Coexistence of Animal Rights on Earth (CARE) searched late into the night for this tiny dog, whom we named Songyi. Today, she has recovered and rests comfortably in a loving foster home.
CARE discovered Songyi in a small, dark doghouse tucked away on a hillside. Her face, paws, and belly were scarred with burns—evidence of the terror she endured while wildfires raged around her. Her owner’s home had been reduced to ash. Yet Songyi was left behind, still tied up, severely injured, and alone.
After receiving emergency care in an activist’s arms, Songyi was brought to Seoul for intensive treatment. Thanks to tireless efforts, Songyi has made a full recovery—both physically and emotionally.
Once shy and fearful, Songyi now shows signs of more profound healing. Her spirit is slowly returning, a testament to the resilience of animals when shown compassion and safety.
In the aftermath of disasters, it is vital to search for injured animals urgently, tirelessly, and with unwavering resolve. We must remain on the ground—without rest—until they are found. Burned and wounded animals are not content for clicks or tools for fundraising; they are sentient beings who deserve real rescue, genuine care, and real love.

As flames tore through her village, Songyi remained shackled to her doghouse. Her owner’s home was reduced to ash—but Songyi was not evacuated. She was left behind. Still tethered. Her small body bore the scars of unimaginable trauma: her face, paws, and belly burned as she cowered in terror, unable to flee.
Unlike so many others, Songyi survived. Discovered by activists from CARE, she was transported to Seoul for emergency treatment and received weeks of intensive medical care. Against all odds, she made a full recovery. Her story is one of resilience. But it should never have been one of survival against deliberate abandonment.
This was not a tragic accident. It was a preventable act of cruelty—borne of apathy, enabled by weak laws, and repeated year after year during disasters across the nation.
Therefore, we demand immediate and concrete action:
1. Deliver Justice for Songyi: Investigate and Prosecute Her Owner for Animal Cruelty.
Leaving a defenseless animal tethered in the path of a wildfire is not mere negligence—it is cruelty. We urge the Korean Prosecution Service to thoroughly investigate Songyi’s case and apply the Animal Protection Act to hold her owner accountable.
2. Ban Lifelong Tethering Nationwide.
Tethering is not companionship—it is confinement. No animal should be forced to live on a chain, especially when that chain becomes a death sentence during disasters. We call on the National Assembly to enact and strictly enforce a nationwide ban on lifelong tethering.
3. Establish Emergency Animal Evacuation Protocols.
Animals are not afterthoughts. South Korea must develop standardized emergency protocols that explicitly include animals in evacuation plans—supported by proper funding, training, and coordination across all levels of government.
4. Increase Penalties for Animal Neglect During Disasters.
Those who abandon or endanger animals in disaster zones must face meaningful consequences. Penalties for neglect and abandonment—especially in high-risk situations like wildfires—must be significantly strengthened to prevent recurring cruelty.
5. Promote Public Education and Responsible Guardianship.
Real change begins with empathy. We urge the government to invest in nationwide education campaigns that emphasize responsible pet guardianship and the moral imperative to protect animals, especially during emergencies.
Songyi survived—but her suffering should never have happened. Her case is a clear result of systemic failure. We must honor her resilience by ensuring that no animal is ever again left to burn, forgotten, and alone.

언덕 위 작은 개집, 불빛도 없는 그곳에서 케어는 송이를 찾아냈습니다.
