Buan’s response to our petition on e-People
Below is Buan County’s response to our petition: Buan, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets.

In accordance with Articles 25 and 46 of the Waste Control Act, if a person wishes to recycle food waste, they must make a declaration to the relevant local government and/or acquire appropriate licenses. In accordance with Annex 16 of Article 46 of the Waste Control Act, any animal-based or plant-based remains, food waste, organic sludge, rice husks or rice bran can be recycled for use as compost for agricultural land or as livestock feed depending on the recycling standards specified in Annex 4.2.3.4 as long as recyclers declare the waste disposal and recycling.
Our county will thoroughly supervise the waste disposal declaration and compliance with recycling standards of self-recycling farmers, and we will take appropriate measures in cases of non-compliance. In addition, we will strengthen inspection and management so that food waste can be properly recycled, including encouraging the use of proper animal feed for farmers that are unqualified to perform self-recycling.
Buan County Eco-Friendly Livestock Department Reply (Livestock)
In accordance with Paragraph 1 of Article 2 (Definitions) of the Livestock Products Sanitary Control Act, dogs are not included in the definition of ‘livestock’, so they do not fall under the provisions of Article 7 (Slaughter of livestock). Also, we can say that there are no dog slaughterhouses in our county.
If a person violates Article 8 of the Animal Protection Act (Prohibition of animal abuse) Section 1, paragraph 1, 4, he/she will be subject to imprisonment of up to two years or fines of up to 20 million Korean won in accordance with Article 46 (Penalty) Section 1 (a person who has abused animals in violation of Article 8 Section 1 to 3), and our county will make every effort and take strong interest to prevent additional incidents.
Our campaign is effective because now they are aware that the eyes of the world are watching what’s going on in their county’s dog meat industry and bring this issue the attention and action from their government. Let’s keep up the pressure by taking action!

The County of Buan did not address all of our concerns regarding the potential (and likely) violations of legislation that we listed in our petition. We would like to ask county of Buan to provide the following:
1. Evidence to support their claim that there are no dog slaughterhouses in their county.
2. A complete list of all the dog farms operating in their jurisdiction and supporting evidence that shows that all of the dog farms that are operating are fully registered as operating as such a facility, as well as the records of their inspection as required by laws.
3. Evidence that the dog farms have been inspected for the waste treatment facility and the results of those inspections.

I completely agree with Elena, stop using dogs and cats as food. They are companion animals. I genuinely believe that those in government in South Korea, China, Vietnaam, to name a few are completely responsible for all the torture and abuse of animals in their countries. They could make it stop if they wanted it to.
