우선 동물을 사랑하시는 청원자께 감사의 말씀을 드립니다. 우리구에 불법적인 개농장 및 도살장의 즉각적인 폐쇄와 개고기 유통을 금지시켜 달라고 요청 해 주신 글에 대하여 다음과 같이 답변 드리겠습니다.

우리나라에서의 개식용에 대한 문제는 지속적으로 논쟁이 되어왔습니다. 이는 개고기 섭취가 합법인지 불법인지 불분명하기 때문입니다. 실제 현행 축산법에 따라 개는 가축이지만 축산물위생관리법에는 가축에 포함되지 않아 임의로 개를 도살하는 등의 행위에 대해서 법 적용을 명확히 할 수 없기 때문입니다.

그러나 동물보호법에서는 목을 매다는 등의 잔인한 방법으로 죽이는 행위, 다른 동물이 보는 앞에서 죽이는 행위 및 정당한 사유 없이 죽이는 행위 등을 엄격히 금지하고 있고, 이를 위반할 때에는 2년 이하의 징역 또는 2천만 원 이하의 벌금에 처하도록 규정하고 있습니다.

따라서 용산구는 시민(동물보호명예감시원)과 함께 용산구내 개를 도살하는 곳에 대하여 동물학대 및 비인도적인 도살 등 동물보호법 위반여부를 지속적으로 단속하고 있으며, 이와 관련한 법령이 보완될 수 있도록 서울시와 중앙정부에 건의하는 등 동물보호 및 동물복지증진을 위해 노력하고 있습니다.

청원자님의 동물에 대한 사랑에 다시 한번 감사드리며 용산구는 지속적으로 동물보호를 위해 최선을 다하겠습니다.

Dear Petitioner

First of all, thank you for your concern to animals.
I would like to answer as follows about your request for shut down the illegal dog meat farms, slaughterhouses, markets and restaurants that serve dog meat in Yongsan-Gu.

The problem of dog meat has long been disputed in Korea because it is uncertain if it is illegal to eat it. In fact, dogs are classified as livestock by Livestock Industry Act though they are not included in livestock by Livestock Products Sanitary Control Act. So the law is not easy to enforce.

But Animal Protection Act prohibited the actions by which dogs are brutally killed, slaughtered in front of other animals and killed without justifiable reason. And violators who do not abide by this law may face imprisonment for up to two years or fines of 20 million won.

So the Yongsan-Gu District consistently crack down on animal abuse and inhumane slaughter with animal protection watchdogs(citizens). Also we try to promote animal welfare and request law revision to government.

Thank you once again for your love for animals and Yongsan-Gu will continue to do its best to protect animals.
