Response from the Ministry of Korea Food and Drug Safety

[Update: March 9, 2021] Response from Ministry of Korea Food and Drug Safety added a statement about the new proposed amendment to the Animal Protection Act.

The below statement has been added to their response:

“In addition, we would like to inform you that our Ministry of Food and Drug Safety, has issued a “No Objection” opinion with respect to the recently proposed amendment to the Animal Protection Act (Bill No. 7035, 12/30/20), (under the jurisdiction of Ministry of Agriculture, Food and Rural Affairs) sponsored by 10 legislators including Congresswoman Han Jeoung-Ae. Bill No.7035, bans the slaughter and sale of dogs and cats as food and imposes penalties in case of violation. We are also cooperating with the push ahead of the proposed amendment.”

“라. 아울러, 우리 처는 최근 개나 고양이를 도살·처리하여 식용으로 사용하거나 판매하는 행위를 금지하고 위반시 벌칙을 부과하는 내용 등을 포함한 「동물보호법」(농식품부 소관) 일부개정법률안(한정애 의원 등 10인) 발의(2020.12.30.)와 관련하여 동 개정안에 대해 ‘이견 없음’으로 부처 의견을 정하고 법령추진에 협조하고 있음을 알려드리니 업무에 참고하시기 바랍니다.”


We received the below response from the Ministry of Korea Food and Drug Safety regarding our petition signatures collected from our event at the San Francisco Fisherman’s Wharf : South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets. Our campaign is effective because now they are aware that the eyes of the world are watching what’s going on in their country’s dog meat industry and bring this issue the attention and action from their government. Let’s keep up the pressure by taking action!

Below is our comments on the satisfaction survey regarding their response:

We are not satisfied with the response to our petition, due to the following key reasons:

it fails to substantiate and evidence what direct actions the Ministry of Korea Food and Drug Safety is taking to enforce existing laws to disrupt the entrenched dog meat trade in South Korea. We have not been provided, in this response, with any evidence of any direct actions taken by the Ministry of Korea Food and Drug Safety, such as recorded information relating to inspections, monitoring, and actual enforcement action taken against violators, in relation to dog meat farming, slaughterhouses and businesses selling dog meat and dog meat products (such as dog elixir and dog soju);

it fails to show what actions the Ministry of Korea Food and Drug Safety is taking with regard to proposing amendments to existing legislation or bringing in new legislation to address and end the dog and cat meat trade, and

it fails to formally acknowledge the existence of the illicit dog and cat meat trade within South Korea and the problems this poses to human health, animal welfare, and organized crime, which has been widely documented by both domestic and international NGO’s and animal charities (and has also been raised as an international area of concern by many western governments with South Korea and its diplomatic missions).

1. 안녕하십니까? 귀하께서 국민신문고를 통해 신청하신 민원(신청번호 1AA-1906-060440)에 대한 검토 결과를 다음과 같이 알려드립니다.

2. 본 민원은 다부처 지정 민원으로 동물학대와 관련한 사항은 농림축산식품부에서 회신하는 사항을 참고하시기 바라며, ‘개고기 식용 제한 건의’와 관련한 사항에 대해서는 식품의약품안전처에서 아래와 같이 답변을 드립니다.

가. 식품의약품안전처는 국민의 식품안전과 위생을 책임지는 일을 임무로 하고 있으며, 식품으로 인하여 생기는 위생상의 위해를 방지하고 식품영양의 질적 향상을 도모하며 식품에 관한 올바른 정보를 제공하기 위하여 최선을 다하고 있습니다.

나. 귀하께서 말씀하신 개고기 식용에 관한 사항은 사회적으로 상반된 견해가 첨예하게 대립되어 있어 국민적 합의가 부족한 현 상황을 감안할 때 이를 법으로 금지하는 것은 현실적으로 어려운 실정입니다.

다. 따라서, 동 사안은 범국민적으로 다양한 측면에서 심도 있는 논의를 통해 사회적 합의가 도출되는 등의 과정을 거친 후에 검토될 수 있을 것으로 판단됨을 알려 드리니 이 점 양해하여 주시기 바랍니다.
