나. 개고기는 「축산물 위생관리법」상 가축의 범위에 해당되지 않아 위생적인 도살, 해체 및 검사가 불가능하며, 식품으로서 건전성에 대한 사회적 합의가 이루어지지 않아 「식품의 기준 및 규격」에서 식품원료로 인정하고 있지 않으나, 개고기섭취에 대하여는 사회적 인식이 점점 부정적으로 바뀌고 있습니다.
다. 개고기를 진열·판매하거나 개고기를 조리·판매하는 음식점 영업자는 「식품위생법 제3조 및 같은 법 시행규칙 제2조 관련 〔별표1〕에서 정하는 위생적 취급기준에 따라 위생적으로 취급할 의무가 있습니다.
라. 개 사육 관련하는 「국토의 계획 및 이용에 관한 법률」 및 「안산시 가축분뇨의 관리 및 이용에 관한 조례」따라 가축사육의 제한을 받지 않는 지역에서는 개 사육시설의 설치 및 운영이 가능하며, 「가축분뇨의 관리 및 이용에 관한 법률」 시행령 제8조 별표2에 따라 60제곱미터 이상일 경우, 같은 법 제11조 제3항에 따라 우리시에 가축분뇨 배출시설 설치신고를 득하고 개 분뇨를 적절히 관리하여야 합니다.
