What began as an investigation into animal cruelty evolved into a disturbing account of organized criminal deception and serious failures by local authorities and law enforcement.

While tracking an illegal dog-fighting gambling operation, CARE activists were physically assaulted by individuals connected to the ring. CARE reported the assault at the Hwasun Police Station. On the same day, alarming irregularities began to surface.

“The dogs had been replaced”

From the outset, CARE closely monitored the fighting dogs seized and quarantined at the Hwasun County animal shelter. The organization repeatedly urged county officials to block all access by dog-fighting operators. During an initial inspection, CARE confirmed the dogs’ identities, medical treatment, and physical condition.

In mid-December, CARE returned for a follow-up inspection—and immediately recognized something was wrong.

Several dogs were clearly not the same animals previously documented.

High-value fighting dogs reportedly worth tens of millions of Korean won had vanished. One dog brought to the fighting ring by a woman acting alone was also missing. Shelter officials initially denied any issue, but ultimately acknowledged that dogs had been switched.

How the dog-fighters gained access

Further investigation revealed a deeply troubling pattern.
Dog-fighting operators exploited the fear and inexperience of county officials and shelter staff in handling aggressive fighting dogs.

Under the pretext of “providing better food” and “helping with cleaning and feeding,” the operators were allowed frequent—and eventually unrestricted—access to the shelter. During this period, the original seized dogs were systematically removed and replaced with different dogs, leaving no immediate outward signs of tampering. The operation was deliberate, coordinated, and carefully concealed.

Night-long standoff and the first recovery

CARE confronted the county and shelter authorities directly, broadcasting live from the site late into the night and demanding accountability. Under increasing public pressure, Hwasun County issued a formal request ordering the return of the missing dogs.

After media coverage aired on YouTube, CARE tracked the dog-fighting operators to a remote mountainous area in Boseong County, where a married couple was collectively breeding fighting dogs. Following a tense nighttime standoff, CARE successfully recovered one of the switched dogs and returned the dog to the shelter.

CARE continued pressing county officials and police to locate and re-quarantine all missing dogs. As a result:
• Dog-fighting operators were permanently barred from entering the shelter, and
• Boseong County issued a dog movement restriction order on the property.

Notably, the farm was officially registered as a “meat dog farm,” raising further regulatory concerns.

Intimidation, mockery, and another rescue

Once their actions were exposed, the dog-fighting operators responded aggressively.
CARE activists were subjected to verbal abuse, ridicule, and explicit death threats.
Despite the risks, CARE persisted. After an all-day vehicle pursuit, the organization rescued another switched dog directly from the field.
The operators’ mockery reflected not confidence, but fear after exposure.

A delayed investigation—and continued administrative failure

Only after sustained pressure did Hwasun County formally request a police investigation. A detective was assigned, and official return notices for the remaining switched dogs were issued.

At the same time, serious failures within the county administration became increasingly evident.

The responsible team leader:
• Repeatedly minimized the case, claiming “only two dogs were switched,” contradicting CARE’s findings
• Asserted that missing dogs were “still at the shelter,” yet refused independent verification
• Failed to file promised criminal complaints for obstruction of official duties

These actions strongly suggest attempts to deflect responsibility and conceal administrative negligence, particularly the decision to allow dog-fighting operators access to a secured shelter. CARE prepared criminal complaints for abuse of authority and dereliction of duty.

Evidence returned to perpetrators

By late December, the situation deteriorated further.
Despite explicitly telling CARE that the dogs would not be returned, Hwasun County quietly sent nearly all of the seized dogs back to the dog-fighting operators over a weekend, leaving only one dog behind (with indications that more may have been involved).

County officials claimed the release was done “under police instruction.” However, police have no legal authority to order the release of seized animals, which are both protected subjects and criminal evidence. This responsibility rests solely with the administrative authority.

CARE announced plans to:
• File criminal complaints for abuse of authority against the police officials involved
• File complaints for dereliction of duty against the Hwasun County team leader, department head, and county governor
The dogs were indisputable evidence in an ongoing criminal case, yet their preservation was disregarded.

CARE will not stop

CARE has stated unequivocally:
Every missing fighting dog will be tracked down and re-secured. Every individual—whether a dog-fighter or a public official—who enabled, ignored, concealed, or facilitated this crime will be held legally accountable.
Until every dog is safe.
Until the full truth is exposed.
CARE will not stop.

The absence of documented gambling evidence does not negate the clear applicability of Article 10 (Prohibition of Cruelty), which prohibits acts that cause unnecessary death, injury, or suffering to animals.

We therefore demand that Hwasun County maintain protective custody of all nine rescued dogs and refrain from returning them to individuals suspected of abuse. Returning severely injured animals to their alleged abusers would undermine the purpose of the Act and fail the government’s duty to prevent further harm.

2. Immediate Prosecution for Assault on Activists

We are deeply alarmed by reports that CARE activists—particularly female activists—were physically assaulted, including being slapped and shoved, during the raid while police intervention was reportedly inadequate. These actions constitute criminal assault and battery under Korean law.

We demand the immediate identification and prosecution of the perpetrators. Failure to act decisively risks signaling tolerance of violence against citizens engaged in lawful, public-interest animal protection activities.

3. Investigation into Procedural Failures and Possible Information Leaks

The timing of the suspects’ attempted escape strongly suggests a breach of operational security. We demand a formal investigation into whether information regarding the raid was leaked in advance.

Additionally, we express grave concern over reports that police initially declined to collect betting-related materials as evidence. Such omissions raise serious questions about investigative diligence and must be fully reviewed.

4. Criminal Prosecution of All Identified Participants

Dogfighting is not a harmless pastime—it is a violent enterprise that inflicts severe suffering on animals. We demand that the Prosecution Office pursue full criminal accountability for all approximately 40 identified participants, applying Article 10 (Prohibition of Cruelty) and the corresponding penalty provisions under Article 97 of the Animal Protection Act, which allow for imprisonment and substantial fines.

Where evidence supports it, related offenses—including gambling-related violations under applicable law—must also be pursued. This case must serve as a clear precedent demonstrating that organized animal abuse will be met with the full force of the law.

5. Official Protection for Citizens and Rescuers During Enforcement Actions

During the raid, CARE activists reportedly placed themselves at personal risk to prevent suspects from fleeing, effectively acting as “human shields” due to insufficient perimeter control. This is unacceptable.

We demand that the Ministry and local authorities formally recognize the risks faced by citizen rescuers and ensure adequate police protection during future enforcement operations, so that civilians assisting in the enforcement of the Animal Protection Act are not exposed to violence.

6. Independent Criminal Investigation into Dog-Swapping and Official Misconduct

We demand an immediate, independent criminal investigation into the systematic replacement, disappearance, and unauthorized release of seized fighting dogs at the Hwasun County animal shelter in December 2025.

Despite these animals being victims and critical criminal evidence, all but one of the seized dogs were ultimately returned to their dog-fighting owners, following documented instances in which operators were granted improper access to the shelter and dogs were secretly swapped. Subsequent denial, minimization of the number of missing dogs, and failure to file promised criminal complaints by county officials raise grave concerns of abuse of authority, dereliction of duty, obstruction of justice, and evidence tampering.

All shelter access records, CCTV footage, veterinary records, and animal movement documentation must be preserved and subjected to full independent audit. Any public official or shelter personnel who enabled, ignored, concealed, or failed to prevent these acts must be held criminally accountable.

7. Immediate Recovery and Re-Seizure of All Dogs Returned to Dog-Fighting Owners

We demand the immediate location, re-seizure, and protective quarantine of all fighting dogs that were unlawfully returned to dog-fighting operators, leaving only a single dog currently remaining in shelter custody.

The release of these animals—reportedly justified as being conducted “under police instruction,” despite the absence of any legal authority for police to order such releases—constitutes a serious violation of the Animal Protection Act and the duty to preserve criminal evidence.

All returned dogs must be recovered without delay, their identities and conditions independently verified, and binding written assurances issued that no seized animals will be released, transferred, or accessed by private individuals until all criminal and administrative proceedings are fully concluded.

2025년 12월 화순군 동물보호소에서 발생한 투견들의 조직적 바꿔치기, 실종 및 무단 반환 행위에 대해 즉각적이고 독립적인 형사 수사를 강력히 요구합니다.

보호소를 드나들던 투견업자들
조사 과정에서 충격적인 정황이 드러났다.
투견업자들은 보호소와 군청이 투견들의 공격성을 두려워한다는 점을 교묘히 이용했다.
“좋은 먹이를 주겠다”
“청소와 사료 급여를 도와주겠다”
이런 명분으로 보호소에 매일같이 출입하며 신뢰를 쌓은 뒤, 어느 순간부터 투견들을 하나씩 빼내 전혀 다른 개들로 바꿔치기한 것이다. 겉으로는 아무 일도 없었던 것처럼, 치밀하고 계획적으로 이루어진 범행이었다.
밤샘 대치, 그리고 첫 구조
케어는 현장에서 밤늦게까지 라이브 방송을 진행하며 강력히 항의했고, 그 압박 끝에 화순군청은 사라진 투견들을 즉시 되찾아오라는 공식 요구를 내놓았다.
이후 투견 관련 유튜브 보도가 이어지자, 케어는 투견업자 부부가 집단으로 개들을 사육하던 보성 지역의 농장을 특정해 추적했다.
도주하던 이들과 보성의 야산에서 밤늦도록 대치한 끝에, 바꿔치기된 개 한 마리를 찾아 보호소로 되돌려보낼 수 있었다.
케어는 군청과 경찰에 나머지 개들 역시 모두 찾아 격리 조치할 것을 강력히 요구했다. 그 결과,

뒤늦은 수사, 그러나 반복되는 행정 무책임

이는 투견업자들의 보호소 출입을 허용한 자신의 책임을 은폐하려는 시도로 보일 수밖에 없는 정황이었다. 케어는 해당 팀장에 대해 직권남용 및 직무유기 혐의로 고발을 준비했다.
결국, 개들은 다시 투견꾼에게 돌아갔다
12월 말, 사건은 최악의 국면으로 치달았다.
화순군청은 케어 측에 “개들을 돌려줄 생각이 없다”고 밝혔지만, 실제로는 주말 사이 투견판에 사용된 개 두 마리를 제외한 대부분의 개들을 다시 투견꾼들에게 돌려보낸 사실이 확인되었다.
군청은 “경찰의 지시였다”고 해명했지만, 이는 경찰이 지시할 권한이 없는 사안이었다.
그럼에도 군청은 책임을 서로에게 떠넘기며 회피했다.
케어는 이 지시를 내린 경찰 책임자들을 직권남용 혐의로,
개들을 되돌려준 화순군청의 팀장·과장·군수 역시 직무유기 혐의로 고발할 예정이다.
격리 중이던 개들은 명백한 범죄 증거물이었음에도, 그 보존 의무는 완전히 무시되었다.
케어는 멈추지 않는다
케어는 분명히 밝혔다.
사라진 모든 투견들을 끝까지 찾아내 다시 격리 조치하고, 이 사건에 연루된 투견꾼들뿐 아니라 이를 방조·묵인한 모든 책임자들에게 끝까지 법적 책임을 묻겠다고.
아이들이 모두 돌아오는 그날까지,
이 사건의 진실이 완전히 드러나는 그 순간까지,
케어는 멈추지 않는다.
