[답변내용] : Greetings! Thank you for your interest in our administrative policy. Hereunder is our reply to your petition.
The problem of dog meat consumption in our country has always been controversial. That is because it is unclear whether eating dog meat is legitimate or illegal.
Dogs are classified as livestock according to the current Livestock Industry Act, but the Livestock Products Sanitary Control Act does not include them in livestock. As such, it is not possible to clarify the application of laws against acts such as arbitrarily slaughtering dogs.
Note, however, that the Animal Protection Act strictly prohibits killing using cruel means such as hanging, killing in front of other animals, and killing without proper reason. Any violation is subject to imprisonment of not more than 2 years or fine of not more than 20 million won.
As such, Nowon-gu is continuously cracking down on violations of the Animal Protection Act including animal abuse and inhumane slaughter, along with inhabitants (Animal Protection Honorary Observers), and strives to promote animal protection and animal welfare by suggesting to the central government the supplementation of the relevant Acts.
