Protection of Companion Animals During Natural Disasters, distributing it to local governments and relevant agencies for reference and implementation. This marks a hard-won, albeit partial, victory for all of us who have tirelessly fought to protect companion animals from the horrors of wildfires.

Ⅰ. General Information

1 Purpose

This manual outlines the tasks and roles that national and local governments must prepare for and carry out at each stage of disaster response (prevention/preparedness, response, and recovery) to ensure the safe evacuation and protection of companion animals and their guardians during disaster situations caused by events such as wildfires and floods.

2 Background

As the number of households raising companion animals increases in Korea, supporting people in evacuating and responding to disasters with their companion animals has emerged as a key issue. If the safety of companion animals is not ensured during such events, entire households may be unable to respond promptly, increasing their risk of exposure to danger. Therefore, a manual that ensures the safety of both animals and humans—protecting families with companion animals—is essential to safeguarding the health and safety of citizens during disasters.

3 Scope of Application

A. This manual applies in situations where disasters such as wildfires or water-related events (e.g., typhoons and heavy rains) occur or are likely to occur.

B. It is applied to the response activities of the Ministry of Agriculture, Food and Rural Affairs (MAFRA), local governments, and related agencies when damage to companion animals occurs or is likely to occur due to a disaster.

C. In the event of disasters other than wildfires or floods, if no separate manual exists, response activities should follow the guidelines outlined in this manual.

4 Legal Basis

A. Animal Protection Act

1) Article 4 (Responsibilities of the National, Local Governments, and Citizens)
① The national and local governments must establish and implement necessary policies for the proper protection and management of animals, including the prevention of animal cruelty.
⑥ All citizens must endeavor to protect animals, including actively cooperating with the policies of the national and local governments aimed at animal protection.

2) Article 9 (Proper Rearing and Management)
④ Owners and others responsible for animals shall make efforts to ensure the safe evacuation of animals in the event of a disaster.

B. Framework Act on the Management of Disaster and Safety

1) Article 4 (Duties of the Government, etc.)
① The national and local governments must protect the lives, physical well-being, and property of the people from disasters and other accidents. They must strive to prevent such disasters and accidents and minimize the damage. In the event of such incidents, they shall establish and implement plans to respond promptly, carry out recovery efforts, and support a return to normal life.

2) Article 5 (Duties of the People)
The people shall cooperate to the fullest extent possible when the national and local governments carry out disaster and safety management tasks, and shall make efforts to prevent disasters or other accidents from occurring in buildings, facilities, or other properties they own or use.

Ⅱ. Crisis Levels and Response System

1. Crisis warnings are issued by the Korea Forest Service considering the results of crisis assessment, characteristics of the crisis situation, speed of development, possibility of damage expansion, ripple effects, etc.

2. In particular, as the types of disasters and accidents become increasingly complex and diverse, it is more appropriate to apply the four crisis levels—Attention, Caution, Alert, and Severe—flexibly according to the specific situation, rather than adhering to them rigidly.

※ Typhoon and heavy rain crisis alerts may be issued nationwide or regionally, regardless of sequence, depending on the situation.

※ However, the above issuance criteria serve as guidelines for issuing disaster warnings. Actual warnings are determined by a situational assessment meeting (internal crisis evaluation meeting), considering factors such as the speed of situation development and the scale of impact.

1. The Ministry of the Interior and Safety, based on meteorological information (typhoon or heavy rain information) from the Korea Meteorological Administration, issues a crisis alert after a situation assessment meeting (internal crisis evaluation meeting) when a typhoon or heavy rain crisis is anticipated.

※ During the summer natural disaster countermeasures period (May 15th to October 15th), maintain “Attention” level for typhoon/heavy rain crisis warnings with related organizations and local authorities (no separate notification).

2. Crisis assessment is conducted based on a comprehensive evaluation of factors such as the severity, urgency, potential for escalation, speed of development, duration, ripple effects, domestic and international public opinion, and the government’s response capacity.

3 Response System

Upon the issuance of a ‘Severe’ crisis alert, the Ministry of Agriculture, Food and Rural Affairs shall immediately establish a situation room (led by the Animal Welfare Policy Division) and dispatch and set up a central support team on-site to assess damages and provide support.

Ⅲ. Crisis Management Activities by Stage

1 Prevention and Preparation Stage

A. Key Action Items

Each local authority shall establish and implement a “Detailed Manual for Companion Animal Rescue and Protection during Forest Fire and Flood Disasters,” including the following:

◆ Establishment of relevant ordinances and reorganization of response teams
◆ Pre-designation and management of temporary companion animal shelters (hub facilities) by local authorities
◆ Regular facility inspections, mock drills, and education for disaster preparedness

B. Detailed Activities

1) Establishment of Relevant Ordinances and Reorganization of Response Teams

a) Enactment/Amendment of Ordinances for Companion Animal Rescue and Protection During Disasters

To ensure systematic response during disasters, local ordinances can be amended to include provisions related to companion animal evacuation and response systems during disasters.

b) Designation of Pet Evacuation and Rescue Personnel and Work Distribution

Personnel to perform related duties in the central support team established and operated during disasters will be designated and their duties distributed. City/provincial personnel will establish an emergency contact network with cities/counties, etc., to ensure effective response

c) Establishment of a Regional Animal Disaster Emergency Response Network (tentative name)

Local authorities shall establish a network with regional veterinary associations, animal hospitals, animal shelters, animal welfare organizations, associations, etc., in advance to prepare for disaster situations, and establish a disaster response plan through collaboration. If necessary, memorandums of understanding can be signed, and a list of available resources such as personnel, equipment, transportation, and relief supplies will be secured to ensure effective distribution during a disaster.

2) Pre-designation and Management of Temporary Pet Shelters (Hub Facilities) by Local Authorities

a) Designation of Pet Cafes, Private Shelters, etc., as Temporary Shelters (Hub Facilities)

Local authorities will pre-designate hub facilities that can be operated as temporary pet shelters during disasters. Hub facilities can utilize various resources such as local pet cafes, private shelters, and pet theme parks. Temporary shelters will temporarily protect pets of local residents who have lost their living space due to fire, etc., or provide emergency treatment for injured pets, such as those with burns.

b) Pre-stocking Emergency Supplies at Temporary Shelters (Hub Facilities)

Necessary supplies for emergency use, such as feed, medicine, diagnostic kits, and kennels, will be pre-stocked. If stocking at temporary shelters is difficult, they will be stocked at nearby animal shelters, and in an emergency, transported to the pre-designated temporary shelters. No separate budget is needed if existing inventory levels of supplies used at local animal shelters, etc., are maintained above a certain level.

3) Regular Facility Inspections, Mock Drills, and Education for Disaster Preparedness

a) Regular Inspections

Facilities designated as temporary shelters by local authorities will be inspected at least once a year. Inspection items include the capacity to accommodate pets, size of accommodation devices, soundproofing/ventilation/lighting, fire prevention facilities, and the status of emergency supplies.

b) Mock Drills

Mock drills will be planned and executed at least once a year to identify evacuation routes during disasters, and then improved through feedback.

c) Education

Information and education will be provided to pet guardians in the region so that they can plan disaster evacuation in advance and identify evacuation routes.

2 Response Stage

B. Detailed Activities

1) Activation of Situation Room and Central Support Team

Immediately upon the issuance of a ‘Severe’ crisis alert, the Ministry of Agriculture, Food and Rural Affairs (MAFRA) will establish a Situation Room (overall management: Animal Welfare Policy Division) and dispatch/set up a Central Support Group at the scene to assess damage and provide assistance. However, even if the crisis alert is ‘Alert’ or lower, the Situation Room and Central Support Group can be activated if necessary. The Situation Room and Central Support Group will remain operational until the situation concludes (crisis alert lowered).

2) Operation of Temporary Companion Animal Shelters (Hub Facilities)

Immediately upon a ‘Severe’ crisis alert, pre-designated hub facilities will be operated as temporary companion animal shelters. Pre-stocked supplies will be transported to these temporary shelters, and they can be utilized as a base for companion animal treatment during local animal disaster emergency network activities. Additionally, separate from the pre-designated hub facilities, temporary companion animal shelters can be operated using tents or fences in the immediate vicinity of temporary housing facilities.

3) Guidance on Companion Animal Evacuation

Disaster alert messages and broadcasts may include guidance that evacuation (temporary shelter) with companion animals is possible. If evacuation must occur without the animal, the pet’s leash should be untied. However, since disaster messages and broadcasts are intended for a general audience, it is preferable not to specify individual locations. Instead, they should provide guidance on how to check companion animal evacuation procedures or locate nearby shelters (e.g., by referring to the local government website).

4) Rescue of Affected Animals

a) Formation of Rescue Team

MAFRA’s Central Support Team will, in cooperation with organizations, associations, local governments, etc., form a team comprising veterinarians, assistant personnel, support personnel, and volunteers to discover, rescue, and treat companion animals in critical conditions such as burns, as follows:

b) Rescue Team Training

Before the formed rescue team begins its activities, necessary training will be provided on the rescue manual for disaster situations, patient classification and corresponding emergency treatment methods, rescuer safety education, handling methods according to animal type, and treatment guidelines by animal type. The training will be overseen by animal organizations or veterinary associations with rescue experience.

c) On-site Rescue

Prioritize the safety of the rescue team and animals, swiftly identify the location and condition of animals in the disaster area, and determine rescue priorities. The step-by-step rescue procedure is as follows:

B. Detailed Activities

1) Survey and Documentation of Animals Affected by Wildfires and Floods

The status of animals affected by disasters shall be surveyed and documented by region (city/county level), by species (e.g., dogs, cats), and by type of damage (e.g., deceased, severely injured, mildly injured, temporarily sheltered). The assessment must include not only animals rescued by local governments but also those rescued by animal protection organizations, local veterinary associations, and other relevant groups. Officials from the Ministry of Agriculture, Food and Rural Affairs, assigned to the Central Support Team, shall continuously monitor and record the data (Appendix 1). Local governments must actively cooperate in identifying, surveying, and documenting the status of affected animals.

2) Treatment and Protection of Affected Animals Through Public-Private Cooperation

a) Medical Treatment

Emergency treatment for affected animals will be carried out using temporary companion animal shelters (hub facilities). During emergency treatment, assistance can be received from animal welfare organizations and volunteer veterinarians. Response measures based on the animal’s condition are as shown in the table below:

b) Protection

Animals that have received emergency treatment may be hospitalized at veterinary clinics if further treatment is needed, or temporarily sheltered at local government animal care centers in the case of minor injuries. If the owner requests the return of the animal, it shall be returned. For animals without an owner, efforts shall be made to facilitate adoption. If necessary, temporary shelter for affected animals may be requested from other cities or provinces through coordination.

c) Progress Management and Recording

The response process for each animal shall be documented in the following sequence:
① rescue, ② temporary medical treatment, ③ return to owner, admission to a shelter or hospitalization at a partner veterinary clinic, ④ end of care (e.g., adoption). A designated recorder from the rescue team’s support personnel shall be responsible for maintaining these records. The recorded information shall be continuously shared with the Ministry of Agriculture, Food and Rural Affairs (Central Support Team).

3) Support for Rescue and Treatment Costs of Animals Affected by Forest Fires and Floods

National and local governments can support rescue and protection costs (e.g., purchasing medical consumables) for animals affected by forest fires and floods if necessary (requiring a revision of MAFRA’s guidelines). They can also partially cover the treatment costs incurred for these animals through separate budget allocation.

우리나라에서 반려동물을 키우는 가구가 증가함에 따라 재난 시반려동물과 함께 대피하고 대응할 수 있도록 돕는 것이 주요 이슈로대두됨. 재난 시 반려동물의 안전이 보장받지 못하면 이로 인하여 반려동물가족전체가 신속하게 대처하지 못하고 위험에 노출될 가능성이 높음. 재난시시민의 안전과 건강을 지키기 위해 동물과 사람을 포함하는 반려동물가족의 안전을 지키기 위한 매뉴얼이 긴요함

3 적용 범위

가. 이 매뉴얼은 산불, 태풍·호우 등 수해로 인한 재난이 발생하거나발생할 우려가 있는 상황에 적용함

나. 재난으로 인해 반려동물 피해가 발생하거나 발생할 우려가있는상황에서 농림축산식품부·지자체·유관기관의 대응활동에 적용

다. 산불·수해 이외 재난이 발생하더라도, 별도 매뉴얼이 없는경우현 매뉴얼에 준하여 대응한다.

4 근거 법령

가. 「동물보호법」

1) 제4조(국가·지방자치단체 및 국민의 책무) ① 국가와 지방자치단체는 동물학대 방지 등 동물을 적정하게 보호·관리하기위하여필요한 시책을 수립·시행하여야 한다.
⑥ 모든 국민은 동물을 보호하기 위한 국가와 지방자치단체의시책에 적극 협조하는 등 동물의 보호를 위하여 노력하여야한다.

2) 제9조(적정한 사육·관리) ④ 소유자등은 재난 시 동물이 안전하게대피할 수 있도록 노력하여야 한다.

나. 「재난 및 안전관리 기본법」

1) 제4조(국가 등의 책무) ① 국가와 지방자치단체는 재난이나 그밖의각종 사고로부터 국민의 생명·신체 및 재산을 보호할 책무를지고, 재난이나 그 밖의 각종 사고를 예방하고 피해를 줄이기 위하여노력하여야 하며, 발생한 피해를 신속히 대응·복구하여 일상으로회복할수 있도록 지원하기 위한 계획을 수립·시행하여야 한다.

2) 제5조(국민의 책무) 국민은 국가와 지방자치단체가 재난 및안전관리업무를 수행할 때 최대한 협조하여야 하고, 자기가 소유하거나사용하는 건물·시설 등으로부터 재난이나 그 밖의 각종사고가발생하지 아니하도록 노력하여야 한다.

Ⅱ. 위기 수준과 대응 체계

1 산불 위기경보 수준

2) 특히, 재난 및 사고의 유형이 복잡하고 다변화됨에 따라관심‧ 주의‧경계‧심각 4단계를 경직적으로 적용하는 것보다는위기상황에 따라 탄력적으로 적용

※ 태풍·호우 위기경보는 상황에 따라 순차에 관계없이, 전국적 또는 지역적으로 발령 가능
※ 단, 위 발령기준은 재난에 대한 경보 발령을 위한 기준 제시이며, 실제 경보 발령은 상황의전개속도, 파급효과 등을 감안하여 상황판단회의(자체위기평가회의)에서 결정함

1) 행정안전부는 기상청의 기상정보(태풍·호우정보)를 바탕으로태풍· 호우 위기발생이 예상되는 경우, 상황판단회의(자체위기평가회의)를거쳐 위기경보 발령
※ 여름철 자연재난 대책기간(5.15∼10.15) 시작과 동시에 유관기관 및지자체와 함께 태풍·호우 위기경보 “관심” 수준 유지(별도 통보 없음)

2) 위기 평가는 상황의 심각성, 시급성, 확대 가능성, 전개속도, 지속 시간, 파급 효과, 국내·외 여론, 정부의 대응능력등을종합적으로 고려하여 평가

3 대응 체계

위기경보 ‘심각’ 발령 즉시 농식품부에 상황실(총괄 : 동물복지정책과)을설치하고, 현장에 중앙지원단을 파견·설치하여 피해 파악 및 지원

Ⅲ. 단계별 위기관리 활동

1 예방·대비 단계

가. 중점 추진사항

지자체별로 아래 사항을 포함하여 「산불·수해 재난」 시반려동물 구조·보호 세부 매뉴얼을 수립 및 시행한다.

나. 세부 활동 내용

1) 근거 조례 마련 및 대응 조직 정비

가) 재난 시 반려동물 구조·보호 위한 조례 제·개정
재난 발생 시 체계적 대응을 위해 지자체 조례에 재난시반려동물 대피, 대응체계 등과 관련한 항목을 신설할 수있다.

나) 반려동물 대피 및 구조 담당자 지정 및 업무 분담
재난 시 설치·운영되는 중앙지원단에서 관련 업무를수행할담당자를 지정하고 업무를 분담한다. 시·도 담당자는 효과적인대응이 이루어질 수 있도록 시·군 등과 비상연락망을 구축한다.

다) 지역 내 동물재난응급대응 네트워크(가칭) 구축
지자체는 재난 상황에 대비하여 지역 수의사회, 동물병원, 동물보호시설, 동물보호단체, 협회 등과 사전에 네트워크를구축하고, 협업을 통한 재난 대응 계획을 수립한다. 필요한경우 업무협약을 맺을 수 있으며, 인력, 장비, 운송수단, 구호 물품 등 가용 자원 목록을 확보하여 재난 시 효과적으로배분될 수 있도록 한다.

2) 지자체별 반려동물 임시대피소(거점 시설) 사전 지정·관리

가) 펫카페, 민간보호소 등을 임시대피소(거점 시설)로지정
지자체별로 재난 시 반려동물 임시대피소로 운영가능한거점시설을 사전에 지정한다. 거점 시설은 지역에 소재한 펫카페, 민간보호소, 반려동물 테마파크 등 다양한 자원을 활용할수있다. 임시대피소는 화재 등으로 인해 주거 공간을 상실한지역 주민 반려동물을 임시 보호하거나, 화상 등 부상을입은반려동물에 대한 응급치료를 진행한다.

나) 임시대피소(거점 시설)에 비상시 대비 물품 사전 비축
사료, 약품, 진단키트, 켄넬 등 비상시 활용 가능한필요물품을 사전에 비축한다. 임시대피소에 비축이 어려울경우근처 동물보호센터에 비축하며, 비상시 사전에 지정한임시대피소로 물품을 운송한다. 기존에 지자체 동물보호센터등에서쓰는 물품 재고를 일정 수준 이상으로 유지할 경우 별도예산이필요하지 않다.

3) 재난 대비 시설 정기점검, 모의훈련, 교육 등 실시

가) 정기점검
지자체별 임시대피소로 지정한 시설에 대해 연 1회이상점검을 실시한다. 점검 대상은 반려견 수용 가능 규모, 수용장치 크기, 방음·환기·채광, 화재예방시설, 비상시 대비활용가능한 물품 비축 상황등이다.

나) 모의훈련
재난 시 대피 동선을 파악할 수 있도록 연 1회 이상모의훈련을 계획, 실행하고 피드백을 통해 이를 보완한다.

다) 교육
지역 내 반려동물 보호자를 위해 보호자가 미리 재난대피계획을 세우고 동선을 파악할 수 있도록 정보·교육을 제공한다.

나. 세부 활동 내용

1) 상황실 및 중앙지원단 가동
위기경보 ‘심각’ 발령 즉시 농식품부에 상황실(총괄 : 동물복지정책과)을 설치하고, 현장에 중앙지원단을 파견·설치하여피해파악 및 지원을 실시한다. 다만, ‘경계’ 이하의 위기경보에해당하더라도 필요한 경우 상황실 및 중앙지원단을 가동할 수있다. 상황실 및 중앙지원단은 상황 종료(위기경보 하향) 시까지 가동한다.

2) 반려동물 임시대피소(거점 시설) 운영
위기경보 ‘심각’ 발령 즉시 사전에 지정한 거점 시설을반려동물 임시대피소로 운영한다. 반려동물 임시대피소로 사전에비축한 물품을 운송하고, 지역 내 동물재난응급 네트워크활동시 반려동물 치료를 위한 거점으로 활용할 수 있다. 아울러, 사전에 지정한 거점시설과 별개로 임시주거시설 바로 옆공간에천막·울타리 등을 이용, 임시 반려동물 보호소를 운영할 수있다.

3) 반려동물 대피 관련 안내
재난문자·방송 시 반려동물 대피(임시보호)가 가능함을안내할수 있다. 만약, 반려동물을 두고 대피하는 경우 반려동물의목줄을풀어줘야 한다. 다만, 재난문자·방송 등은 불특정 다수를 대상으로하는 것인 만큼 개별 장소 등을 안내하기보다는 반려동물대피요령 또는 인근 대피장소를 확인할 수 있는 방법(예시: 지자체 홈페이지 확인)을 안내하는 것이 바람직하다.

4) 피해동물 구조

가) 구조팀 구성
농식품부 중앙지원단은 단체·협회, 지자체 등과 협조하여화상 등 위급한 상황에 처한 반려동물을 발견, 구조, 치료하기위해 수의사, 보조인력, 지원인력, 자원봉사자 등으로구성된팀을 아래와 같이 구성한다.

나) 구조팀 교육
구성된 구조팀이 활동을 시작하기 전에 재난 상황 시구조매뉴얼, 환자 분류 및 그에 따른 응급 처치 방법, 구조자안전교육, 동물 종류에 따른 핸들링 방법, 동물 유형별 치료 가이드등에대해 필요한 교육을 실시한다. 교육은 구조 경험이 있는동물단체 또는 수의사회 주관으로 한다.

다) 현장 구조
구조팀과 동물 안전을 최우선으로 하며, 재난 지역에서동물의 위치와 상태를 신속히 파악하고 구조 우선순위를결정한다. 단계별 구조 절차는 아래와 같다.

나. 세부 활동 내용

1) 산불·수해 피해동물 현황 조사 및 기록

피해동물 지역별(시·군 단위), 종류별(개·고양이 등), 피해종류별(사망·중상·경상·단순보호 등)로 피해동물 현황을 조사·기록한다. 피해상황은 단순히 지자체에서 구조한 동물 뿐만 아니라동물보호단체, 지역수의사회 등이 구조한 동물도 모두 포함·집계하며. 중앙지원단 농식품부 근무자가 수시로 파악·기록(부록1)한다. 지자체는피해동물 현황 파악 및 조사·기록에 적극 협조하여야 한다.

2) 민·관 협업으로 피해동물 치료·보호

가) 치료
반려동물 임시대피소(거점 시설) 등을 활용하여 피해동물 응급치료를실시한다. 응급 치료 시 동물보호단체, 자원봉사자(수의사) 등의도움을받을 수 있다. 피해동물 상태별 대응조치는 아래 표와 같다.

나) 보호
응급 치료가 완료된 동물은 추가 치료가 필요한 경우 동물병원에입원하거나 경상인 개체의 경우 지자체 동물보호센터 등에서임시보호할 수 있다. 소유자가 반환을 요청할 경우 보호동물을반환하며, 소유자가 없는 동물은 입양을 위해 노력한다. 필요시협의를 통해 타 시·도에 피해동물 임시보호를 요청할 수있다.

다) 경과 관리 및 기록
①구조, ②임시 진료, ③보호자 반환, 보호소 입소 또는 협력병원입원, ④보호 종료(입양 등) 순으로 동물별 조치 경과를 관리할수있도록 기록을 실시한다. 기록은 구조팀의 지원인력 중 기록요원이담당한다. 또한, 기록 결과는 농식품부(중앙지원단)에 지속적으로공유한다.

3) 산불·수해 피해동물 구조·치료비 지원

국가·지자체는 필요시 산불·수해 피해동물에 대한 구조·보호비지원(의료소모품 구매 등)이 가능(농식품부 지침개정 필요)하며, 별도예산 편성을 통해 산불·수해 피해동물 치료에 들어간 비용중일부를 지원할 수 있다.
