result 1. 안녕하십니까? 우리 농림축산식품 업무에 관심을 가져주셔서 감사합니다. 귀하께서 국민신문고를 통해 농림축산식품부 업무와 관련하여 신청하신 민원(1AA-2503-0012883)에 대해 답변 드리겠습니다.
2. 귀하께서 제기하신 민원 내용은 동물 생산업체 등 영업장 관리 강화에 관한 것으로 이해됩니다. 귀하의 질의 사항에 대해 검토한 사항은 다음과 같습니다.
가. 「동물보호법」 제86조에 따라 각 지자체에서는 관할 내 영업자에 대하여 시설·인력 기준 및 준수사항 이행 여부 등을 점검하고 있으며, 법 위반사항 적발 시 과태료 부과 등 행정처분을 하고 있습니다. 또한, 같은 법 제90조에 따라 지자체 등에서 위촉된 명예동물보호관은 같은 법 시행규칙 제27조제3항에 따른 동물보호관의 직무수행 지원이 가능하니 참고하여 주시기 바랍니다.
나. 농식품부는 반려동물 생산·판매업 등 영업활동에 대한 투명성을 강화하기 위해 동물복지에 기반한 반려동물 영업제도가 정착되도록 반려동물 영업 관리강화 방안을 마련하여 이행하고 있음을 추가적으로 안내드립니다.

1. First of all, thank you for your interest in what we do at this ministry. Please find our reply to your petition 1AA-2503-0012883 made through e-People.

2. Your petition is found to be about your wish to see more organized management of business places of animal breeding businesses.

A. The Animal Protection Act, Article 86 (Access and Inspection) requires local governments to check out to see whether relevant businesses in their area comply with the facility/manpower-related criteria. Those found to be in violation of the law are subject to administrative dispositions such as imposition of fine. Also, the said Act, Article 90 (Honorary Animal Protection Officer), the officers appointed by local governments are made to carry out their animal protection-related duties under Article 27(3), Enforcement Rules of the said Act.
B. Please also note that we at MAFRA carry out the matters concerning how to manage companion animal-related business more efficiently based on the goal of animal welfare and the need to enhance the transparency of relevant business activities including production and sale of companion animals.
