• After formally transferring ownership to CARE, the former owner reversed course and is now demanding Baekseol’s return, claiming she was his wife’s dog — only three days after agreeing to third-party foster care for her medical recovery.
• They have reportedly intimidated and threatened both CARE and Baekseol’s current foster guardian.
• They also claimed to have taken her to a veterinary clinic, but no clinic has confirmed treating her.

Given these alarming facts, I respectfully urge your office and the relevant authorities to take swift and meaningful action:

1. Open an Immediate Investigation into Baekseol’s Mutilation
The complete amputation of all four legs suggests an act of extreme abuse or neglect. We urge the prosecution to thoroughly investigate the circumstances, question all involved parties, and determine whether a criminal offense under South Korea’s Animal Protection Act has occurred.

2. Ensure Baekseol Is Never Returned to Her Former Owners
