1. 축산과(☎054-639-7592)

○ 동물보호법 제8조제1항에 따라 목을 매다는 등의 잔인한 방법으로 죽음에 이르게 하는 행위, 노상 등 공개된 장소에서 죽이거나 같은 종류의 다른 동물이 보는 앞에서 죽음에 이르게 하는 행위, 고의로 사료 또는 물을 주지 아니하는 행위로 인하여 동물을 죽음에 이르게 하는 행위 등 동물을 학대한 자는 관련법에 따라 2년이하의 징역 2천만원 이하의 벌금에 처한다고 규정되어 있으며

○ 축산물위생관리법은 축산물의 위생적인 관리와 그 품질의 향상을 도모하기 위하여 가축의 사육, 도살, 처리와 축산물의 가공, 유통 및 검사에 필요한 사항을 정한 법으로, 개는 축산물위생관리법 제2조 및 동법 시행령 제2조에 따라 가축의 범위에 포함되지 않는다고 되어 있으므로 별도의 처벌 규정이 없습니다.

○ 동물학대 행위 근절을 위해 관련법에 의거 수시로 점검하겠습니다.

2. 관광진흥과 식품위생팀(☎054-639-5702)

○ 보신탕을 취급하는 업소에서는 코로나19, 섭취연령감소 등의 사유로 인하여 현재 정상적인 영업활동을 못하고 있는 것으로 파악되었으며, 식품위생법상 특이사항을 발견하지 못하였습니다.

○ 개고기는 현행 축산물위생법상 가축의 범위에 해당되지 않고 개고기의 건전성에 대한 사회적 합의가 아직 이루어지지 않아 식품의 원료로 인정하고 있지 않으나, 우리나라 식습관 상 오랫동안 관습적으로 개고기를 섭취하여 왔습니다.

○ 따라서 개고기 섭취와 관련한 사항은 우리나라 고유의 식습관으로써 이를 법으로 금지하는 것은 사회적 합의가 필요한 사항임을 말씀드리며, 현재 시행되고 있는 관련 법령의 내용에 현실성이 결여되는 등 부족한 부분이 있다고 판단되실 경우 관련 법령의 개정을 담당하고 있는 농림축산식품부, 식품의약품안전처(축산물 및 식품분야)로 문의하여 주시면 감사드리겠습니다.

3. 환경보호과(☎054-639-6774)
○ 현장 확인 결과 위반사항이 있을 시 가축분뇨의 관리 및 이용에 관한 법률 및 폐기물 관리법에 의거 행정조치(시정조치 등)가 이루어지게 됩니다.
