Response from Ulsan Nam-gu
We have received the response below from the Ulsan Nam-gu’s Welfare Economy Division, Economic Promotion Department regarding our campaign/petition:Ulsan Nam-gu, South Korea, Shut down the illegal dog meat farms, slaughterhouses, markets and restaurants.
In summary, they state that they have done, and will do, nothing to end the horrific cruelty of the dog meat industry. Their response is callous.
However, they state that “We will do our best to build a public consensus on animal protection and to promote social awareness of human-animals relationship as an ethical companionship, by providing education and working with NGOs such as animal protection groups.” These are the same phrases as the Ulsan Buk-gu’s response. We are not sure if they are sincere about this or just “lip service” to silence us.
Our campaign is effective because now they are aware that the eyes of the world are watching their district’s dog meat industry and would bring this issue to the attention of their governments for action. Let’s keep up the pressure by taking action!
Before you buy a product from Samsung, Hyundai, Kia, or LG, or visit Korea and spend your hard-earned money there, please remember how the Korean government is supporting criminals in the cruel dog meat industry by turning a blind eye to the unimaginable suffering of millions of sentient animals.
Response from Ulsan Nam-gu:
2. Our department is operating the “Animal Protection Act”, which is aimed at protecting the life of animals, promoting safety and welfare of animals, and raising the public’s awareness of the importance of the life of animals.
3. Article 8 of the 「Animal Protection Act」 prohibits abusive activities such as killing animals including dogs unlawfully or injuring them without justifiable reason. Also, Article 46 says that a person who violates the Article 8 can be imprisoned for up to two years or be fined up to 20 million won. In addition, it provides cumulative punishment to habitual criminals.
4. However, in the “Animal Protection Act”, there is no regulation on eating dog or cat meat. It seems that the regulation should be considered by the Food and Drug Safety Authority which supervises the safety and hygiene of food.
5. We will do our best to build a public consensus on animal protection and to promote social awareness of human-animals relationship as an ethical companionship, by providing education and working with NGOs such as animal protection groups.

1. 안녕하십니까? 동물보호 관련 업무에 관심을 가져 주셔서 감사합니다. 귀하께서 우리구에 제출하신 민원은 「개, 고양이 식용 금지 요청」으로 이해됩니다.
2. 우리 구는 동물의 생명보호, 안전보장 및 복지 증진을 꾀하고, 동물의 생명존중 등주민의 정서를 함양하기 위해 「동물보호법」(이하 “법”)을 준수하고 있습니다.
3. 법 제8조는 개를 포함한 동물을 비윤리적으로 죽이거나 정당한 사유 없이 상해를 입히는 등의 학대행위 금지하고 있고, 법 제46조는 제8조를 위반한 자에게는 2년 이하의 징역 또는 2천만원 이하의 벌금에 처하도록 하면서 상습적으로 해당 죄를 지은 자에 대해 가중 처벌하도록 규정하고 있습니다.
4. 개, 고양이 식용 금지와 관련해서는, 동물을 적정하게 보호•관리하기 위하여 필요한 사항을 규정한 「동물보호법」에는 관련 규정이 없으며, 식용을 목적으로 개를 도살•조리나 판매하는 행위 규제는 식품의 안전과 위생을 관장하고 있는 식품의약품안전처 소관이라고 판단됩니다.
5. 우리구에서는 동물보호에 대한 국민적 공감대를 형성하고 동물과 사람은 윤리적 반려관계라는 사회적 인식 확산을 위해 관련 단체 등과와 함께 교육•홍보 등을 지속적으로 추진하도록 하겠습니다.
