the punishment of illegal breeding grounds in Gangseo-gu and the urge to reform related laws and regulations.
Results The results of civil petition are as follows.

A. Regarding the unlicensed animal production industry and animal abuse in Gangseo-gu, on October 17, 2024, 575 animals were rescued from the site in cooperation with animal protection organizations, and protective measures and adoption were carried out through animal protection organizations, and related procedures such as investigation are currently underway.

B. In addition, on-site inspections have been conducted at animal production sites in the jurisdiction since October 17, 2024, and administrative guidance has been provided on matters to comply with business operators, guidance on related laws, and insufficient areas.

C. Our district will try to prevent such cases from occurring through continuous inspection of animal-related business sites in the future.

D. In addition, we will make every effort to establish a proper pet culture by continuously making suggestions on related laws and securing budgets related to animal protection and welfare when additional necessary matters are determined from the local government’s perspective regarding the animal protection law.

가. 강서구 관내 무허가 동물생산업 및 동물학대와 관련하여, 2024.10.17. 당시 동물보호단체 등과의 협조로 현장에서 575마리의 동물을 구조 후 동물보호단체 등을 통해 보호조치 및 입양을 추진하였으며, 무허가 동물생산업을 운영한 농장주에 대해 관련 법에 의거 사법기관에 고발조치하여 현재 수사 등 관련 절차가 진행 중인 상태입니다.

나. 또한, 2024.10.17. 이후 관내 동물생산업장을 대상으로 현장점검을 진행하여 영업자 준수사항, 관련 법에 대한 안내 및 미흡한 부분에 대해 행정지도를 실시 하였습니다.

다. 우리구에서는 앞으로 지속적인 동물 관련 영업장 점검 등을 통해 이와 같은 사례가 발생되지 않도록 노력하겠습니다.

라. 아울러, 동물보호법 개정 필요시 상위부서에 관련 법에 대한 지속적인 건의 및 동물보호·복지 관련 예산 확보 노력 등을 통해 올바른 반려동물 문화정착에 만전을 기하도록 하겠습니다.
