Despite Her Burns, Sori Was Cruelly Forced to Guard Again, Untreated
Sharing for Coexistence of Animal Rights on Earth (CARE)

Amid the ashes and devastation left by the southeastern South Korea wildfires that tragically claimed lives and homes beginning on March 21st, 2025, a separate, silent horror unfolded for countless animals. While human companions fled to safety, numerous dogs, tethered and helpless, were abandoned to the inferno. The callous indifference of some owners is starkly illuminated by the story of Sori, a dog whose once-golden fur now bears the black scars of the blaze.
Despite suffering agonizing burns, Sori was not offered a moment of comfort or medical aid. Instead, her owner, in an act of profound heartlessness, moved her to another orchard and forced her back into the role of a guarding dog, replacing the very rope melted by the flames with a fresh chain around her festering wounds.
Sori’s story is a damning indictment of the disregard for animal life in the face of disaster, underscoring the urgent need for systemic change and accountability.

Sori: Burned, Untreated, and Forced to Guard Again
Sori, once with yellow fur, now bears the scars of a horrific fire, her back and upper body burned black. She must have been tied somewhere, forced to guard a field as she endured unimaginable suffering. Her owner, ignoring Sori’s agony, moved her to an untouched orchard—offering no treatment for her severe burns. The rope, melted from the flames that had already seared Sori’s neck, was discarded carelessly, replaced by a new collar. The iron chain, caked with ash and remnants of the fire, was thrown aside, while a fresh metal chain was mercilessly fastened around Sori’s neck, where the wound still oozed pus and blood, dripping down her body.
Sori had been abandoned for over 14 days since the wildfire. Unable to leave her in such a condition, CARE wrote a note and took Sori to the car, determined to get this suffering soul the medical care she desperately needed.

I am writing to express my profound distress and outrage regarding the horrific suffering inflicted upon companion animals, exemplified by the tragic case of Sori and countless others, during the recent wildfires. The story of Sori, a dog with once-yellow fur whose back was severely burned and blackened, only to be moved to another orchard as a guarding dog without receiving any medical treatment, is a stark illustration of the unacceptable cruelty and neglect these animals endure.
Sori’s plight reveals a disturbing disregard for the well-being of companion animals. Despite suffering significant burn injuries, she was not provided with veterinary care. Instead, her owner callously replaced the burned rope around her neck with a new chain and leash, forcing her back into a guarding role in an empty orchard. The festering wounds on her neck, left untreated for over two weeks following the wildfire, paint a grim picture of the pain and suffering she endured.
Sori’s case is not an isolated incident. I understand that many other companion animals were injured and tragically burned to death in the wildfires, left abandoned, chained, or otherwise helpless in the face of the disaster. These animals, who rely entirely on human care and protection, were subjected to unimaginable cruelty and a terrifying death.
I request immediate and decisive action from the South Korea’s Prosecution Service and the South Korean Government to address this egregious violation of animal welfare. Specifically, I urge you to:
1. Launch a thorough and comprehensive investigation into the circumstances surrounding the injuries and deaths of companion animals in the recent wildfires, including the case of Sori.
2. Identify and prosecute the owners and any other responsible parties who subjected these animals to cruelty and neglect, leading to their suffering, injury, and death, to the full extent of the Animal Protection Act. The failure to provide necessary medical care and abandoning animals in a life-threatening situation constitutes a clear violation of this law.
3. Take immediate steps to strengthen South Korea’s Animal Protection Act to provide greater safeguards for companion animals, particularly in times of disaster. This must include provisions that explicitly mandate the evacuation of companion animals alongside their human families during emergencies like wildfires.
4. Implement proactive measures and clear protocols for the safe evacuation and sheltering of companion animals during natural disasters. This should include public awareness campaigns and resources to ensure that animals are not left behind.
5. Increase penalties for animal cruelty and neglect to serve as a strong deterrent against such horrific acts. The current legal framework must be robust enough to reflect the severity of the suffering inflicted upon these vulnerable beings.
The suffering endured by Sori and the countless animals who perished in the wildfires is a stain on our collective conscience. It is imperative that your office and the government take swift and meaningful action to hold those responsible accountable, prevent future tragedies, and demonstrate a commitment to the humane treatment and protection of all companion animals in South Korea. The world is watching, and we expect nothing less than justice for these innocent victims and a significant strengthening of animal protection laws. Petition:

소리가 겪은 고통은 반려동물의 복지에 대한 심각한 무관심을 드러냅니다. 그녀는 심각한 화상에도 불구하고 어떤 수의학적 치료도 받지 못했습니다. 오히려 주인은 불에 타 녹아내린 목줄을 새 쇠사슬과 줄로 바꿔 채운 채, 소리를 텅 빈 과수원으로 다시 데려가 경비견 역할을 하도록 강요했습니다. 산불 발생 이후 2주가 넘도록 치료받지 못한 채 방치된 그녀의 곪은 목 상처는, 소리가 겪은 고통과 비참함을 적나라하게 보여줍니다.

이에 저는 대한민국 검찰청과 대한민국 정부가 이 심각한 동물 복지 침해에 대해 즉각적이고 단호한 조치를 취해 주실 것을 요청드립니다. 특히, 다음 사항들을 강력히 촉구합니다:
1. 최근 산불로 인한 반려동물들의 부상 및 사망과 관련된 상황을 소리의 사례를 포함하여 철저하고 자세하게 조사해 주시기 바랍니다.

노란빛의 털을 가진 소리는 등 위가 새까맣게 타 들어가 검은 개가 되었다. 어디선가 묶여 밭을 지켰을 아이. 주인은 소리를 치료하지 않은 채, 불타지 않은 과수원에 데리고 와서 이미 불에 타녹아 소리의 목까지 태웠을 그 줄을 버리고 새 목줄에 소리를 묶어 놓았다, 재가 묻어 까매졌을 그 쇠줄은 버려지고, 새 쇠줄이 또 소리의 목을 묶었다. 소리의 타버린 목둘레는 고름이 뭉쳐 흘러내리고 있었다. 산불 발발이후 14일 이상 방치되어 있었다. 살이 썩어들어가는 소리를 이대로 둘 수 없어 메모를 써 놓고 케어는 소리를 차에 태웠다.

Es sind keine Menschen, sondern Bestien, welche leidensfähige Mitgeschöpüfe solchen unvorstellbaren Qualen und Schmerzen aussetzen. Unfassbar, dass es dann noch koreanische Bürger gibt, die verbrannte Hunde erneut zum Hüten einsetzen – man stelle sich vor, ohne die Wunden dieser armen, gequälten Tiere zu bedhandeln!!! Es ist eine Schande, dass Süd Korea technisch sehr weit fortgeschritten ist, für hilflose Tiere jedoch sogut wie nichts tut um sie vor Ausbeutung, Qualen und Leiden zu schützen. Hier ist die Regierung des Landes gefragt, endlich tätig zu werden und entsprechende Gesetze zu erlassen so, wie es sich für ein fortgeschrittenes Land gehört.

It’s unbelievable that some in Korea would reuse burned dogs for herding without treating their horrific wounds. For a technologically advanced nation, it’s a disgrace that South Korea does so little to protect animals from suffering. The government must finally enact laws to reflect the values of a progressive country.
