result (Korean) As the complaints you filed through the online petition are designated as complaints from multiple departments, the results of the review of Environmental Management Departments, Forest and Livestock Departments, Architecture Department will be notified as follows.

< Environmental Management Departments‘s Opinion >
1) Disposal for failure to report dog breeding facilities in accordance with the 「Livestock Manure Management and Use Act」
→ Dog breeding facilities in “265 Gosan-ri, Yucheon-myeon, Yecheon-gun, Gyeongsangbuk-do, and 8 other locations” have been reported. and as a result of on-site investigation of “556 Gosan-ri, Pungyang-myeon, Yecheon-gun”, it was confirmed that no dog breeding facilities existed.
3) Disposal according to failure to report food waste recycling in accordance with 「the Waste Management Act」
→ One out of 10 places has obtained a report on waste treatment (recycling) pursuant to Article 46 of the Waste Management Act and is carrying in food waste for livestock breeding, and no illegal matters have been found.
5) Disposal of disposal according to failure to report personal sewage treatment facilities
→ Dog breeding facilities and personal sewage treatment facilities are not related, and as a result of site confirmation, sewage contamination was not found.
6) Disposal against the Waste Management Act due to illegal dumping and loading of household waste
→ No violation of 「the Waste Management Act」

< Forest and Livestock Departments‘s Opinion >
It is understood that the content of the complaint you submitted is related to “animal cruelty due to illegal dog slaughter”. The results of the review of your complaint are as follows.
(A) Yecheon-gun pays homage to you, working for the welfare of animals.
(B) In connection with the complaint you requested, we visited the site of the relevant dog farm, and 2 out of 10 are operating dog farms, and we have not found any animal cruelty prescribed by the Animal Protection Act.
(C) Yecheon-gun Office will do its best to prevent animal cruelty through periodic farm inspections.

< Architecture Department‘s Opinion >
In accordance with Articles 14 and 20 of the 「Building Act」, illegal buildings that have not reported on construction or temporary building construction will take administrative measures in accordance with Article 79 of the 「Building Act」 after site verification.

안녕하십니까? 귀하께서 국민신문고를 통해 신청하신 민원이 여러부서 민원으로 지정됨에 따라 부서별 검토결과를 아래와 같이 답변 드립니다.

1. 환경관리과 소관
1) 「가축분뇨의 관리 및 이용에 관한 법률」에 따른 개 사육시설 신고 미이행에 따른 처분
→ “경상북도 예천군 유천면 고산리 265번지 외 8개소”의 개 사육시설은 신고를 완료한 시설이며, “예천군 풍양면 고산리 556번지”의 현장 확인 결과, 개사육시설이 존재하지 않고 있음을 확인하였습니다.
3) 「폐기물관리법」에 따른 음식물류 폐기물 재활용 신고 미이행에 따른 처분
→ 10개소 중 1개소가 음식물류 폐기물을 재활용하기 위해 폐기물관리법 제46조에 따른 폐기물처리(재활용) 신고를 득하고, 가축사육을 위한 음식물류 폐기물을 반입하고 있으며, 위법사항은 발견치 못하였습니다.
5) 개인하수처리시설 신고 미이행에 따른 처분
→ 개사육시설과 개인하수처리시설은 연관이 없으며, 현장확인 결과, 하수도 오염 사항을 발견치 못하였습니다.
6) 생활폐기물 불법투기 및 적재에 따른 폐기물관리법 위반 조치
→ 폐기물관리법 위반사항은 없습니다.

2. 산림축산과 소관
관련내용은 “불법 개도살로 인한 동물학대행위”에 관한 것으로 이해됩니다.
가. 예천군은 동물들의 복지를 위해 활동하는 당신에게 경의를 표합니다.
나. 귀하께서 요청하신 민원과 관련하여 해당 개농장 현장을 방문하여 10개소 중 2개소는 개농장을 운영중에 있으며 동물보호법에 규정한 동물학대행위는 발견하지못하였습니다.
다. 예천군청은 주기적인 농장점검을 통하여 동물학대행위예방에 최선을 다하겠습니다.

3. 건축과 소관
「건축법」 제14조, 제20조에 따라 건축신고, 가설건축물축조신고를 하지 않은 불법 건축물들은 현장 확인 후, 「건축법」 제79조에 따라 행정조치를 할 것입니다.
