a. Our city aims to become animal-friendly, promoting various animal protection and welfare projects and related infrastructure building. We have consistently strived to realize animal protection and welfare, including the complete closure of the Gupo Livestock Market, which was a hotbed of illegal dog slaughter and animal abuse.

b. On October 17, 2024, an illegal breeding facility was discovered in Gangseo District in our city. With the help of many animal protection organizations, 575 dogs raised at the breeding facility were rescued, protected, and adopted by individuals and shelters operated by animal protection organizations. Gangseo District has filed a complaint with judicial authorities against the farm owner who operated an unlicensed animal production business for violations of the Animal Protection Act, the Veterinarian Act, and other related laws, and associated procedures such as police investigations are currently underway.

c. Afterward, in cooperation with districts and counties, our city conducted a comprehensive inspection to determine whether animal production businesses violated the Animal Protection Act. This included verifying compliance with facility and personnel standards, operator obligations, and individual management card records. We also carried out planned inspections of unlicensed livestock sheds that could be used as illegal breeding facilities.

d. Our city will continue cooperating with animal protection organizations and others to prevent animal abuse.

e. Furthermore, we will propose institutional improvements for necessary amendments to the Animal Protection Act and other relevant laws. Additionally, we will strive to secure welfare-related budgets to establish a responsible companion animal culture.

가. 우리시는 동물친화도시 조성을 목표로 다양한 동물 보호·복지 사업 및 관련 인프라 구축을 추진하고 있으며, 불법 개 도축 및 동물학대의 온상이었던 구포가축시장을 완전 폐쇄하는 등 동물 보호·복지 실현에 꾸준히 노력해 왔습니다.
나. ‘24.10.17. 우리시 강서구 관내에서 불법번식장이 적발되었으며, 전국 동물보호단체의 도움으로 해당 번식장 사육견 575두가 구조되어 동물보호단체에서 운영하는 보호시설 및 개인 등으로 보호 및 입양조치가 이루어졌고, 강서구에서는 무허가 동물생산업을 운영한 농장주를 동물보호법, 수의사법 등 관련법 위반으로 사법기관에 고발하여 현재 경찰 수사 등 관련 절차가 진행중인 상태입니다.
다. 이후, 우리시는 구·군 합동으로 관내 동물생산업자의 시설·인력 기준 및 영업자 준수사항, 개체관리카드 대조 확인 등 동물보호법 위반여부에 대한 일제 점검을 실시하였습니다. 또한, 불법번식장으로 이용될 소지가 있는 무허가 축사 등에 대한 기획점검을 병행한 사실이 있습니다.
라. 차후에도 우리시는 동물보호단체 등과 협력하여 동물 학대 방지를 위한 노력을 지속적으로 하겠습니다.
