[답변내용] : I received your letter to request for taking immediate action to crack down on the illegal dog farms, slaughterhouses, markets and restaurants that serve dog meat in Jungnang-gu . First of all, thank you for loving animals.
The problem of dog meat has long been disputed in Korea because it is uncertain if it is illegal to eat it. In fact, dogs are classified as livestock by Livestock Industry Act though they are not included in livestock by Livestock Products Sanitary Control Act. So the law is not easy to enforce.
But Animal Protection Act prohibited the actions by which dogs are brutally killed, slaughtered in front of other animals and killed without justifiable reason. And violators who do not abide by this law may face imprisonment for up to two years or fines of 20 million won.
Looking to the future, we will try to promote animal welfare and request law revision to government.

우선 동물을 사랑하시고 우리 구정에 관심을 가져주신 귀하께 감사의 말씀을 드립니다. 우리구에 불법적인 개농장 및 보신탕집의 즉각적 폐쇄와 개고기 유통을 금지시켜 달라고 요청해 주신 글에 대해 답변을 드리겠습니다.

현행 축산법에 따라 개는 축산물위생관리법의 가축에는 포함이 되지 않아 임의로 개를 도살하는 행위에 대하여 법 적용을 명확히 할 수 없으며, 이에 따라서 식품위생법 또한 적용할 수 없어 보신탕업소 폐쇄가 어려운 점을 알려드리니 이해해주시기 바랍니다.

앞으로도 우리 관악구에서는 식품으로 인하여 생기는 위생상의 위해를 방지하고 식품영양의 질적 향상을 도모하고자 최선의 노력을 다할 것을 약속드리며 청원자님의 가정에 늘 건강과 행복이 함께 하시길 기원합니다. 끝.
