In response to our campaign, Sister City Campaign – Suwon, South Korea – Freiburg im Breisgau, Germany, Dr. Wolf-Dieter Winkler, a Freiburg im Breisgau City Council member, kindly sent us a copy of his letter addressed to the Lord Mayor Martin Horn. In his letter, Dr. Winkler is urging Mayor Horn to take immediate action to contact the Suwon mayor and ask to stop the terrible animal abuse in Suwon.

We appreciate Councilmember Dr. Winkler for caring about this issue and taking action to speak out against the brutal treatment of countless dogs in Suwon’s dog meat industry. We hope that the Lord Mayor Horn will take action as requested. Also, if the city of Freiburg im Breisgau decides to terminate their Sister City relationship with Suwon, that will send a clear message to Suwon and the South Korean government that the barbaric and cruel dog meat industry has no place in the modern world and that they must put an end to this industry if they want to benefit from partnerships with cities in other countries.

Dear Lord Mayor,

The Mayor of the South Korean city of Suwon, Mr. Yeom Tae-Young, had a few years ago, asked your predecessor, former mayor Dieter Salomon, to promote a sister city “town twinning” with Freiburg. The reason for his advance was that he believed that Freiburg with its ecological orientation was a worthwhile role model and had believed that such a partnership would also result in an ecological restructuring of Suwon. The Freiburg Council finally agreed to the request for a town twinning.

Most disturbing were the photographs that Jörg Gaiser, who lives in Baiersbronn, sent to us. The worst cruelty to animals, especially dogs and cats, is shown after the Carrying descriptions of Mr. Gaiser in Suwon. It is completely incomprehensible to me how an ecological orientation of Suwon’s city policy can be reconciled with such cruel machinations. Ecology and animal welfare are inextricably linked. If animals have to live out their lives with the goal that they end up on people’s plates, then decency and respect for these animals would mean that they don’t have to suffer a horrible life beforehand. Of course, I am aware that there are also processes in German factory farms that have anything but animal welfare as their goal. However, I think that Freiburg has special responsibility for unsustainable conditions in the partner cities. This applies to human rights in Isfahan as well as to animal rights in Suwon.

I urge you to contact the Lord Mayor of Suwon immediately. Not only to point out these grievances to him but to ask him to take immediate remedial action to help correct and ensure animals would not be treated so. I’m sure that the citizens of Freiburg will have little understanding of this town twinning when they find out about these conditions.

Hier: Tierquälerei von Schlachttieren in Suwon

Sehr geehrter Herr Oberbürgermeister,

der Oberbürgermeister der südkoreanischen Stadt Suwon, Herr Yeom Tae-Young, hat sich vor wenigen
Jahren an Ihren Vorgänger, Oberbürgermeister a.D. Dieter Salomon, gewandt und intensiv um eine
Städtepartnerschaft mit Freiburg geworben. Grund für seinen Vorstoß war, dass er Freiburg wegen
seiner ökologischen Ausrichtung als erstrebenswertes Vorbild angesehen hat und sich von einer solchen Partnerschaft einen ökologischen Umbau auch von Suwon versprochen hat. Der Gemeinderat
Freiburgs hat dem Wunsch nach einer Städtepartnerschaft schließlich zugestimmt.

Umso verstörender sind die Bilder, die uns der in Baiersbronn wohnende Jörg Gaiser hat zukommen
lassen. Da werden übelste Tierquälereien vor allem von Hunden und Katzen gezeigt, die sich nach den
Schilderungen von Herrn Gaiser in Suwon zutragen. Es ist mir völlig unverständlich, wie sich eine ökologische Ausrichtung der Suwonschen Stadtpolitik mit solchen grausamen Machenschaften vereinbaren lässt. Ökologie und Tierwohl sind untrennbar mit einander verbunden. Wenn Tiere schon ihr Leben mit dem Ziel fristen müssen, dass sie am Ende auf dem Teller der Menschen landen, dann sollte es doch der Anstand und der Respekt vor diesen Tieren mit sich bringen, dass sie vorher nicht noch ein grauenvolles Leben erleiden müssen. Mir ist natürlich bewusst, dass sich auch in deutschen Massentierhaltungen Vorgänge abspielen, die alles andere als das Tierwohl zum Ziel haben. Allerdings denke ich, dass Freiburg eine besondere Verantwortung für unhaltbare Zustände in den Partnerstädten hat. Das gilt für Menschenrechte in Isfahan genauso wie für Tierrechte in Suwon.

Ich bitte Sie dringend, unverzüglich Kontakt mit dem Oberbürgermeister von Suwon aufzunehmen und
ihn auf diese Missstände nicht nur hinzuweisen, sondern ihn aufzufordern, für sofortige Abhilfe zu
sorgen. Ich bin sicher, dass die Freiburger Bürgerschaft wenig Verständnis für diese Städtepartnerschaft aufbringen wird, wenn sie von diesen Zuständen erfährt.
