Seongnam continues to deceive and mislead people into believing that dog-meat sales and dog slaughterhouses no longer exist in their city, falsely congratulating itself on being a dog slaughter-free city. Nothing could be further from the truth. Seongnam’s massive dog-meat industry is alive and well and continues to operate with impunity, without any restrictions or enforcement from the Seongnam government. We refuse to permit Seongnam’s shameless lies to go unanswered.

2. In connection with your request for the removal of the dog meat slaughterhouse in Seongnam City and sanctions in accordance with the relevant regulations, our city demolished all dog meat slaughter facilities located in Seongnam City at the end of 2018.
3. Since 2016, our city had removed dog storage and slaughter facilities in Moran Market and Taepyeong-dong through consultations with merchants. Currently, the park is being built in Taepyeong-dong and most facilities in Moran Market were changed to general restaurants. There are still some restaurants that sell dog meat, but according to the current domestic law, eating dog meat is not prohibited, so it is difficult for us to prohibit the sales of dog meat.

2. 성남시 개고기 도축장 철거 요청 및 관련 법규에 따른 제재 조치와 관련하여 우리 시는 2018년 말 성남시에 위치한 개고기 도축장을 모두 철거하였습니다.
3. 우리 시는 2016년부터 상인들과 협의를 거쳐 모란시장과 태평동의 개 보관소 및 도살장을 철거했습니다. 현재 태평동에 공원이 조성되고 있으며 모란시장의 대부분의 시설은 일반식당으로 바뀌었습니다. 아직도 개고기 판매하는 식당이 일부 있긴 하지만 현행 국내법상 개고기 먹는 것이 금지가 아니기에 저희가 개고기 판매를 금지하기는 어렵습니다.
4. 또한 2018년 11월 22일 CNN 뉴스를 통해 2018년 성남시 개도살장 철거 관련 사건이 보도되었음을 알려드립니다.

With all due respect, it is widely known that the city of Seongnam is not dog-meat sale-free, dog slaughter-free, and cruelty-free. This may be your goal –which the watching world hopes it is — but please do not state it as a current fact.
When one does an internet search for “dog meat soup in Seongnam,” dozens of results appear. If one includes the so-called “Health Centers” or “Geongangwon,” which commonly sell dog and/or cat products, search results number in the dozens.

Is the world then to believe that the dog meat used in Seongnam’s restaurants and shops is not from dogs slaughtered within the city of Seongnam? If so, please provide evidence.
Closing down a few dog slaughterhouses while allowing dogs and cats to continue to be served in dozens of Seongnam restaurants is wholly unsatisfactory and dismaying. While the former Seongnam Mayor Lee Jae-Myung’s action to remove live dog display cages and prohibit on-the-spot dog slaughter at the Moran Market is praiseworthy, the city of Seongnam must be honest and forthcoming about the magnitude of Seongnam’s dog meat industry and begin cracking down on the restaurants and shops that sell dogs and cat products.
In summary, to state that Seongnam is currently a “dog-slaughter-free city” is nothing short of propaganda.

수십 개의 성남 보신탕집과 건강원에서 개와 고양이 사체를 계속해서 판매하면서 몇 개의 개 도살장을 폐쇄했다는것으로 저희는 만족할수 없습니다. 이재명 전 성남시장이 모란시장에서 살아있는 개들의 진열장을 철거하고 즉석 개 도살을 금지한 행동은 칭찬할 만하지만 성남시는 성남 개식용 산업의 규모에 대해 정직하고 솔직해야합니다. 개와 고양이 사체를 판매하는 보신탕집, 건강원, 개사체 상점을 모두 폐쇄해야합니다.
성남시가 현재 ‘개 도살 없는 도시’라는 것은 허위선전에 불과합니다.
